Federal Medical Disability Retirement: Pivotal Points

Or, forks in the road; they confront us when we least expect them, never desired, always with a sense of angst.  Half of life is procrastinating and delaying; the other half, trying to catch up to the half delayed.

The “pivot” is that central point, pin or shaft on which a mechanism turns or oscillates; so, in basketball, the foot from which the player “pivots” is the one frozen and stationary.  It is the root word where the suffix, “al” — that addendum which forms an adjective from a noun — is appended in order to create that word which we are all familiar with: of the crucial, central decision based upon that stationary point, where the movement of the other “leg” or whatever free mechanism can be directed towards, will determine the pathway, the consequences, the results — the pivotal point — in a person’s life.

We come upon many of them in life, often yet unknown, some seemingly minor at the time but with greater significance later on, upon reflection; others, of a known quantity, where the decision itself is considered “pivotal” for one’s own future.

Some examples: A minor one — of going out with friends and acquaintances, knowing that a few of them have some questionable reputations.  A night of seeming innocence which starts off without consequences, ending up in a car crash, a person dead, an arrest — in short, a tragedy which began with a simple but pivotal point, where an invitation declined could have averted the tragic results merely by non-participation.

A more “major” one: Of whether and which college to go to; whether to volunteer for military service; whom to marry; whether to accept one job over another; of whether it is time to consider filing for Federal Disability Retirement benefits under the current Federal Employees Retirement System (FERS) through the U.S. Office of Personnel Management.

Medical Retirement for Federal Government Employees: Whose Fault?

Where the blame attaches, the responsibility follows.  Blame is always a component of responsibility; they are cousins attached at the heart, or at the very least upon the stem of the brain.  Whenever anything happens in life, the second question is always, Whose fault?  Assuming that the first question had to do with the event itself (i.e., What happened? How did it happen? — which is a query that comes close to the “Whose Fault?” Question, etc.), the second and subsequent questions almost always seek to blame.

Why is that?  Well, for one thing, causation is often tied to the one who causes — the perpetrator of the action which triggers the series of events resulting in the calamity, etc.  An investigation into an accident; a man-made disaster that results in destruction; a negligent act causing harm; these, and many others, point to a cause whose origins point to fault and blame.  What follows thereafter is what we deem as “responsibility”; that the person to whom blame attaches is “responsible”, and concomitant consequences must then follow.

But what of medical conditions?  Can one attach “fault” or “blame”?  Whatever the answer to that question, the treatment the Federal Agency attaches to a Federal or Postal employee is akin to asking the question, Whose Fault?  For, once a Federal or Postal employee can no longer perform one or more of the essential elements of one’s Federal or Postal job, the manner in which the Federal Agency or the Postal Service treats the Federal or Postal employee is tantamount to asking the question, Whose Fault?

Often, choices come in pairs, and the difficulty is in deciding between the binary alternatives offered.  Chocolate or vanilla?  Apple pie or cherry?  If taste were the sole determining factor, one can simply submit to the subliminal voices churning deep within the intestinal caverns of digestive tracts, and simply declare one as opposed to the other.  Of course, in such matters, one can “cheat”, and simply say to the host or hostess, “Oh, they both look so delicious, can I just have a small sliver of both?”

Why is it that if there are three or four to choose from, suddenly such a response shifts it into the category of gluttony, where people begin to look you up and down to see whether or not diet, exercise or lack of self-discipline is the problem?  Why is it, say, that there are various pies – apple, cherry, rhubarb and pumpkin, and you cannot choose between the four or more; is it okay to say at a dinner party, “Well, can I have a sliver of the apple and rhubarb”, but NOT to say, “Can I have a very small sliver of all four?” (or eight?) It is the cluster of choices that make for difficulties, almost in every sector of life.

Today, of course, the modernity of overload and the excessive, almost unlimited choices displayed, presented and given, makes for difficulties in the cognitive grey areas of the human mind.  Have human beings evolved sufficiently to be able to cope with such alternatives presented?

As a child, many decades ago, one remembers that the local “supermarket” merely had two, maybe three items on a shelf of any one product.  Ice cream shops had three or four flavors, and if there were five – well, we stood at the counter with amazed looks and couldn’t quite decide until Mom or Dad threatened to choose for us.

Does a lioness, or a cheetah, walk about through the wilds and come upon a herd of antelopes and pause because she cannot decide which one looks the most promising?  Or have the evolutionary stresses upon the fight to survive already determined the dominant characteristics that will prevail in such decision-making?

For Federal employees and U.S. Postal workers who must decide when, how, and in what manner to file an effective Federal Disability Retirement application, ultimately to be submitted through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the cluster of choices to choose from must be deliberative, with great seriousness, and with an approach that must look after one’s own best interests.

Federal Employee Disability Retirement: Once upon a time…

There are such fairytales, as well as reminiscences of a bygone era; or, when a traumatic event in one’s life bifurcates a “before” and differentiates from the “after”, such that we wanly smile and with eyes distant for yearning of a time now gone forever, we whisper to ourselves, “Once upon a time…

Old men do that; grouchy grandmothers relegated to nursing homes and old people’s enclaves; those who have variously been diagnosed with “personality disorders” or other such general umbrellas that allow for living in a previous timelessness of shallow memories; but the uniqueness of the phrase is that, for old people and other grouches, to whisper, “Once upon a time…” is to look backwards; whereas, for children, when the story begins with, “Once upon a time…” – it is forward looking, to a world of imagination and creativity.

