Medical Retirement Benefits for Federal & Postal Workers: The Endless Chaos

Human beings need some semblance of order; that is why, in Genesis, order was created out of endless chaos.  It could have been left alone; the universe might have just continued without any structural changes; but for some reason (and perhaps that is the key, operative word — “reason” — which prompts and necessitates logical restructuring) modification of the chaotic circumstances needed to be imposed.

Then, of course, there is a bifurcation between the internal order of things and the external, objective world.  Look at a person’s desk — it may look disorganized, chaotic and an area which withstands rationality.  But for the “owner” of that desk, there may be an internal order of rationality, where certain files are placed in specific areas of the desk; and even the sequence of such files can be rationally justified, etc.

Or, it may be the other way around: A neat desk, but in the mind of the user of that desk, a chaotic, undisciplined inner universe where nothing can ever get done because the thoughts can never get to a point of integration, initiation and implementation.  How does one attend to endless chaos?

Federal Employee Disability Information: Favoritism

There was an interesting article the other day, where certain public schools were attempting to banish the use of the term “best friend” from the ordinary and daily usage by students.  Now, the immediate reaction by some would be:  Uh-oh, here comes another “politically correct” movement that is based upon the foolish idea that social engineering can be attained merely by manipulating language’s daily discourse by simply expunging the vocabulary we engage.

That is what Orwell’s point was, isn’t it — in that part in his novel, 1984, when there is the discussion of the New-speak dictionary that would be coming out in the fictionalized society of Oceania — of a dystopian world that determines thought by controlling the available words we use?  By expunging and extracting, diminishing and destroying certain words, phrases, concepts, etc., we then limit the ability of an individual to engage in certain thoughts — thereby restricting and ultimately erasing any capacity to discuss and communicate such conceptual constructs.

Some positive idealists would believe that human creativity would somehow remain victorious over such totalitarian methods, and find ways to communicate, then create “new” ideas — newer than the anomaly and counter-insurgency of New-speak — and still come up with alternative words and phrases to replace any such attempt at erasure and extinguishment.  But even Orwell doubted the success of such an endeavor, no matter how hard we try; and thus the dark ending to the novel, 1984.

But back to “outlawing” the references made on the playgrounds all across the country or, likely, across the spectrum of the world — would two or more children still engage in the behavior of “best friends” regardless of the expungement of the language identifying it as such; and if so, what would be the purpose of extinguishing the language if the underlying act itself continues to remain?  Won’t children on playgrounds the world over engage in favoritism and concomitant exclusion because unexplainable attraction is the natural order of the universe?

Of course, social engineering initiated at an early age has a purposive direction which can be seen in later life — as in the Federal employee and U.S. Postal worker, where favoritism prevails no matter how many laws, statutes, regulations etc. are imposed and upheld.  Fiefdoms of every kind will always exist, and totalitarianism will often prevail.

For Federal employees and U.S. Postal workers who suffer from a medical condition where the medical condition begins to prevent the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, the concept of “favoritism” — growing out of the tender years of “best friends” but taking on another name and form — begins to take on greater meaning.  For, its opposite — disfavor — begins to be applied for the Federal employee or U.S. Postal worker who is no longer “as productive”, not fully a “member of the team”, and shows signs of slowing down; and then the harassment begins, just like when we were children and the pecking order always favored the bully and disfavored the weakling runts of the world.

At that point, it may be time to consult with an experienced attorney and begin the process of initiating a Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset — sort of like going and “telling” on that bully.  Maybe so — but it is a necessary next step.

Medical Retirement under FERS & CSRS: The greater monsters within

Have you ever engaged in lengthy ruminations, procrastinating because of fear, trepidation and cautionary constraints before proceeding, only to find in retrospect that there was really nothing – or, at least, not much – to have worried about?

Often, it is the greater monsters within that become compounded, exaggerated and increased in fearsome proportions beyond the reality of the objective world, in parallelism with the anxiety we release and the angst we allow.  Within the insular world of our language games and conceptual apparatus created by a complexity of admixtures involving conscience, history of childhood imprints, traumas and psychic damages, it is important to bifurcate the universes of our own makings from those of manifested plenary encounters that can be evaluated, assessed and properly analyzed.

The ability and capacity to judge between the reality of the problem and the internal struggle of an imagined encounter grows exponentially the longer we procrastinate, and that is why the anticipation creates those “butterflies-in-the-stomach” that flutter about like so many somatic consequences of the subconscious angst we create.

The greater monsters within roam about in the neurological fissures that connect the physical brain to the consciousness of life, and when they are allowed to exit from the jailhouses we have compelled them to remain constrained within, it is the damage done from roaming unrestrained, when they trample upon the safe zones we have created, meandering into secluded corners where previously we have carefully posted signs of “no entrance beyond this point”, but have let our guard down, allowed the nailed-down posts to deteriorate, and misplaced the orange cones to be shoved aside in our careless lack of disciplined living.

