Epistemological Privilege and Federal Medical Retirement

The unique position of the individual in the greater world of objectivity — where the “I” dominates the subjective world but with a recognition that such a peculiar feature of the ego represents an almost insignificant, singular entity in a greater world of objects and other subjects — often results in a duality of opposing and contending, irreconcilable and incommensurable conclusions:  the centrality of a unique person, but a necessary and humbling recognition that in comparison to an infinite universe, one is merely a speck of irrelevance.

Bureaucracies tend to do that to a person.

The cold, indifferent and uncaring attitude of systematized control, requiring almost meaningless steps in order to complete a process mandated in order to achieve an end; you are merely a number to account for, in a greater administrative process of files to be audited.  For the Federal employee and the U.S. Postal worker who must consider filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS or CSRS, the issue is how best to attempt to reconcile the need to speak about one’s self in the crucial and ever-important Statement of Disability, as required on the bureaucratic form SF 3112A, yet, at the same time convey a sense that “what” is being said is objective, scientific, and medically verifiable.

Too much of the “I” in the Statement of Disability will tend to undermine the validity of the narrative; too little of it, and it is merely a regurgitation of conveying to a disinterested individual, medical facts which fail to compel, persuade and convince.  The concept of epistemological privilege is one encompassing the unique privacy of the subjective person.  Left within that universe, it fails to reveal the impact of one’s interaction with the greater world.

But in preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether one is under FERS, CSRS or CSRS Offset, it is important to recognize that remaining within the insular universe of epistemological privilege, may well undermine the efficacy of one’s Federal Disability Retirement application filed through OPM, and it is crucial, therefore, to recognize the dualism, attempt to strike the proper balance, and consider the weight of the narrative statement one must convey, including bridging the gap between one’s uniqueness in the subjective universe (the “I”), and the impact upon the greater world of objectivity (the description of one’s capacity and ability to perform all of the essential elements of one’s job).

Otherwise, the epistemological privilege will remain just that — lost in a world of subjectivity, and potentially to be rejected by the faceless bureaucrat in a world where you are merely one amongst many.

Disability Retirement from U.S. Federal Agencies: Creatures of Leviathan Proportions

Leviathan is both a mythological sea creature, as well as the title of a famous book authored by Thomas Hobbes. It represents that uncontrollable entity of gargantuan proportions, unstoppable and thoughtlessly destructive. It takes on many forms, many faces; or none at all. It is an entity of nondescript characteristic, and engulfs countless lives marked by unidentified graves.

For the Federal employee and the Postal worker who is lost in the bureaucratic shuffle of loss of identity, the concept of a Leviathan is both familiar, daunting and dismaying. There are countless tentacles of agencies and departments within the Federal Government, the largest of them including the Department of Veterans Affairs, the U.S. Department of Justice, The U.S. Department of Agriculture, the Department of Homeland Security, and the umbrella Department of Defense, to name just some of the larger ones.

Becoming a part of the mission of those, or any of the multiple lesser ones, can be an exciting venture. But when a medical condition begins to reduce the stature of one’s potential accomplishments and contribution to the mission of an agency, it becomes easy to get lost in the very size of the agency. Most such agencies have a centralized Human Resources Department, such as a “Civilian Personnel Advisory Center”, which is another faceless and gargantuan bureaucracy.  Personalized Human Resource offices are being gobbled up by the Leviathan of so-called efficiency of centralization; the “personal touch” is left on the side of the road to bigger is better.

For the Federal employee and the Postal worker who needs to file a Federal Disability claim, it is precisely that “personal touch” which is often needed, but is lacking because of the Leviathan of modernity.  Then, of course, the very agency which makes the decision of an approval or a denial — the U.S. Office of Personnel Management — is itself a sea creature of sorts.  Difficult to access and even more of a problem of finding information concerning one’s case, the Leviathans of the modern-day world must be constantly battled and confronted with effective swords and shields.

