It is a metaphor for that which is about to be extinguished; a last hope, a dying ember; where the shadows are about to engulf the remaining dusk and dawn of the visible world.  The flickering flame usually means that the source of energy undergirding the remnant of light is diminishing; or, perhaps the wind that blows, the movement of the current, they are stronger than the futile gasp of the energy yet resisting, but about to go, and once gone, the enveloping darkness to ensue is the fear which keeps it flickering aflame.

FERS Medical Retirement from the OPM: The person who wasn’t

It sounds somewhat like a Hitchcock film — or, is that too archaic a reference these days?  Is Hitchcock a film director whom nobody knows, anymore — another person who wasn’t?  Or, more precisely, “Isn’t” but was?  Is that the greatest fear of most people — the negation that erases, and why immortality and the existence of an afterlife is so important?

It is like Berkeley’s problem of the disappearing room — it is easy enough to imagine that when we exit one room and enter another, the first or previous one still exists in quite the same manner as when we last observed it (with the exception, perhaps, of a mouse scurrying along the baseboards or someone else entering the room while we are gone, changing the placement of the furniture, sitting down and smoking a cigar and changing the atmosphere in the room, etc.) — and the definition of “existence” as tied to our capacity to observe or perceive an object.

It is the thought of our erasure from existence that is the fodder for fear; yet, the self-contradiction of such a fear is so obvious as to logically obviate such a fear, but it doesn’t.  For the contradiction goes as follows: Our fear is based upon our thought of an event that cannot be, precisely because our erasure from the image formed by the thought cannot remain since we no longer exist; yet, it is the prevailing image of non-existence that haunts even though the image would not exist except during the pendency of our existence in formulating that image.  Existence reminds us of immortality; non-existence, of our vulnerability.

Medical Retirement under FERS & CSRS: Persistence versus giving up

The latter should never be an option, although it is too often contemplated; and the former requires either a dull sense of reality or an in-born stubbornness that refuses to acknowledge defeat.  Both are often the result of the countermanding characteristic of the opponent who relies upon the fact that a certain percentage of the population either lacks the characteristic of persistence or otherwise will ultimately give up with nary an effort or will to fight on.

How many battles in history’s billfold of forgotten memories resulted in defeat because of a ruse portrayed by the enemy?  It is the bold pretension that tests the resolve and allows for victory or defeat; the knowledge that there will always be a certain number of people who, upon facing any resistance or adversity, will simply “give up” and surrender.  Thus is it left up to those who will persist no matter the challenge, where adversity and contention will be endured no matter the cost.

For Federal employees and U.S. Postal workers who enter the arena of a Federal Disability Retirement process, one should always expect and prepare each stage “as if” the battle at the next stage will ensue.  If a denial is issued by the U.S. Office of Personnel Management for a Federal Disability Retirement application, of course it is going to be written and conveyed “as if” the case never had a chance, “as if” none of the medical evidence had any relevance or significance, and “as if” you don’t even come near to meeting the criteria for eligibility for Federal Disability Retirement.

Federal Employee Disability Retirement Information: The pleasure robbery

There are “highway robberies”, “train robberies” (distinguishable from THE great train robbery, which has become a historical feature of mythical proportions) and “bank robberies” (is there a single one that overshadows all others, or are they better identified by the characters who perpetrated them, like “Bonnie and Clyde”, Ma Barker, John Dillinger or Butch Cassidy and the Sundance Kid, etc.?); there is the “car jacking” which is nothing more complicated than the robbery of a vehicle, except perhaps by violent means and confrontation with the driver and/or owner; Skyjacking or Hijacking; and then there are “grand” or “petty” larcenies, depending upon the amount stolen, as well as special formulations with particularly distinctive and distinguishing details, like “embezzlement” (which often must possess an employer-employee relationship) or exerting “undue influence” in the act of stealing (as in cases of elder-abuse where a child or relative begins to siphon off wealth from one’s own family member); and many other types of simple criminal acts of absconding with that which is not one’s own to possess.

But what about the daily occurrences of the most prevalent incidents — that of the pleasure robbery? You know — those simple acts of mental anguish, where worry steals and robs from the pleasure of the moment; where an anticipated future event not yet having come to fruition constantly overwhelms where one is obsessed with the expectation of disaster, and thus robs the person of any pleasures taken for the moment?  This often happens on the weekend, doesn’t it?  From late Friday until Monday morning, the worry and anxiety sets in, robbing from the reserve that the weekend itself was meant to preserve and restore; and it is the pleasure robbery that leaves one with the greatest of devastating effects: profound and unrelenting fatigue, and not just from the imagined catastrophe that has not yet occurred, but moreover, from the anxiety and worry itself.

For the Federal employee and U.S. Postal worker who must contend with a medical condition, where the medical condition is impacting and preventing the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal position, the concept of the pleasure robbery is a familiar one: for, one’s future, one’s career, and one’s livelihood are often at stake.

