OPM Disability Retirement Application: Pablums

There are many; and when they come our way, they tend to slip from our grasp, like a newly-caught fish squirming out of our reach, wriggling away despite the meatiness of its substantive bulk. “Oh, everything will turn out fine”; “There is always a pot of gold at the end of…”; “When the going get’s tough, the…”.

Are such statements of pablum ever helpful?  Or, are they mere vestiges from when we were children, when our parents couldn’t think of anything to say, but wanted to provide some sort of parental encouragement and thus would fall back upon such universal statements of monotonous platitudes?

How about this one: “There is always a pathway forward”?  Is that what Lewis and Clark said to themselves when, during the course of their expedition through uncharted wilderness, they were cold, starving and likely to die?  Is it a pablum, but one which has enough remnants of truth encapsulated that some trail of relevance can be gleaned?

Federal Disability Retirement: Divide and Conquer

According to Wikipedia, “divide-and-conquer”, in computer science, is an algorithm “design paradigm” which recursively breaks down a problem into multiple “sub-problems” in order to solve each problem separately, by dividing them into manageable sub-sets.  It is the same approach that has been used since Julius Caesar’s time — in war, of first separating large armies into smaller units, then attacking them in coordinated fashion; or in politics, of finding ways where division can be fomented within the ranks of the opposing party or candidate, then defeating them by taking advantage of the internal divisions.

OPM applies the same tactic in denying a Federal or Postal employee’s Federal Disability Retirement application — first by separating each medical condition from the aggregate of the medical conditions, then minimizing the impact of each without regard to the impact resulting from the aggregation and combined symptoms.  Thus, X apart from Y is not as bad as X and Y together, and so if X can be minimized and Y can be marginalized, then each separately may appear to be somewhat insignificant.

Disability Retirement for Federal Employees: The Cadence of Life

We all “have” one, or at least sense it; and when we do not, it means that the tune to which we march is so coordinated that we don’t even realize that there is one; for, it is only when the song is “out of tune” or the marching footsteps are out of sync that it becomes apparent that the cadence of life is left askew.

There are days when the cadence of life is so perfectly attuned that we need not pause to consider it; then, there are other days when everything is out of tune — when the feet trip over one another, the dexterity of hands become all thumbs and nothing seems to work and the cadence of life has been disrupted.  Most days are somewhere in between upon the spectrum of daily living — of being in tune most of the time but with disruptions and pauses; “pregnant pauses”, at that, which make for embarrassment and disjointed agonies of trepidation and concern.

We say things like, “I feel out-of-sorts” or perhaps a slight cold or “bug” has infected us; but whatever the cause, we know that we must get back into the step of things and march along with the rest of the crowd, lest the band leave us and the quietude of isolation engulfs us with a fear of loneliness.

Medical conditions — whether of illness or injury — can likewise disrupt the cadence of life, and for Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, filing for FERS Disability Retirement benefits — to be ultimately submitted to the U.S. Office of Personnel Management — is one step towards regaining that step to bring yourself in cadence with the cadence of life once lost, and now to be found.

Federal Employee Disability Information: Lip Service to Losses

It is admitted under the cover of gaining, and never standing alone as a mark of proud achievement.  To lose is to be forgotten; and while we give lip service in various ways — as in, “Oh, we learned so many valuable lessons from our losses”, or “Behind every success story is a failure of tenfold that allowed the person to learn and grow”, or ever the clincher: “It’s not whether you win or lose, it is how you play the game” — such losses always end up in the ash heaps of history’s forgotten events, while the “winners” move on into the next phase of life’s ongoing narrative.

Yet, we continue to perpetuate the myth that life’s lessons are best gained by the failures and disappointments that we encounter, and that is what “giving lip service” ultimately means: the insincerity of words in contrast to one’s belief as beheld close to one’s heart.  That is why it becomes increasingly difficult for this generation, as opposed to and in contrast with previous generations, to handle the stresses of daily failures and unmet expectations.

