OPM Medical Retirement for Federal Employees: Imperfect Lives

Bringing up the very concept itself implies that the opposite exists: That of “perfect” lives.  We perhaps attribute the existence of such; perhaps it is the same line of thought processes which persuades us by the Ontological argument for the existence of God: God is that than which nothing greater can be thought of; To exist is greater than not to exist; therefore, God must by necessity exist.  The corollary argument which persuades us of the existence of a “perfect” life would then be: The perfect life is a life which erases all imperfections; perfection is better than its opposite; therefore there must by necessity exist perfect lives.

Yet, does reality indicate the existence of perfect lives?  Certainly, its opposite is true: imperfect lives being all around us, including our own, we then assume that there must be other, similarly imperfect lives.  Yet, while perfection is a non-relative term (it cannot be dependent upon a comparison to other terms, but is the paragon of all things not imperfect), its antonym — imperfection — can be.  Thus, X’s life may be less perfect than Y’s, and Z’s life may be less perfect than Y’s but better than X’s.  Can we ever say that X’s life is “more perfect” than X’s or Y’s?  Doesn’t “more perfect” necessarily imply imperfection and thus cannot approach a definitional plateau of “more”?

The plain fact is that all of our lives are imperfect, and perfection is an unreachable goal, and perhaps even undefinable.  For, who can define perfection of a life which fails to ever meet such a standard, and given the sins of human frailty, can it ever be achieved?

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal position, the time may be ripe to admit and acknowledge that “perfection” is a standard which can never be met, and to try and maintain that appearance of perfection is an unrealistic goal.  Medical conditions have a way of humbling us; and as we keep struggling to maintain an appearance of perfection, what we are doing is failing to acknowledge that such a standard is a harmful, detrimental one.

Federal Employee Medical Retirement: Damaged Goods

What do we do when first we realize the defects revealed?  If by mail order, we ship it back; if by direct purchase, we confront the storekeeper and point out the lessened nature of perfection and demand either a reduction to the original price or a full return upon the item purchased.

Damaged goods come in various forms: of complete uselessness; of partial defects that matter not; of a lifespan severely shortened; or of irreparable imperfection such that it cannot be used at all.  And of people who view others in a similar way — how do we judge them and what do we think?  Is it “right” for a person to view another as an object — as “damaged goods” — or must we always look beyond the person as a mere commodity and speak in terms of empathetic subjects reaching beyond the surface of a person’s value as nothing more than the price of a car or of an apple to be devoured?

Yet, that is how a person is looked upon, is he not — as in a Federal employee or U.S. Postal worker who begins to suffer from a medical condition such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of his or her Federal or Postal job.  The Federal Agency or the Postal Service begins to view the Federal or Postal employee in terms of “productivity”, of “value” to the Agency or Postal unit — in other words, as a mere object to be assessed as a commodity, and whether the “damaged goods” should be sent back, returned, or replaced with a full refund.

When that perspective is asserted by one’s Federal Agency or the Postal Service, it is time to prepare, formulate and file an effective FERS Disability Retirement application, to be submitted to the U.S. Office of Personnel Management.  For, in the end, the damaged goods must be replaced with a refund or a return, lest we recognize humanity’s incapability of recognizing the difference between commodities and people.

FERS Disability Retirement: The world of faded photos

There is an anomaly contained in the attempt to “save” faded photos; it is an oxymoron of sorts, where modernity erases the backwardness of yesterday, and yet, at the same time, wants to preserve it.

We have all heard about companies that exist which “preserve” outdated family movies, photographs and taped recordings of distant times; it is all placed, preserved, edited and presented in a convenient “thumb drive” or in some “cloud” in the ethereal universe of a web-based phenomena.  That faded photograph, beautiful in its brown crispiness of an elderly man or woman who looks serious, because in those days having one’s image preserved for posterity was a serious undertaking — in contrast to today’s selfies immediately downloaded and uploaded into a social medium that is quickly disseminated to countries worldwide in an instant, displaying a foolishness that would shock a generation or two of those removed from such technological “advancements”.

The world of faded photos is an universe of past histories now forgotten, frozen in time by a captured expression depicting a time before, now replaced by a time after, and forever remaining in the memories of those who have survived but now sit quietly in nursing homes of corners relegated to mere existence in darkening folds of dementia and antiseptic coils of plastic tubing extending lives beyond what the photographs themselves intended to display.

The world of faded photos defy the modern attempt to preserve that which was meant to last for a generation only, just as men and women try in futility to ignore mortality by cosmetic corrections that makes for appearances which procrastinate the inevitability of time’s ravages.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, whether under FERS, CSRS or CSRS Offset, the world of faded photos is the one that you remember “before” the onset of the medical condition, and instead of attempting to “preserve” the photograph, it is best to recognize that the image you see in the mirror today is the one worth protecting, and not the faded daguerreotype of yesterday, and the best way to do that is to prepare, formulate and file an effective Federal Disability Retirement so that you can secure some semblance of your future, and not be frozen in the timelessness of the world of faded photos.