When a Federal employee or Postal worker suffers from a medical condition, such that the medical condition necessitates filing for Federal Disability Retirement benefits, whether one is under FERS or CSRS, it is important to understand the nature of the beast, and the fact that one’s own agency is merely one of many, and the modern-day David in a world of Goliaths may need more assistance than a mere handful of stones.

FERS & CSRS Disability Retirement for Federal and USPS Workers: ICM versus ICBM

During the Cold War era, the latter acronym was familiar to most, as fears were magnified as to the intercontinental capacity of the U.S.S.R. (those who can still decipher this immediately reveals one’s age).  In those days, one did not need to know the Eastern European countries by name; they all fell under the satellite rubric of the “union” of those with “the Bear”.  ICBMs were counted and their capacity and efficacy were determined by the exponential powers of the number of “warheads” attached.

ICMs, on the other hand, are a fairly recent phenomenon. They show the extent, or the lack thereof, in what agencies and individuals with minor fiefdoms will perpetuate.  They can also be metaphorical antonyms of ICBMs, in that when one possesses an ICM, it can result in the prevention of an ICBM being launched across the barricades of time.

For Federal and Postal employees who are considering filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether one is under FERS or CSRS, because of a medical condition which is impacting one’s ability to perform all of the essential elements of one’s job, it is important to utilize one’s hoard of ICMs.

Agencies often have no need or, rather, they will often disregard the need, to engage in utilizing impulsivity control mechanisms, because they have the power to hire, fire, reprimand, reassign or otherwise penalize the serfs of this world. But for the Federal or Postal employee who is contemplating filing for Federal Disability Retirement benefits, it is important to apply the various impulsivity control mechanisms available, including resisting the urge to inform a supervisor until the proper time; the inclination to make derogatory references about the workplace in one’s Statement of Disability; and other impulses which may ultimately harm the goal of attainment sought: of a Federal Disability Retirement annuity, granted through an approval from the U.S. Office of Personnel Management.

For, in the end, the ICBMs remained in cold storage [sic], precisely because the greater instinct for humanity’s survival depended upon the evolutionary relevance of ICMs.

CSRS & FERS Medical Disability Retirement: The Silhouette Man

The object/subject issue pervades discussions in Western Moral Philosophy; in simplified form, of the ethics of treating one’s fellow human being in a one-dimensional manner, as an object to be manipulated, deprived of, worked about, etc. Like a silhouette in front of a moonlit sky, objects in the world, both animate and inanimate, are encountered by the subject of “I”, and until a personal engagement involving conversations, exchanging of information, and other intersections of relational entanglements, the pathway of the subjective merely observes “others” as objects, with anthropomorphic projections of assumptions that moving creatures and other fellow beings also walk about with a similar consciousness as the “I” which occupies one’s particular body in a given space and time.

Supervisors and managers often treat employees in such a manner, despite years and even decades of an established employment relationship. “Go ask Ed, the IT guy”; “That’s Bob the Engineer’s department”; and similar such references which imply that, beyond the limited scope of what X is known to do within the narrow confines of work-related issues, nothing further is known about, or related to, in referring to a particular person.

For Federal and Postal employees who suffer from a medical condition, such that the medical condition begins to impact one’s ability to perform the essential elements of one’s job, that is precisely what begins to happen, isn’t it? “John — you know…” “Karen — she called in sick again.” “Kevin won’t do that — you know, his ‘condition'”. And with knowing looks and furtive smiles, the reference to the one-dimensional aspect of having pigeonholed the individual into a recess of definitional confinement: the medical condition defines the Federal and Postal employee, and is known exclusively and objectified in concretized form.