We cannot strip away the reality of the world throughout one’s upbringing and childhood, constantly telling every child that everyone is doing a “great job” and have “special talents” at every turn and hiccup of life’s turmoils, then expect them to be able to handle the daily and overwhelming stresses of life’s experiences that must by necessity include setbacks and the bumping into the harshness of stark cruelty of the world, then expect a placid, calm and positive view of experiential stability.

The harshness of reality is that, indeed, this is a hard life, and no matter how much technology may promise the easing pain and modernity the hope for a utopian society, the frailty of the human condition cannot be avoided.  That is the reality-check that a medical condition imposes — that we are not mere lesser gods among beasts of burden, but in fact have just as many burdens and are subject to the unexpected vicissitudes of life’s happenstances.

Thus, for Federal employees and U.S. Postal Service workers who suffer from a medical condition such that the medical condition begins to prevent the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal job, it is important to realize that filing a Federal Disability Retirement application may not meet the expectations of those who give lip service to the idea itself — i.e., that yes, the Federal Agency or the Postal Service will “support” you in your FERS Medical Disability Retirement application; that the Human Resource Office will do everything in their power to “accommodate” you; that your Supervisor or Manager is “sympathetic” to your situation, etc.

They may speak the words, but in their “heart of hearts” is that notion that filing for OPM Disability Retirement benefits is on the side of “losses” and not of categories empowered by “wins”, and therefore you must be careful in who you confide with when preparing, formulating and filing a Federal Disability Retirement application, to be filed with OPM.

Medical Retirement from Civil Service: Chaotic interludes

The root word itself stands for the state of being prior to the ordering of the universe – either by the hand of God or through natural evolution; or, if you are a Get Smart fan, it is spelled somewhat differently – KAOS – and is actually not an acronym that stands for anything, but is an international organization set to do evil that only Maxwell Smart, Agent 86 and his partner Agent 99 can prevent from accomplishing their terrible deeds; or, if you are an engineer, you may know the acronym as standing for “Knowledge Acquisition in Automated Specification”.

In any of the events, the state of Being otherwise recognized as “Chaos” (or its alternative spelling, KAOS) is identified as something unwelcoming, insidious and to be forever avoided.  Yet, life brings about such states from time to time, as if to remind us that order, sequence, linear models of livelihoods and pristine beauties of uninterrupted serenity are rare in the discourse of nature’s continuum.

Chaotic interludes tend to rear its ugly head just when things seem to be going smoother; when we least expect it; when the quietude of our lives seem in perfect balance; then the disaster, the disordering impact, the jumbling-up and shaking it all about comes crashing like thunder in the night to awaken us with a start.  A start?  To do what?

Perhaps as a test; as a challenge; to rethink the priorities of our lives; and to remind us that life is not a matter of slumber and remaining in a constant state of stupor and repetitive thoughtlessness, but a chasm of necessity mandating daily focus, concentration and attention to the important things around us.  Maybe we were becoming too complacent; perhaps the monotony of habit was making of us all bores to be avoided; or, more likely, we were just getting steeped into the ego of our own self-centeredness.

Whatever the reason, chaotic interludes tend to hit us in bumps and pushes, sort of like standing in a line to get into a movie theater or on the waiting list for a restaurant, and suddenly an earthquake hits the area, or a robber comes running out of the establishment and pushing you onto the street where oncoming traffic busily spins its wheels, or more commonly, you are diagnosed with an unexpected medical condition, and that medical condition becomes a slowly deteriorating, progressively debilitating state of Being.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to impact the capacity and ability to perform the essential elements of one’s position with the Federal Government or Postal Facility in ways that clearly show that you cannot do the job anymore, the concept of chaotic interludes is nothing new.  The real question is:  What to do about it?