Yes, the story itself may have the setting of a time before, but within the child’s imagination, he or she is projecting forward in the wayward paths of creative fantasies.

Then, of course, there are people who are beset with medical conditions – such as Federal or Postal workers who are under FERS, CSRS or CSRS Offset, who can no longer perform one or more of the essential elements of the Federal or Postal position occupied, and who whisper in a soliloquy of sorts, “Once upon a time…

Such reminiscences bifurcate a time “before” and a time “after” – where there was life before the onset of the medical condition, and the living hell after the medical condition became, and remains, a chronic state of being where pain, discomfort, inability to attain any restorative sleep, and profound exhaustion and fatigue sets in.

If a criterion is advanced at the outset, one expects that the details of its applicability will result in a fair outcome so long as the requisite subsets are adhered to.  The problem is one of generalizations, however, and the linguistic malleability of hermeneutic interpretation, and in the end, the honesty of the individual.

There may have been a time when the sin nature of man was contained, and Pandora’s box was sealed, or at least somewhat secured; but once relativism creeped into the general populace, the game of restraint was lost forever.  Once, when man was left to individualistic devices, and information concerning the world was considered esoteric and reserved for the ivory towers of science and theological hoods of mystery shorn by Jesuit Orders of secrecy and cavernous enclaves of furtive whispers echoing down dark chambers in secluded corners, the application and usage of criteria demanded knowledge beyond the commonplace. Now, with Google and other search engines, everyone knows everything, or nothing at all.

OPM Disability Retirement: The Consequence of Indecision

Why is it that some are able to make thoughtful decisions within a relatively short span of time, while others are paralyzed by indecision?  Is it purely a reflection of that — of “thoughtfulness” as opposed to lack of thought?  Or, perhaps because some have already predetermined the applicable criteria which is immediately instituted, like placing a window frame upon a hole in the wall, thereby capturing the stillness of scenery ensconced in a timeless warp of alternative displays?  Is it important to have set up a “criteria” upon which characteristic distinctions can be made, separated, identified, then dissected for evaluative reduction such that the proverbial chaff can be separated from the wheat?

Recognition that some decisions are based purely upon appetitive criteria — such as choosing a meal from a menu — as opposed to selecting a college to study at, a career to enter, a job opportunity to consider; what is the applicable criteria to help frame the issues to be questioned, inquired into, resolved?  And where do values come in — belief systems, what one holds dear, whether there are normative cultural pressures to consider, and the moral caveat which precedes the judgment of friends, family and relatives?

For Federal employees and U.S. Postal workers who suffer from a medical condition, at what point does the Federal or Postal employee consider filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management?  is it when you finally drop dead?  Is it when you become so debilitated that you cannot make it into the office any longer?  Do you destroy your body, soul and psyche in order to prove a point of loyalty?

Postal & Federal Employee Disability Retirement Benefits: When Curiosity Fades

It is that compelling feature for animals and humans alike (if one is to make a distinction between the two); of an innate sense for the extraordinary, and a need to figure out change, reveal the hidden vortex of anomalies, and uncover the mystery behind the curtain.  Shakespeare made reference to the known proverb in Much Ado about Nothing, and it was originally meant as a forewarning for those who meddle in other’s affairs; but it is curiosity, indeed, which maintains an evolutionary compulsion to strive forth, to manifest life and liveliness in the face of dull acceptance and loss of inherent inquisitiveness.

When other concerns begin to intersect and overtake, is when such features meant to enhance survivability and adaption begin to diminish.  Life and its exhaustive characteristics, especially in modernity, can result in the uncharacteristic feature of disinterest and dismay.

Whether the injury or medical condition portends first, or the sense of abandonment in prefatory congealment, the fact is that life and its inherent stresses can be like a weight of seemingly insurmountable burdens crushing in its suffocating pervasiveness.

Some words have constrained, limiting and restricted meanings, available only in esoteric whispers of academic thunderings; others, of common and every day usage, but through monotony of repetition and sheer ordinariness, loses any luster of royal patronage; and yet others, because of the expansive and varied contextual applications, can be applicable afresh, when needs require service of exposure.

One can “wear” clothing; “wear” glasses or a smile; or pass the time tediously, as in, “The minutes wore onward with a tired sense of sadness”.  The word applies also when a person or object begins to diminish, to fatigue, or to slowly fade.  Medical conditions tend to do that, like worn furniture in a house dilapidated by time, where the tiredness of untempered souls and toils of life’s encounters begin to tear at the timeless tokens of tapestries, and one begins to give in to fatefulness.

For Federal employees and U.S. Postal workers who wear the face of normalcy, but who must contend not only with an underlying medical condition, as well as the hostility of a workplace and a world which grants no empathy, filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management is often seen as a surrender of sorts, a wearing of the proverbial white flag, and an admission and acknowledgment that time has worn the welcome of a bright future.