Medical Retirement from Federal Employment: And then we die

(It is the parenthetical previous statement that ultimately matters, left blank to be completed, and never to be presumed).  Actions of finality, or seemingly so, tend to create an aura of despair and angst.  Once, in a world where purpose was never questioned, and the teleological end of man never brought forth the hint of doubt, the cohesiveness of society’s resolve was never a pause.  It is the modernity of hesitation, trepidation and loss of judgment that brings us to the pit of incessant questioning, as opposed to “doing”.  This is a maddening world, where the rise of Existentialism and post-modern impotence leaves us to seek therapy at every turn.

What we do in our lives before that terminal event; what dreams we once possessed before the souring of cynicism overwhelmed us; and of those lazy summer nights when the dancing illumination of fireflies dotted the canvas of a blackened void, when thoughts would drift beyond the mere mediocrities of present lives, current circumstances and seemingly unassailable realities which constrained, restricted and limited the dreams shattered by the reality of our travails; it was then that a glimmer of hope, an expectation of possibility, and a hint of potentiality yet unrealized, would creep into the essence of our souls.

Fairytales matter, because youth cannot survive another day without some fantasy of hope; and doors left unopened and locked with the resolve of “forever” will only diminish and destroy, where the need for tomorrow yet shouts in a rashness of desire.  To shut the pathway to dreams or to construct obstacles for the mere sake of obstruction is to strangle that parenthetical gleam of light yet unextinguished and to betray the angels who look down upon us with the remnants of wings to be unfurled, in hopes of fluttering to pass by with a smile.

Perhaps, one day, there will still be such follies to believe in.  For now, there is only the toil of daily grind, and thus are we left with the question implicit in the statement:  And then we die.

In Muriel Barbery’s work, The Elegance of the Hedgehog, a youthful life of advantage but of seeming meaninglessness is traded with an older woman’s upward trajectory once lost in the anonymity of class distinctions, and the theme throughout encompasses the essence of a life’s worth.  We all want to embrace meaning and value in the life which has been given; have we fulfilled our potential?  Did the dreams we once possessed, handed to us like jewels on a plate of limitless infinity, become realized, or was it a wasted phantasm like a handful of sand squeezed and escaping through the crevices of our closed fists?

For Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, the questions garnered by thoughts of future insecurity are natural and plentiful.  It is, in many ways, similar to the refrain repeated herein:  And then we die.

Federal Employee Medical Retirement: The collision of grammar and life

The cynic will scour each entry for just such an error of punctuation or misspelling, and declare that, indeed, the author’s own actions confirm such an event; the greater question, of course, is not that it occurred, but of what import or consequence.

There was a time, of just a few generations ago, where the number of noted authors, commentators and social giants measured by pen and ink, were counted by the hands of a single individual; now, with the diffuse pervasiveness which includes paper editions exponentially quantified by electronic media, as well as the vast array of blogs, comments and Internet “conversations” on Facebook, Twitter (who ever imaged that such a limited conceptual construct would be considered seriously in a political campaign; yet, on the other hand, the limitation of the numerical volume of words likely is proportional to the intellectual capacity of the user, as confirmed by current events), Instagram, etc.

From H.L. Mencken to Hemingway; of the age of Buckley and Vidal; the heyday of the wordsmith, replacing the blacksmith who had to work in the forge where life, the torturous heat of hell, and the reality of contending with trying to mold the harshness of nature’s metals, brought to the forefront the daunting task of trying to earn a day’s wages. But as the general rule is that quantity diminishes quality, and wider dissemination fails not to embody pervasive ignorance, so the collision of grammar and life occurs less with the advancement of technology and informational overload.

Federal Employee Disability Retirement under FERS or CSRS: “The End”

Those two words are often appended upon the last word, the final thought, the grammatical period marking the denouement of a narrative; sometimes, an ellipsis leaving the reader to ponder a missing word, concept or continuation of an event.

Why it is not stamped in bold print at the end of a biography or a non-fiction narrative; or even a short story, an essay or a philosophical treatise; perhaps, as a factual account presupposes a reflection of correspondence between truth and reality, it is only in the literary world of make-believe that we must apprise the audience of the terminal nature of virtual reality — that, like Pavlov’s dogs in responsive salivation for experimental purposes, we become conditioned to a realization that a blank page following the grammatical finality of a period is simply insufficient to constitute an obstructive wall separating fantasy from reality.

Or, does convention merely mark the climax of the unreal, where the breathless pursuit of becoming lost in an imagined universe leaves us panting for more, only to be pulled ruthlessly back from the lost quietus of our penchant for more?

