OPM Disability Retirement: Elevation of the Federal Consumer Product Compliance Directorate (FCPCD) to a Cabinet-level status

It first came to light in August, 1974, just prior to Nixon’s resignation from Office.  A young reporter by the name of Dan Druthers asked the President:  “Have you considered the exponential factor of time wasted in consumer affairs concerning crushed toilet paper rolls during transport and delivery?  What has your Administration done about it?  The American People demand an answer!”  The White House Press Corps was aghast.  No other journalist had had the temerity to heretofore question the Presidency with such forcefulness.  The President, of course, was stumped, and shot back, “Mr. Druthers, what do you think you are running for?”  To which Mr. Druthers shot equally back, “Well, I’m not sure.  What are you running from, Mr. President?”

The rest is history, as they say.  From there, that journalist of slight anonymity and notoriety went on to become the anchor of Prime Time T.V.; the President resigned (what many people fail to understand is that Watergate had little to do with moral turpitude, and much to do with messy toiletry); the 18-minute gap in the secret White House Tapes, people suspected, had to do with deleted expletives concerning Toiletgate; and as for the greater issue of crushed toilet paper rolls — well, it took a few more years hence before the political fallout would take its toll.

First, there were whispers of grumblings, of esoteric nuances which could only be fully understood in Senate closed door hearings where titular heads of states whispered in royal functions.  How many people spend time in straightening out a roll of toilet paper, such that it rolls smoothly on a roller?  If, as a conservative estimate, 30 seconds are spent for each crushed roll of toilet paper, multiplied by the total number of people inhabiting the United States, how much of an economic impact would that have on an annual basis?  How much time would be saved if such crushing of toiletries could be prevented, reverberated a thousandfold — nay, ten thousand fold — by mere and simple preventative measures?

The question itself failed to take hold upon the American imagination, until some years later, at a Town Hall Meeting, a woman asked a Congressional Candidate a similar query, in a rather accusatory tone of voice:  “Do you not care at all?”  That got the goat of the candidate, as they say in proverbial parlance.  There were subsequent cries for immediate passage of legislation.  Republicans wanted a budgetary offset for any monies expended for the creation of a new agency, the Federal Consumer Product Compliance Directorate (FCPCD). Some questioned the need for the new agency, and whether it couldn’t just be handled by the EPA; but such queries were quickly quelled when the Senate Majority Leader declared:  “The issue itself is too important to ignore.”

In the end, the FCPCD was created by Executive Order.  Some years later, because of the very importance attached to such preventative measures — “experts” referred to the greater impact upon global warming, and some at the NSC declared that it was a matter of “national security” — the FCPCD was elevated to a Cabinet Level Department post haste, in order to ensure that the President was daily informed as to the importance of the issue and so the American People would not be ignored. The staff at the FCPCD grew from 2 in 1984 (comprised of the Executive Director and the secretary), to over 5,000 today and currently growing (you know, inspectors, analysts, policy experts, etc.).

Meanwhile, those Federal and Postal workers who had filed for Federal Disability Retirement benefits with the U.S. Office of Personnel Management, continue to wait for their Federal Disability Retirement applications to be decided upon.  The fact that OPM is understaffed and overworked has not been brought to light, yet.  Of course, OPM does not have the ear of the President, and the issue was never queried by the likes of a crack reporter back in the days when reporting was actually occurring.

FERS & CSRS Disability Retirement: Of consideration and comity

The singular identifiable factor that destroys is the very reflection which elevates; for, it is power which undermines the source of comity.  With it is accompanied the shedding of a need for appearances; that which genuinely festers beneath the surface can bubble up into the tyrant which we all can become, and of that which we suppress and repress throughout our miserable lives.

Why does “winning the lottery”, in whatever proverbial form that can take, destroy lives, divide marriages and deconstruct lifelong friendships?  How often does a promotion crumble the fragile structures of co-working symbiotic relationships within an organization?   When has empowerments resulted in the disseminated good of the organic whole?

An appearance of comity within a societal structure can endure for a time, given conventions which protect, preserve and punish; but the tendency of consideration will crumble when the normative constraints collide with freedom and forgetting; and, in modernity, where self-expression trumps the towering temperament of talking tantrums, any semblance of putting forth an appearance of comity and consideration can quickly evaporate.

For Federal employees and U.S. Postal workers who often ask the question, When should I inform the agency (or the Postal Service)? — the general answer given is:  Only when there is a compelling reason to do so.  For, when preparing, formulating and filing for OPM Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the urgency of a need to inform should be proportionately weighed against the likelihood of the disintegration of any prior structure of consideration and comity shown in the past.