Disability Retirement from OPM: All problems suspended

We all seek those moments, don’t we?  A period of respite, that time of suspended ecstasy where all of life’s problems are suspended, if only for a temporary span in order to regain our equilibrium, retake the focus lost and remake the moments wasted.  Isn’t that why people become obsessed with silly arguments on the Internet, in Facebook confrontations and twitter feeds, because it provides for a temporary assertion of power, the sense of winning, of defeating and devastating another, if only for a brief moment in this timeless continuum of problems to be encountered, embraced and finally solved?

In a perfect universe, all problems suspended would be tantamount to a conceived heaven where one need not worry about the daily problems of living a life – the human condition – that confronts everyone all the world over.

All problems suspended – every financial difficulty, relational complexities, consequences intended or otherwise resulting from neglect, negligence or simply thoughtless actions; for all and every one of them to be relegated to a heavenly sequestration like purgatory without judgment.  But that life could be discovered within such a state of joyous reprieve; we would all be dancing and praying to the gods that gave us such a present.

In reality, that is what going to the movies for a couple of hours of distraction, playing a video game, going out with friends, or spending a weekend reading and taking the dogs out for a long walk – these are activities engaged in where all problems become suspended, if only for a brief stint of relief from the daily struggles we all have to confront and “deal” with.

Unfortunately, there is one problem that can almost never be suspended – a medical condition.  The medical condition pervades and remains no matter how hard we try; and though we may be successful in “forgetting” for a brief moment, the problem is never suspended, only delayed in “remembering”.  For people who are in chronic pain, one cannot even forget for a brief moment.  Instead, whether actively in thought or lulled through a sleepless night, the medical condition is always there, never suspended.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition presents an even greater set of problems – of not being able to be accommodated and beginning to prevent the performance of one or more of the essential elements of one’s Federal or Postal job duties – it is time to consider filing for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Delaying does not suspend the problem, but may only add to it; neglecting will not solve the problem, and may only magnify it; and while temporarily “forgetting” by engaging in another activity may distract from it, the brief nature of such thoughtlessness will only roar back with a greater sense of urgency, especially when dealing with the bureaucratic morass of the U.S. Office of Personnel Management, which is the agency that makes a determination on all Federal Disability Retirement applications.

A wise person once quipped that, If you don’t like the weather in this area, wait a day and it’ll come around.  The greater meaning of such a kernel of wisdom, of course, is that it is a microcosm of a wider reflection concerning life itself; wait long enough – sometimes a week, a month, a year, or a few years – and circumstance have a tendency to alter the course of one’s life and therefore one’s perspective.

Life can, indeed, change in a day; one day, you are happily drifting along, believing that nothing could be better; and the next, a calamity ensues, the human experience becomes a “topsy-turvy” matter and suddenly sours upon the smiling demeanor we carried just a moment before.

Or, one may begin the day in a negative and foul mood, but something changes, alters, moderates and impacts, and we come home despite the turmoil of work and daily problems with a smile on our face, and when asked “what is wrong?” (as opposed to, “What is right?”), we smile distantly and refer to the sunshine, the weather, the flower smelled on the road home, or that Frost-like metaphor of having taken the road less traveled on the way there.

Or, perhaps it is the simple recognition that there is more to life than one’s own narrow perspective, that suddenly creates the change in the day of one’s life.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s positional duties as assigned, the idea that life can change in a day is as real as the sun rises and is expected to rise.

The process of filing a Federal Disability Retirement application is a long, complex and bureaucratically difficult process, and often the process itself can be a defeating proposition as one awaits for a positive decision.  A denial from the U.S. Office of Personnel Management can have a devastating impact, and a second denial at the Reconsideration Stage can have a further deleterious effect.

Early Medical Retirement for Federal Employees: The Gatekeeper

Garbage in, garbage out; leave the door wide open, and the flies come in; “we don’t live in a barn”; and other similar quips, quotes and quotidian truths abound to guide us throughout the day.  In Medieval times, the Gatekeeper held a prominent position of authority and safekeeping; trust was of paramount importance, and the potential for bribery to undermine loyalty and fealty to the inhabitants of the Court or Castle meant that treatment of the assigned individual demanded respect as well as adequate renumeration.

With the advent of privacy and the insular family unit, where community was replaced with walls of silence and solitude, the position of the gatekeeper was abandoned and relegated to the relics of antiquity.  Yet, while the public position has become extinct, the conceptual construct remains a necessity of choice.  Few consider the relevance, significance and importance the Gatekeeper, and so we allow for technology, any and all forms of television shows, images, opinions unfettered and logical (and illogical) consignments to enter and exit, leaving aside the mere tincture of bad taste to flow freely through our doors.

