FERS & CSRS Disability Retirement: The Unending Cycle of Relapse

It is merely from a perspective of combined incrementalism with an admixture of hope and self-delusion that people talk about a “relapse”.  The plain fact is, most medical conditions follow a fairly predictable and linear path of progressive deterioration, with critical junctures of static chronicity, and marked by charted moments of quietude interrupted with a fury of vengeful prose.  If a business graph were to depict the pathway of most medical conditions, the ups and downs of the jagged lines would mesmerize and confuse us with contemptuous puzzlement.

We assure ourselves that we are “getting better”, when all the while we continue to ignore, procrastinate, explain and justify all of the indicators and warning signs of downward decline.  An increase in the medication regimen, explained by mere temporary need; greater pain, with reference to some minor activity recently engaged in; and so the self-justifying conundrums are thrown as explanatory deliberations, when the bodies suffer so despite the words offered as sacrificial animals to the gods of thunder.

For Federal employees and U.S. Postal workers who suffer from a medical condition, this phenomena of parsing words despite facts which fly in the face of reality, is often born of necessity and a false image of self, society and servitude to the “mission of the agency” or the Constitutionally-born importance of the U.S. Postal Service (circa Benjamin Franklin, thank you).  But health has a funny way of  defying self-justifications of ineffective prose, and poetry and thought never curtails the unending cycle of relapse, precisely because what we do to our minds, bodies and souls accounts for little when misuse and unintended abuse prevail.

For the Federal employee and the U.S. Postal worker who fails to make one’s health a priority first, then all other considerations of secondary import, the need to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, often becomes a victim of such unending cycle.

To suffer a “relapse” is merely an attempt to justify that which the body or mind was merely telling you all along.  Yes, sometimes the quiet whispers in the deadened silence of night can be ignored and disregarded; but it is those haunting quietudes which perturb and disturb despite our best efforts to ignore, which roar back to engulf us when least we expect.

Disability Retirement for Federal Government Employees: The Pruning Mechanism

It is one of life’s anomalies that plants flourish and thrive with targeted pruning; too much dismembering, and the sap of life can wither; too little, and the nutrients required for new growth will be diverted to wasted areas of decay, thereby allowing for greater susceptibility to disease. As animals cannot regenerate new appendages (with some variable exceptions), so pruning of limbs is not recommended. But the term itself can imply metaphorical contents — of leaving behind and cutting off ties which harm; of terminating associations which contribute to the decline of one’s health.

The complexity of medical conditions will often bring to the fore questions of causation and exacerbations; and while stress is an inherent factor in almost every employment arena, and further, is not normally recommended in a Federal Disability Retirement application to be focused upon (see previous articles on work-place stress resulting in “situational disabilities“, which can defeat a Federal Disability Retirement application), nevertheless, it is an issue which any Federal or Postal employee contemplating preparing, formulating and filing for OPM Disability Retirement benefits, should consider carefully, seriously, and with deliberate intent.

It is ultimately the U.S. Office of Personnel Management which reviews, approves or denies all Federal Disability Retirement applications for Federal and Postal employees under FERS or CSRS; thus, unless one works for OPM, it is an agency separate from one’s own employing agency.

It is that agency — one’s own — which always must be considered for “pruning”. For, while the central issue in all Federal Disability Retirement applications is the nexus, or “bridge”, between one’s medical condition and the essential elements of one’s job; still, it is often a prudent thought to consider that “burning” one’s bridge is the penultimate act leading to a fruitful “pruning” — a mechanism sought in a metaphorical manner, to redirect life’s nutrients into more productive tissues for the future.

Federal & Postal Disability Retirement: Restorative Measures

Sleep obviously has an evolutionary purpose.  Anxiety, stress, negative thoughts and perspectives; aggressive behavior, combativeness (otherwise known to spouses as “being grumpy”); inability to maintain one’s focus, concentration, attention to detail; all of these, and much more, can often be ameliorated by a good night’s sleep.

