Federal Employee Disability Retirement Information: The pleasure robbery

There are “highway robberies”, “train robberies” (distinguishable from THE great train robbery, which has become a historical feature of mythical proportions) and “bank robberies” (is there a single one that overshadows all others, or are they better identified by the characters who perpetrated them, like “Bonnie and Clyde”, Ma Barker, John Dillinger or Butch Cassidy and the Sundance Kid, etc.?); there is the “car jacking” which is nothing more complicated than the robbery of a vehicle, except perhaps by violent means and confrontation with the driver and/or owner; Skyjacking or Hijacking; and then there are “grand” or “petty” larcenies, depending upon the amount stolen, as well as special formulations with particularly distinctive and distinguishing details, like “embezzlement” (which often must possess an employer-employee relationship) or exerting “undue influence” in the act of stealing (as in cases of elder-abuse where a child or relative begins to siphon off wealth from one’s own family member); and many other types of simple criminal acts of absconding with that which is not one’s own to possess.

But what about the daily occurrences of the most prevalent incidents — that of the pleasure robbery? You know — those simple acts of mental anguish, where worry steals and robs from the pleasure of the moment; where an anticipated future event not yet having come to fruition constantly overwhelms where one is obsessed with the expectation of disaster, and thus robs the person of any pleasures taken for the moment?  This often happens on the weekend, doesn’t it?  From late Friday until Monday morning, the worry and anxiety sets in, robbing from the reserve that the weekend itself was meant to preserve and restore; and it is the pleasure robbery that leaves one with the greatest of devastating effects: profound and unrelenting fatigue, and not just from the imagined catastrophe that has not yet occurred, but moreover, from the anxiety and worry itself.

For the Federal employee and U.S. Postal worker who must contend with a medical condition, where the medical condition is impacting and preventing the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal position, the concept of the pleasure robbery is a familiar one: for, one’s future, one’s career, and one’s livelihood are often at stake.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, may not be the “total solution” for the anxiety that it may cause — whether because of the knowledge of a reduced income or the admission that the Federal or Postal employee must face the reality of one’s medical condition. However — despite being a complex administrative process, it is nevertheless a benefit that may resolve some of the perplexing questions that often accompany a medical condition, and set one onto a path of future hope and greater certainty in order to stabilize a world of unfathomable uncertainties, and at the very least, to stop the pleasure robbery from any further stealing away the needed rest and peace that weekends, vacations and a good night’s sleep are meant to provide.

Medical Retirement under FERS & CSRS: Unwillingness

What is it about a personality that is unwilling?  Is it pure obstinacy?  Or, perhaps a personality trait of stubbornness that goes against the very nature of a person’s essence?  Such traits or quirks of personalities are interesting, precisely because they can fluctuate depending upon the particular context encountered.

Take, for example, an important conference where negotiations are occurring — say, in the settlement of a lawsuit or the consequential merger of two giant companies, etc.  If one of the principals in the negotiations has a reputation of “unwillingness” to compromise, or during the course of back-and-forth give and takes, it becomes apparent that the chief negotiator is unwilling to move an inch, we say of the person that either his (or her) unwillingness to reach a common accord is X or Y — i.e., tenacious to certain unmovable principles; stubborn; intractable; a “brilliant” tactical negotiator, etc.

Now, take the same example but with an individual who is willing to bend and allow for concessions — we might say of that person that he or she is “reasonable”, or that he is a wimp or she is without integrity.

But “unwillingness” has a special characteristic and connotation, does it not, from the rest of the personality traits described?  Especially if it is a permanent feature of a person’s makeup, and not merely a temporary, stubborn streak that may change and alter later on, or in a week, or in an hour’s time.

There is both something admirable as well as exasperating when referring to a person who has a personality characteristic of “unwillingness” — whether based upon an inner principle that drives the intractable nature, or perhaps a quirkiness of nature that refuses change.  The test of that unwillingness, and whether it is apparent only in certain particular and unique circumstances, or whether that is a permanent feature of a person’s internal mechanism, can only be tested through the spectrum of one’s life.  Such a personality trait can be admirable and reflect an evolutionary advantage in surviving the encounters with the world at large, or they can be a self-inflicting wound that can destroy and defeat.