Federal agencies and the U.S. Postal Service are bureaucratic structures of power centers; while the symbiosis of a working relationship with the Federal agency or the U.S. Postal Service may have served well both the worker and the organization in past terms, once it becomes known to the Federal Agency or the U.S. Postal Service that the Federal or Postal worker is about to file a Federal Disability Retirement application, ultimately to be received by the U.S. Office of Personnel Management, it is likely that the fragile structures of consideration and comity will quickly and decisively deteriorate and deconstruct.

OPM Medical Retirement: The loss of linguistic efficacy

If words are to have meaning, then the care in using them must be protected.  It is, of course, the conditional which must be accepted as true, in order for the contingency to be acted upon.  In a society where populism prevails, and in accepting a false sense of what “democracy” and “equality” have come to mean, the suffering consequences of a nation’s language becomes destroyed in subtle tones of disengagement.  Words lose their efficacy by multiple methods: overuse; misuse; refusal to allow for an expected impact to occur; or non-use by neglect and disregard.

Are there negative consequences for the loss of linguistic efficacy?  Or, perhaps such concerns are merely esoteric turmoils relegated to the intellectual temper tantrums reserved in ivory towers, and not of any significance or relevance to the greater population at large?  The English of Shakespeare is certainly not the mother tongue of modernity, and the volume of utterances fail to replace the lack of cogency in today’s discourse.

For Federal employees and U.S. Postal workers who intend to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, the care in the selection and positing of words is important, despite the loss of such status and stature of their force and effect in general.  To prepare an effective Federal OPM Disability Retirement application — one which is both persuasive, as well as “true” — requires the careful crafting of a cogent compilation of multiple narratives, appealing to logic, factual coherence, and force of comprehension.  It must defy that which we see in today’s society — of the loss of linguistic efficacy.

OPM Disability Retirement: Of things (which should be) hidden

Perhaps it is a moment of repose, when relaxation allows for an unflattering silhouette or an act with hands which reach for things not publicly accepted; or of an insight into the depths of a soul, better left concealed, congealing unexpectedly before one’s eyes despite best or better attempts to suppress or repress.

We all assume certain aspects of a person’s life, and when they appear not within the slice of images presented to the public eye, we do not take notice because the presumption remains throughout.  Thus do bathroom scenes remain irrelevant throughout most of the history of film, and have only made their debut as titillating artistry masked as prurient creativity encroaches in subtle increments upon our sensibilities (with the obvious exception, of course, of Hitchcock’s scene of the curtained shadow).

Somehow, despite our incessant clatter of protestations to the contrary, the privacy of our lives become exposed and elevated to a pedestal of a declarative rumination, like the child-actor who accepts the adoration of public applause in place of the denied love of a parent.  The lowest of our essence tends to congregate in bunches of time, place and people; perhaps, as like attracts like, and similarities of venturesome teleologies aggregate for symbiosis of common causes, so the ugliness of humanity seems always to find its way where innocence abounds and the naive output is counterbalanced by the depravity of so many soulless zombies.

So it is in the workplace, where the ugliness of human character tends to reveal itself.  But that we wish for privacy, and for the sheer meanness of the human spirit to remain hidden.  The skin is an organ which covers, and for that we may be thankful — as the inner organs of man were never meant to be exposed for viewing where beauty is replaced with the stark reality of who we are.

For Federal employees and U.S. Postal workers who must continue to go to work despite the deteriorating and progressive presence of a medical condition, such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal positional duties, the persistent exposure to things which should remain hidden, often becomes a constancy of unrelenting corridors of shame.

Just as divorce merely widens the microscopic fissures of that which the child already sensed, and the secrets leading to wars were already well-known by enemies and allies alike, so the facade which allowed for amiability and camaraderie suddenly crumbles, and the ugliness of humanity exposes itself.  Why is it that of those things once hidden, they suddenly become public and unconstrained?  And in the very midst of medical conditions and human plight which should engender empathy and consolation, the increase in harassment and progressive punishment exponentially facilitates.

For the Federal employee or U.S. Postal worker who finds him or herself in such a situation, filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management becomes not merely the least of options remaining, but the best alternative to a deteriorating circumstance.

And of those things which should have remained hidden?