That is why Federal Disability Retirement benefits are often the only viable option left for the Federal or Postal Worker; for, in being treated as a one-dimensional object, the ability to relate to others in the workplace in a subject-to-subject manner is lost, and often forever. Federal Disability Retirement benefits are available for all Federal and Postal Worker who are either under FERS or CSRS, if the minimum service requirements are met (5 years for those under CSRS, which is a given; 18 months for those under FERS). It is filed through the U.S. Office of Personnel Management, and is an employment benefit accessible for all Federal and Postal Workers.

Such accessibility allows for a passage away from a seemingly one-dimensional universe beset with suspicion, whispers, retaliations and shunning, and allows for the complexities of every human being to escape being viewed as a mere silhouette, like a cardboard figure at an amusement park waiting for a pop-gun to shoot it down.

Federal Gov. and USPS Disability Retirement: The Rise

It is attributed to objects and people; the sun does it in the morning and the moon at night; tides rise and fall; employment rates, statistical variables; the careers of people; and for this coming week, the anticipation of religious significance and theological arguments over the historical occurrence of a matter specifying an Easter Event.

As a noun, it is used to describe great historical events of a period: The Rise and Fall of the Roman Empire; the Rise and Fall of the Third Reich, etc.  In entertainment circles, a variation of it is often applied, as in, “is X in or out?”, or “Is Y up or down?” Whether the bread rises sufficiently, or we miss witnessing the sun rise on any particular day, shows the vast array of elasticity in how we apply a particular concept in everyday usage.

Technically, of course, neither the sun nor the moon ever “rise”; rather, the rotational perspective from any given viewpoint provides an illusion of such a phenomena.  When it comes to describing the state of an object, such loose usage of language is harmless; but when applied to a person, one should remain vigilantly sensitive to such choice of descriptive language.

For Federal and Postal employees who suffer from medical conditions, such that their careers “rise or fall”, or their individual and professional status and stature go “up or down”, the impact upon such lives matter beyond everyday and common application of language.  The rising fortunes and falling health of Federal and Postal employees should matter to those beyond family and friends.

The options?  Filing for OPM Disability Retirement benefits is one option.  It is a benefit which is available to all Federal and Postal employees who have the minimum number of years of service, but one which must be proven to the U.S. Office of Personnel Management.

And what of that event previously referred to for this coming week?  That is the one account where, by those who apply significance to the event, the second half of the description never came about: the rise occurred, but not the fall; or, another way to put it is that the rise conquered the fall.

Medical Retirement Benefits for US Government Employees: Watchful Eyes

The falcon flies in our midst; with an unknown distance of its perimeter to prey, it suddenly appears, perched with watchful eyes for squirrels, rabbits, other birds, etc.  Its flight is silent and graceful, and long before people realize its presence, the silence and sudden muteness of wildlife activity reveals the fear imposed by its mere appearance.  It flies silently, swiftly, and with a grace which demands awe and respect.  From its high vantage point, the targeted prey below rarely stands a fair chance of avoidance.  Those eyes are focused, with a singular vision operating to corner, catch and consume.  Organisms under a microscope must feel a similar sense, if indeed they become aware of being studied and prodded.

People, too, who are being surveilled and inspected; there is often a sixth sense of being constantly and vigilantly watched.  Federal and Postal Workers who are under the onerous burden of a Performance Improvement Plan (the acronym of a “PIP”) have that same sense.  It is not a positive or productive feeling; it is, instead, a dread of knowing that the “watching” part is merely a prelude for further actions forthcoming, like the noiseless glide of the hawk above.

Being under the constant gaze of a predator often requires preventative action on the part of the prey; for Federal and Postal Workers who come to recognize that his or her job performance is deteriorating because of a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s job, preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management may be the best option and course of action to take.  Because it is taking such a long time to get an approval these days, preparatory steps should be taken early.  Waiting for a separation from service, while still allowing for time thereafter to file, is normally not the wisest course.

As it is always better to be the “watcher” than the “watched”, so the Federal employee who needs to file for OPM Disability Retirement benefits should take the affirmative steps to prepare for an eventuality — that time when, like the hawk who has made a decision to target its prey, the Federal or Postal Worker has a place of refuge to enter.