For Federal employees and U.S. Postal workers who have an unwillingness to throw in the proverbial white towel despite all evidence that shows that the Federal or Postal employee is no longer able to perform one or more of the essential elements of one’s Federal or Postal job, the alternative one must face can be daunting: continuing to endure the medical condition despite the debilitating nature of the trauma; the increasing harassment that must be faced because of excessive taking of Sick Leave, Annual Leave or LWOP; the the questioning looks from Supervisors, managers and coworkers, etc.

Federal Disability Retirement, of course, is an alternative course of action — of recognizing the need for change, the requirement of pliability, and the necessity for modification in one’s life.

Yes, “unwillingness” is often an admirable trait to cling to, but for the Federal or Postal employee who can no longer perform one or more of the essential elements of one’s Federal or Postal job, it can be an obstacle to a necessary next step in preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

OPM Retirement for Mental or Physical Incapacity: Maintaining a schedule

We all abide by them, strive to meet them and toil to achieve them.  We claim that we control “it”, but in fact, it often becomes the monster which completely constrains and restrains, overpowers and undermines.

Maintaining a schedule in life is important.  Some, because of unknown past issues or current difficulties, cannot stand by and allow for a violation of it; others, with more daring personalities and flighty egos, defy it deliberately and result in floundering about without a purposive intent or constructive content.  Maintaining a schedule is often essential to the daily lives of all; for those who have certain learning disabilities, it allows for a structuring of a universe which would otherwise appear chaotic and undisciplined; for others, the very structure imposed restricts the inner creativity of brilliance, and we are left with the genius who follows no man’s path.

Babies and children do well with it; the creative genius who is always distracted by the brilliance within his or her own subjective world, often cannot abide by it; but the rest of us follow a fairly monotonous routine and stick close to it, if only by excuses given of being “five minutes late” or the sorry excuse that the bedside alarm clock failed to rouse us.

Then, there are companies and agencies that seem to fall apart at the seams, where overwork, underpaid staffers and unreliable workers seem to disrupt that most important of schedules – meeting deadlines.  Then, there is the incongruence between one’s personal schedule and the schedule of another entity, and when the two fail to agree or work in consonance, then frustration begins to develop.  The tumult of frustration is often based upon the chasm that occurs between what one expects and the reality which unfolds.  Closing that “gap” is the solution to one’s growing frustration in this world.

For Federal employees and U.S. Postal workers who need to, are about to, or have already filed a Federal Disability Retirement application with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the key to containing one’s frustration over the time-period that the U.S. Office of Personnel Management is taking, extending, violating and ignoring in performing their duties in approving or denying a Federal Disability Retirement application, is to recognize that their “schedule” is one of complete and utter power, and that the Federal or Postal Disability Retirement applicant is in a position of complete powerlessness; and, on top of that, to maintain a schedule apart from what OPM does, while one waits for an outcome that is hoped to be favorable.

Disability Retirement from Federal Government Employment: The Well-Digger’s Daughter

It is a French film directed by Daniel Auteuil, and depicts an age just before, during, and after the First World War, when rural life still embraced a contempt for modern values, and the pastoral context defined the the quietude of family life yet unblemished but for private shame of family secrets.  It is in the title itself which reveals much; for, there is no independence of a person’s name, and the underlying theme throughout encapsulates the right to a surname, the identity of an individual, and how the interconnectedness of one’s essence, being and substantive community is itself defined by the proper ascription of who we are related to, how, and by what legitimacy.

It is, in that sense, outdated and “old fashioned”; for, in modernity, we cast no aspersions when it comes to heredity, lineage and source of being, anymore.  But the historical context reflects the time of its relevancy; here, names matter; formal acknowledgement of marital unions within a community of acceptance and celebration are expected; and the child who comes into this world must be identified by the proper surname through label of sacrament.  At the outset, the title itself reveals much; for, we immediately note that it is not the name of a person, but an identity within the context of a family lineage.

In this day and age, names are no more important than the identification of inanimate objects; relational identities have been cast aside; we are known, each of us, by the names we have been given, have shed and taken on in rebellious denial of former connections, or so easily abandon and recreate, like so many pseudonyms used on the technology of our former selves.  But try as we might, somehow the haunting connections seem to matter; otherwise, how else to explain the persistent cries of orphans and abandoned children to search and discover who their parents are, and to open up sealed court documents to embrace identities formerly unknown?