How do we stop such miscreants from wandering through the sensitive crevices of our own consciousness, and to restrict their access from creating havoc and tumult which we least can afford because of the vulnerabilities and fissures created by the objective world’s intrusion firstly, and secondly and all subsequent times, the exponential expansion of the greater monsters within.

For Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits, the procrastination resulting from the greater monsters within becomes a vicious circle of eternal damnation:  The medical conditions are worsening, exacerbating the internal struggles and the external responsibilities compelled by the job itself, the requirements of the position and the Federal Agency’s and Postal Service’s expectations; concurrently, the greater monsters within create a turmoil that influences, impacts and worsens the medical conditions themselves, such that it becomes a self-fulfilling prophesy of self-immolation.

It is the greater monsters within which must be challenged, slaughtered and vanquished, and that can begin by taking the first and subsequent steps in preparing, formulating and filing an effective Federal Disability Retirement application, and thereby successfully activating the proverbial ending of killing two birds with a single stone, and also overcoming the greater monsters within.

Federal & Postal Medical Retirement: Agencies and the Opium Den of Yore

They were dark caverns of gatherings; residual consequences of colonialism; and though denied in polite society, the lure of addictive aroma wafting ever pervasively brought men and women repeatedly to the doors which opened for the pleasurable moment of escape.  It was like going back, and staying, despite knowing the harm it did, would do, and could wrought, even with the knowledge of the harm portending.  But the residue of the sweet scent would remain, like an invisible thread tugging at the weakest corners of the soul, to return, return, return.

Life tends to do that; of drawing people back, and holding on despite knowing that it is not good for one; and perhaps that explains, in part, those who remain in abusive relationships and engage in self-harm and behavior of self-immolation.

For Federal employees and U.S. Postal workers who remain with the same agency, in the Federal sector or the U.S. Postal Service, knowing that continuation in the same job inflicts harm and continuing, contributing deterioration of one’s medical condition, the agency itself and the U.S. Postal Service becomes like the opium den or yore.  One returns, knowing that the abusive behavior of the entity will only continue to pervade with a constancy of greater aggression.

For Federal and Postal workers who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s positional duties, the need to separate from the Federal Service or the U.S. Postal Service — like the addict who requires the sheer determination and willpower to stay away from the opium den — often remains the only solution.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management is a planned escape route in order to (A) rehabilitate one’s medical condition and (B) secure an annuity in order to attain a semblance of financial security, both for now and for the future.  As such, any Federal or Postal employee who finds that a medical condition is impacting one’s ability to perform the essential elements of one’s job, and who sees the sign of future adverse actions on the part of the agency or the U.S. Postal Service, needs to consider the steps necessary to prepare, formulate and file for Federal Disability Retirement benefits through OPM.

OPM Medical Retirement: Consistency

For over twelve years, the lack of intervening language contradicting the narrative as put forth by the NBC news anchor allowed for an intended image to prevail; it was only when language from other sources began to intersect, and to refute or otherwise unravel, the factual underpinnings as propounded by the individual, that retractions, admissions and apologies had to be declared and conveyed.  But for those other intervening statements, the language game as played by the news anchor would have continued to dominate, and history would have been remained unquestioned.

Language games, as described and discussed by Wittgenstein, are funny animals; there are, of course, the “facts” and the reality as first encountered in the objective world surrounding us; but once that encounter has occurred, what is left is the correspondence and communication through the medium of our language.  It is through language that past historical occurrences are communicated; and so long as the language used by all others do not contradict or otherwise make misfits of the language game one is playing, all goes well.

It is like the pieces of a jigsaw puzzle; the longer one stays at it, the greater the picture becomes entrenched; but once a piece of the greater puzzle manifests a misfit, or it becomes clear that there are either pieces missing or ones that don’t belong, then the entirety of the whole begins to crumble. We tend to place all of such occurrences under the general aegis of “consistency“.

Submission of a Federal Disability Retirement application by a Federal employee or a U.S. Postal worker has a parallel effect.  You begin with a factual basis:  the medical condition.  Beyond the factual basis, one must then begin to formulate a “Statement of Disability” as propounded on SF 3112A, where the description and delineation must include the logical connection to one’s positional requirements and why you cannot perform one or more of the essential elements of the Federal or Postal position.

Here, consistency is crucial; how one characterizes the nexus between the medical condition and the essential elements of one’s job; the manner of one’s description; the consistency of application and bridge between the two elements of the case, the medical condition and the positional requirements of the job.

It is, ultimately, a language game precisely because a Federal Disability Retirement application is a presentation submitted to the U.S. Office of Personnel Management, and whether the applicant for Federal Disability Retirement benefits is under FERS, CSRS or CSRS Offset, the pieces of the puzzle which make for an effective Federal Disability Retirement application all must fit to make up the wholeness of that which matters most in any language game:  consistency.