Stress is the overarching component which becomes exacerbated by lack of sleep; it feeds upon all other aspects of the human body, by impacting physical endurance and stamina, by increasing one’s cognitive dysfunctions and capacity to process the quantitative and qualitative amassing of information; and it is thus the vicious cycle of lack-of-sleep leading to greater-stress resulting in increased inability to attain a state-of-restorative sleep. Throughout, stress can be the invisible thread which ties the binds of cyclical ruination and self-destruction.

For Federal and Postal employees who find that a medical condition has impacted one’s ability to maintain a continuity of restorative sleep, consideration in filing for Federal Disability Retirement benefits, filed through one’s agency if one is still employed or not separated for more than thirty one (31) days, or filed directly to the U.S. Office of Personnel Management if separation has already occurred but one still falls within the 1-year timeframe of the Statute of Limitations, must always be an option.  Federal Disability Retirement allows for one to reach that plateau of self-restorative venues, by having the time and proper perspective to seek out effective medical treatment, not otherwise distracted by the countless demands of one’s Federal or Postal job.

Stress is the silent robber who stealthily destroys one’s health by a thousand cuts; lack of restorative sleep is the subtle, pernicious and progressively deteriorating condition which turns slowly into a crumbling foundation; and failure to act upon correcting the steady onslaught of self-decomposition will only lead one to a state of paralysis, where the shifting plate tectonics will one day reach a crisis point of collision, in the convergence of stress, anxiety, physical collapse, and self-ruination; all because we couldn’t get a good night’s sleep.

Postal and Federal Disability Retirement Benefits: Progressive Deterioration

The concept of progress normally implies a positive trajectory of events; but when combined with a negative idea, it reverses the trend.  To deteriorate in a progressive manner is to turn the concept on its head; it results in the upward trend spiraling downward; it reverses what should be, and transforms the positive into a negative statement.

The progressive deterioration of a person’s health can be an insidious, incremental and slow trending of the state of one’s being.  For the Federal or Postal employee who is experiencing such a phenomena, that experiential state of being becomes compounded with decision-making events which only exacerbates and complicates:  Am I taking too much time off from work?  What impact will this have upon my agency? How will the work get done while I take off?  What will be the response by my agency?

Such questions must always be in the context with the progressive nature of one’s medical condition — will it be a chronic and intractable deterioration, or will the negative trend at some point be reversible?

Cessation of the trend itself might be the acceptable point of positive inclination; reversing the trend in order to become better, healthier, stronger, etc., would be the greater goal.  But if the trending sees no end in sight, then considerations for the future must include the reality of filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS.

The linear trending of decline is the indicator of those peripheral future actions which must be concomitantly taken, in order to help support the negative trend.  Filing for Federal Disability Retirement benefits through OPM is a parallel course of action in order to support the trending declination, and one which should be considered in a timely manner.

Medical Retirement for Federal Workers: The Coming Year

The Calendar says it is now 2013.  For those preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, it matters little as to the designation of the year.  A chronic medical condition makes no conceptual distinction from year to year; the impact upon one’s ability/inability to perform all of the essential elements of one’s job is not distinguishable between December 31 or January 1.  

For those who have filed with the Office of Personnel Management, the fact of the waiting period itself merely magnifies — that we are now into “another” year — the lengthy process which the bureaucratic morass forces the Federal or Postal employee to undergo and endure.  The “coming year” is, for the Federal or Postal employee filing for Federal Disability Retirement benefits from OPM, a continuum of the previous year.  It is not the days immediately before, or just after, which makes a difference.  Rather, it is ultimately the approval from the Office of Personnel Management which will make all the difference.  

To appreciate that “difference”, the best that the Federal or Postal employee seeking Federal Disability Retirement benefits can do, is to:  increase the chances of an approval of an OPM Disability Retirement application; limit the mistakes which can subvert or otherwise damage a Federal Disability Retirement application; and always, always affirmatively prove one’s case with the best evidence possible.  That way, the coming year will have turned out to be a fruitful one, and distinguishable from the previous year.