Is it a mere mirage and vestige of an antiquated mutation, where the genetic lineage served to fulfill Darwin’s fantasy of survival of the fittest, somehow misinterpreted by one’s cellular make-up to include direct inheritance of a particular DNA?  And why is the language so precise and important?  Would the story have been any different if it had been titled, say, “The Girl who wore a pink bonnet”?  The narrative could still have remained; but, somehow, by merely identifying the character by what she wore, is not the same as to whom she is related to, of how she is named, and by what relationship her being is connected.

Words — and names — matter.   Identifying the proper relationships, and the context of connectedness, all together form the “wholeness” of a coherent narrative.

That is why, in preparing and formulating a Federal Disability Retirement application, it is important to coordinate the medical documentation with the Applicant’s Statement of Disability; the Applicant’s Statement of Disability with any legal arguments to be made and cited; and any legal arguments with both the medical documentation and the Applicant’s Statement of Disability.  For, each are not mere separate codifications of independent entities unrelated to the other; together, they form a compendium of a cogent narrative, whether the Federal employee or U.S. Postal worker is under FERS, CSRS or CSRS Offset; and when such force of coherence is submitted to the U.S. Office of Personnel Management, it heightens the statistical favoritism for an initial approval.

And, like the Well-Digger’s Daughter, we must always remember that the interconnectedness of life, living, and the essence of everything around, is defined not merely in our individual capacities, but by the sacredness of who we present ourselves to be.

Medically Retiring from Federal Government: Environmental Toxicity

We read about it in the print and other media; the global nature of the problem, the haunting images of rusting barrels and canisters with leaking liquids of foreign and unidentifiable hues of chemical mixtures; of stories involving deformed babies and cognitive delay, with early onset of dementia causally related to the drinking water, air pollution and osmosis of agents otherwise harmful.  Science Fiction writers employ the genre of antiseptic cities of artificial constructs, with men and women who venture out into the tainted world in white suits of sealed purity, breathing through tubes and oxygenated rasps barely audible through the thick materials of protective immunity.

China, we are told, basks in the careless disregard of deliberate destruction, with India lagging not too far behind, and then the “developing” countries; that the airstream, jet stream and water streams are all connected, like tentacles which relate back to the organic essence of human existence, and unless little old “me” and “I” and the pointed finger of accusatory mumblings does “his part” or “your part” in reducing all that mess that the proverbial “we” have created, that doom is just around the corner accompanied by “gloom” preceding its cousin; and so we laboriously cart our plastic bottles and milk cartons into larger and larger bins that have logos we proudly think represents the advancement and modernity of our thoughtfulness, and watch as the powerful jet set in private planes and get transported in SUVs that spew out untold tons of unseen pollutants in order to congregate and discuss the fate of the universe, the represented country, the state, the community and lil ol’ me.

Environmental toxicity, of course, is a real problem; it is the lip service paid by those who preach without actionable lives of verified sincerity which presents a problem for most.  And for the rest of us, the “little people” who matter not and impact insignificantly upon the global scale of policy interventions, there are multiple dimensions of the term itself — as in the quality of the workplace, the manner in which the employer treats employees, and in the Federal sector and the U.S. Postal Service, the application of relevance for the conceptual compound of the two words often implies more than the physical universe of occupied space; it involves the harassment, emotional abuse and hostility of purpose.

For the Federal employee and U.S. Postal worker who suffers from a medical condition, such that the medical condition compels the Federal or Postal employee to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the question of environmental toxicity is just that — not the wasteful plastics otherwise disregarded and discarded into the trash bin, but the real impact of a caustic atmosphere empowering little minds within fiefdoms of medieval power centers.

How the Federal agency treats “lil ol’ me”, and what the U.S. Postal Service does to its employees by requiring and forcing abusive repetition of physical labor, goes well beyond what the ordinary person cares about in China, India, et al.; instead, they want you to look beyond the window of your own house, even as the smoke fills and the fires blaze in the very neighborhood you live in.