But that reality gave us a final warning, an appended duality of words in order to forewarn of the terminus of trials, travails and tempestuous tantrums of tactile tandems; then, like the eyes which scout a few pages hence, where we nervously flip forward in disbelief as we approach the thinning culmination of paper remaining, we would know when to cease trying, how much more effort to expend, and the time of fruition left as an afterthought, like windowed houses empty in a neighborhood abandoned by loss of industrial flight and more importantly, of hope left remote in the hearts of soulless men.

Reality never gives us that warning, of course; and so we are forced to trudge onward in spite of that lack.

Instead, it is merely a pause, an extension, a comma and a prosaic interlude, and nothing more.  The narrative of the human soul does not so cleanly enter the blank pages of demise; rather, life goes on, and like the thoughts which pursue the sentence marked by a period of finality, the beauty of it all remains with us like the residue of golden dust left sprinkled upon the twilight of life, trailing behind by an angel’s wings fluttering noiselessly upon the dawn of a hopeful tomorrow.

Federal Employee Disability Retirement: A penchant for excess

Do the historicity and context of a given time determine the individual’s proclivity for behavior otherwise deemed unnatural?  Does that concept even apply anymore, as normative constraints are denigrated, societal conventions become ignored, and new frontiers bypassing the ethos of communities are no more than mere irritants to swat away?

There has always been, of course, a penchant for excess inherent in the human essence; the British Royal Family, the French aristocracy, the Russian Czar and the modern totalitarian state where wealth and abundance allows an opening for the limitless reach of man’s appetite and predilection for excess.

Does the quiet neighbor next door — that meek and unassuming character straight out of the parallel universe of Walter Mitty’s caricature, of the bespectacled individual always referred to as “growing old with grace and a potbelly” — become a tyrant upon winning the lottery?  Is it inevitable that he files for divorce the day after his bank account becomes flush with an astronomical sum, abandons his responsibilities, denies his lineage to aunts and uncles who suddenly want to become the proverbial long-lost cousins who always loved him but were too shy to previously approach — is there an identifiable genetic code of wrap-around dimensions coiling within each of our cells waiting to embrace an inevitable penchant for excess?

And what of our behavior towards our fellow men and women — is human nature so predictable that we fear the unravelling of ourselves, and thus do we cloak our ugliness and conceal our inner motives precisely because, like the largest organ covering our bodies — the skin which provides layers of protection to make our appearance presentable and unblemished — we require constructs of artificial boundaries because we ourselves cannot abide by the liberty we are granted?

These thoughts are nothing new for the Federal employee or U.S. Postal worker who encounters man’s penchant for excess once the Federal or Postal employee shows the signs of weakness which accompany a medical condition.  Suddenly, the camaraderie and comity previously shown by coworkers becomes an unconcealed bevy of whispering conspiracies, like the silence of horrific quietude of a man drifting in a shark-infested ocean upon an overturned boat, waiting for that first bump of a forewarning to test the reaction before the initial attack.

OPM Disability Retirement Wait Processing Time

What is the time it takes to process an OPM Disability Retirement application?

Most of it depends upon the delays naturally encountered throughout the process itself: the length of time doctors take in compiling the medical information requested; preparation and formulation of one’s Federal Disability Retirement forms, including the Statement of Disability; how long the agency Human Resource Office takes (is it through a local H.R. Office, or through a centralized district human resource office; for Postal employees, everything it submitted through the H.R. Shared Services office in Greesnboro, North Carolina); whether it is submitted directly to the U.S. Office of Personnel Management in Boyers, PA (if the Federal or Postal employee is separated from Federal Service for more than 31 days, then it must be submitted directly to OPM; if less than 31 days, then through one’s Human Resource’s Office).

Then, once a case number is assigned to one’s Federal Disability Retirement application (called a CSA Number, a 7-digit number with an additional 0 as an irrelevant appendage, sometimes making it into an 8-digit number; for FERS employees, it begins with the number 8; for CSRS employees, it begins with the number 4), the entire application is sent down to Washington, D.C. Care should be given that the initial application be sent to the Boyers, Pennsylvania address, and not to Washington, D.C. — as this additional bureaucratic step of first processing the application in Boyers, PA is a required administrative procedure.

Then, the true waiting period begins. As to the original question, How long does it take to get an OPM Disability Retirement application decided? There is a formula to follow: First, take the number of months it took to get notification that the packet was forwarded to the next step from your Human Resource Office (again, for Postal workers, that would be from the H.R. Shared Services Office in Greensboro, N.C.); multiply it by the number of weeks it took to obtain a CSA Number from Boyers, PA; then, take that number, add the additional time it will take to sit in the “unassigned” pile of Federal Disability Retirement cases at OPM in Washington, D.C.; then, when it is finally assigned, multiply by an exponential factor of 10, and you may get a realistic wait time to meet one’s expectations of a quick, efficient and streamlined bureaucratic process (facetiously stated).