Postal and Federal Disability Retirement: The Tough World in Which We Live

We have little patience for puppies who are slow to learn; less time for platitudes of “How are you?” or to fully enjoy a chance meeting of someone whom we haven’t seen for a while; and none for the troubles of those we are not acquainted with.

It is a tough world in which we live.

Yes, the history of this society has been one in which tradition is naught and courteousness is merely a bypassing thought, dominated by the continual need to succeed and acquire the material comforts of life.  Immigrants came here, abandoning the history and traditions of the “old country”, knowing that the new beginning would be a void without depth, but one which accorded an ability to make a living.

For the Federal and Postal Worker who quietly suffers from a medical condition such that the medical condition impacts one’s ability to perform the essential elements of one’s job, the magnification of the harsh world becomes apparent through the reactionary indifference of fellow coworkers.

No, it is not a mere coincidence or oversight that the bond of camaraderie has been severed; no, it is not an accident that even platitudinous greetings are ignored; yes, it is the reality of the harsh world in which we live.

It is thus time to consider filing for Federal Disability Retirement benefits, whether under FERS or CSRS, and to seek a new beginning, a new vocation, and a life thereafter, by proving one’s case before the U.S. Office of Personnel Management.

Sort of like being an immigrant.  Or a puppy who needs a patient master.

Federal Worker Disability Retirement: The Bureaucracy

Most people, organizations and entities do not act with deliberate ill-intentions; rather, they fail to think, and actions emanating from thoughtlessness often constitutes the negation of good.  Bureaucratization often results in the unintended consequence of negating the good; for, in following a set pattern and algorithm of administrative procedures, consideration for individual circumstances cannot be excepted.

One can argue, of course, for the positive aspects of a bureaucracy — of the equal treatment of all; of applying the same standards and criteria across the board, regardless of individual needs; and there is certainly something to be said for expunging the capacity for human favoritism.  But bias and favoritism will always pervade; it will merely take on a more insidious form.

For the Federal and Postal Worker who is suffering from a medical condition such that the medical condition is impacting one’s ability to perform the essential elements of one’s job, encountering the bureaucratic process of filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management will become a necessary evil to confront.

The key to a successful interaction with the administrative process will be to reach beyond the faceless bureaucracy, and to make relevant one’s own particular and unique facts and circumstances.  That is a tall order to face, in the face of a faceless bureaucracy.

Medical Retirement Benefits for US Government Employees: Dog-like Loyalty

It is of the old adage — of the dog which refuses to bite the hand which feeds him.  It is only the human animal which betrays the adage; but, then, that is part of the point of the saying, and the recognition of the perversity of man.

It is thus not a wonder that Federal and Postal employees who suffer from a medical condition, remain unilaterally loyal to their agencies, despite sufficient evidence to the contrary and which would easily justify acting in a disloyal manner.  Years of toil and doing extra work without asking for anything in return will not result in empathetic treatment by an agency when the Federal or Postal worker requires such extraordinary treatment during a medical crisis; and when the surprised Federal employee becomes aghast at the reactionary irrationality of the agency, those of a cynical nature will often respond, “What did you expect”?

But the adverse nature of how an agency reacts when its employee files for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, is really the flip-side of the same coin:  the Federal or Postal worker acts like the loyal dog; the agency acts like the hand-biting dog.  It is the inherent nature of the complex make-up of the human animal which allows for such contradictory reactions.  Or, perhaps not — it may be just as simple an explanation that there are bad people in the world, and those who expect goodness from human nature will normally be sorely disappointed.

That is why when an agency provides for unexpected level of support during the process of a Federal or Postal Disability Retirement application, we react with such gratitude and surprise because of the exceptional nature of such a response.

One indicator that is fairly reliable, of course, is the wagging of the tail — unless, of course, it is the tail wagging the dog; but that is another adage altogether, for another time.