Who is the Gatekeeper in this age of unconfined information, where Orwell’s fears have been confirmed, and even more so; and where judgement, good taste and sheer hypocrisy of life matters not because “anything goes” and the only prohibition is to express one’s self honestly, lest the psyche and ego of one’s neighbor be offended and the thought police from the campus next door comes knocking on the proverbial wall in the middle of the night?  For, when the Gatekeeper was fired those many eons ago, we forgot that a locked door relied merely upon the person entering or exiting, and responsibility shared is no more than perils disbursed amongst the many, including those who fear not or carelessly sputter through life’s travails.

Now, for the Federal employee or the U.S. Postal worker who must consider preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, what relevance does the concept of a Medieval Gatekeeper have in this day of modernity?  Much.  And beyond, of greater relevance than you might think.  Garbage in, garbage out.

Leave the door wide open, and a denial might be guaranteed by OPM.  “We don’t live in a vacuum.”  And another:  Since the applicant in a Federal Disability Retirement claim has the burden of proof, such that a “preponderance of the evidence” standard must be met, who will be the determinant of what facts, relevant information and significant documentation is to be forwarded to the U.S. Office of Personnel Management?

In the end, the applicant, or his/her attorney of choice, is/are the Gatekeepers of an effective Federal Disability Retirement application, to be filed with OPM, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset; and like the Medieval Gatekeeper of yore, it is well to treat that position with respect, lest any undermined fealty results in the doors left wide and open for the haunting ghosts of yesteryear to enter and defile.

OPM Disability Retirement: The Indomitable Spirit of Pursuit

Preparation in pursuit of an endeavor should always embrace an uncompromising resolve to see it through to the end.  Such an attitude is quite different, and distinguishable, from mere stubbornness when the facts faced or the odds stacked clearly and convincingly manifest an inevitable defeat.  The former attitude prepares one to refuse succumbing to the innate fear and weakness inherently existent in us all; the latter, a failure of recognition beyond rational discourse and comprised of an obsessive impulse contrary to good form.

People often think that rationality encompasses merely the capacity to acknowledge a superior logical discourse, when it fact it must by necessity involve two further steps:  (A) the ability to recognize the weaker argument of the two, and (B) a willingness to accept that one’s own voice may not be the source of utterance of the stronger argument, and to accept and exchange the weaker for the stronger.

For Federal employees and U.S. Postal workers who are preparing to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, the disadvantage is of the weakened state, either physically or psychologically, that the Federal or Postal employee is in, throughout the process.

The calculus of the medical condition itself in factoring in one’s resolve, should never be underestimated.  The change of circumstances, the fall from grace in the eyes of one’s own Federal agency or the U.S. Postal Service, and the need to maintain health insurance, financial stability, etc. — all play to weaken the resolve of the Federal or Postal employee who pursues Federal Disability Retirement benefits.  And, of course, OPM also knows this, and plays upon the knowledge that they hold all of the cards in a metaphorical poker game, and by waiting, may outlast the stubborn and the strong alike.

It is because of this that the Federal and Postal employee who decides that applying for a Federal Disability Retirement annuity through OPM is the best course of action, must retain throughout an indomitable spirit of pursuit, in order to counter the Leviathan-like capacity for oppositional dominance possessed by the adversary.

Federal Medical Retirement: The Coalition Forces

One hears much these days about the importance of forming a coalition of forces before engaging an offensive action; and, indeed, there is the old adage of having strength in numerical superiority, and the sense that a consensus of opinions and cooperation of numbers results in an increased chance of success.

Quantitative composites can mask a disarray of qualitative forces, and the security in numbers can somewhat compensate for lack of internal cohesion.  But what if you are the target of a coalition of forces, albeit one that is merely bureaucratic in nature, and administrative in pragmatic application?

That is how the Federal employee or the U.S. Postal Service worker often feels, when applying for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether one is under FERS or CSRS.  And not only that, but the “attack” comes at one’s most vulnerable point:  when a medical condition is involved.

Filing for OPM Medical Retirement benefits is tantamount to going up against a coalition force:  One’s own agency; one’s own Supervisor; one’s own Human Resource department; one’s own coworkers; and then to contend with trying to obtain the proper and sufficient medical documentation in order to show eligibility and entitlement (yes, there is a distinction with a difference between the two concepts), on top of filling out the vast array of standard forms (SF 3107 series for FERS employees; SF 2801 series for CSRS and CSRS-Offset employees; SF 3112 series for all three, FERS, CSRS and CSRS Offset employees).