Like vestiges of timeless reruns from an era veiled by innocence, the reels of fading images defy the reality of our day, and the best course of action is to prepare an effective Federal Disability Retirement application, to be submitted to OPM so that the escape hatch can invite a gust of fresh air where once the stuffiness of a stale and toxic environment was suffocating the very life out of our soulful existence.

FERS & CSRS Disability Retirement: Time Travel

H.G. Wells touched upon our imaginations in 1895 with his novel, The Time Machine, and ever since, the concept itself has been accepted within the cultural milieu of ideas incandescent.  Mathematicians find it as a challenge to decipher; astronomy, an idea to ponder; astrophysicists, a vehicle to revitalize the despair of incomprehension; but for poets and prophets, it is the fodder for creativity and imaginations to become unfettered by want of belief.

What child (or adult) does not ponder the mysteries of the universe by means of a device to enter a future yet unknown or a past replete with narrated stories of pirates, heroism and grandeur consumed, but awaiting the entrance of a character unhistorical, as Roman legions march the sands of timeless deserts where echoes of unknown characters appear to suddenly participate in the making of events yet blank upon the slate of unwritten participles.

But too few of us recognize that time travel was always being accomplished; the author merely confirmed that which was already done.  For, in our wanderings and imaginations in minds traveling afar, the daydreamer thus reached beyond the constraints of physical presence.

Whether an occurrence in objective reality, or the indistinct touch within the creativity of a limitless mind, the difference was never noticed by the child of laughter or the boy lost in wonder.  And for the adult who must daily make decisions upon a cauldron of reality and harshness of unenviable encounters?  While never as the pleasantries of a child lost in the world of make-believe, the pondering of future courses of action and the consideration of past consequences must always be deliberated by everyone who engages the world of modernity.

Thus, for Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition necessitates the Federal and Postal employee to consider preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, consideration must be granted to the time machine and time travel by means of coordinating what past actions have occurred (e.g., the medical condition), the current milieu (i.e., the actions of the Agency or the U.S. Postal Service concerning the ongoing status of the Federal and Postal employee), and the future plans (filing for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset).

Thus, without knowing it, time travel was always something which the Federal and Postal employee engaged in; and never just within the province of childhood dreams left to the plodding monotony of brave acts unrecorded, or the samurai who refused to unsheathe his sword for fear of death and loss of honor, it is indeed the Federal and Postal employee who must consider filing for OPM Disability Retirement benefits and must engage time travel and press the complex levers of an unfathomable machine — that bureaucracy of depthless administrative morass one must enter, to prepare, formulate and file for Federal Disability Retirement benefits.

OPM Federal Medical Retirement Help: Paroxysm of Fate or Faith

Of the former, it forces us within that fitful slice of time to endure the determined events beyond our control; and as to the latter, it does almost the very opposite:  it grants us a reprieve of sorts, and draws us into the delusional universe of believing without cause.  Causation is indeed the harbinger of validity and scientific accountability; whether and by what means the short-lived fit of revelatory insight occurs, the paroxysmal opening of one’s eyes to the reality of a matter can result in truth unveiled, or falsehood concealed.

We tend to live life like that; one moment, we sigh and throw up our hands to the gods of determinism and complain that we have no control over whence we came, the essence of our present being, and where the journey will take us; and in the very next instant, we fervently believe that if only we were to make our urgent pleas more loudly known, our very belief would impart the causation of a cold and impervious universe to move mountains and shift the tectonic forces of nature’s aplomb.

Man — that animal half caught between instinct and rationality, betwixt carnivorous vengeance and civility with a clink of teacups; yet, subject to the whims of gods and determinism.

Medical conditions will often exacerbate that tendency towards the extreme of one side of the spectrum or the other; tendencies tend to magnify when the human condition deteriorates.  For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to impact and influence the ability and capacity of the Federal or Postal employee to perform all of the essential elements of one’s Federal or Postal positional duties, it is important to maintain an equilibrium of sorts.

Medical conditions, by their very nature, will often skew the linear reality of a situation, and therefore it becomes important to seek out advice, counsel and wisdom in determining the best course of actions to undertake for securing one’s future and stability.

Federal and Postal employees, whether under FERS, CSRS or CSRS Offset, need to take care not to allow themselves to wither and bend by the vicious winds blown thoughtlessly by the Federal agency or the U.S. Postal Service, and instead to retain that balance of foresight, between the paroxysm of fate and that of faith, and instead to partake in the essence of the angels above, and not the imprints of our animalistic past, in preparing an effective Federal Disability Retirement application for submission to the U.S. Office of Personnel Management.