One option is to prepare an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management.  That’s the thing about chaotic interludes; the options available are often limited; but out of the chaos that ensues, what is often important is to recognize the problem and tackle the issue in the best possible manner.

Disability Retirement for Federal Government Employees: The intransigent excuse

Much of life is spent in retrospectively justifying actions; the remainder of the time, of making excuses where we can, and when we need to (which is often).  The great thing about excuses is that the reserve of them can never be depleted; like the never-exhaustive stars in the universe, we can always discover, make up, or otherwise concoct another.  Thus, to counter that a person has “run out of excuses” is to defy reality; we can always, if the need requires, go back to one that we long ago abandoned, and stick to it.

It is that intransigent excuse that tends to defy – the one that, though unreasonable by most accounts, nevertheless provides a shield of protection for the one who clings to it.  For, the one who tightly embraces an intransigent excuse never, of course, considers it as such; it is, instead, the fault that rests upon the rest of the world in a conspiracy of illogical motives that attempts to change course and offer alternatives as to facts, opinions or best avenues for future courses of action.

As to the one clinging to such excuses, it is never characterized as such.  No, instead it is an explanation in light of reasonable circumstances; a logical conclusion based upon facts as interpreted; and, even if the rest of the universe fails to comprehend the logic of the stated foundation, the intransigent excuse is the last bastion of the proverbial wall that may force us to do, acknowledge and admit to that which we vehemently resist.

For Federal employees and U.S. Postal workers who are in need of filing for Federal Disability Retirement benefits, whether under FERS, CSRS or CSRS Offset, the primary concern is to get beyond an intransigent excuse.  While there are very few circumstances in which filing for Federal Disability Retirement is “too late” (other than the obvious one, of course, of complying with the Statue of Limitations of filing within 1 year of being separated from Federal Service), the key is to file before it becomes an emergency.

As OPM has a large backlog of cases and they are taking longer and longer to review, evaluate and make decisions on a case – leaving aside the problem of even first having them to assign a case to a reviewer/ administrative specialist – there must needs be some forward planning and foresight of future-oriented perspectives, and it is often the intransigent excuse which defies, builds a wall against, and creates seemingly insurmountable obstacles in moving forward.

Life is full of obstacles, and the ones we build ourselves are often the most difficult to overcome.  Filing for Federal Disability Retirement benefits is a big decision to make; thought, preparation and formulation of a plan is often necessary.  Just do not allow for the intransigent excuse to be the wall that prevents the reasonable approach to prevail.

Federal Disability Retirement: What to do

Does anyone really know what to do?  From the very beginning, we are brought into this world without having been asked, and never with any instructions entitled, “Life instructions in ‘how to’”.  Instead, we are thrown into the ravages of this impervious universe.  We are lucky if we have some kind parents; otherwise, as with most of us, they are as clueless as we are, and sometimes even more so.

What do we do with the rest of our lives?  How do we determine if the course we have chosen is worthwhile?  When do we determine if the choices presented are the ones that will forever be offered, or will others come along after we have long committed to the limited ones we face?  Who tells us if what we are doing is “right”, and does the concept of “right” or “wrong” even matter, anymore”?

When problems arise, who do we turn to?  Do we turn to the priesthood that has been forever discredited, to the shamans who drive in expensive cars, or the Wall Street wolves who live in mansions afforded upon the backs of ordinary people?  And since parents are now told that honesty about their own lives are important in feeding the ingredients of success for their children, do we count on them to give us the same clueless directions that we can expect of ourselves?

Who knows anything, anymore, in any expectantly significant or relevant way, other than the puffery we encounter in our daily lives?  And when medical conditions interrupt and intervene – who tells us what path to take; where we go with the career choices given; and what about the legal issues that arise when it concerns a Federal or Postal worker under FERS, CSRS or CSRS Offset?  What to do – isn’t that the question we always have to ask ourselves?  And how do we know if the choices we make are the right ones, the wrong ones, or perhaps just “the best under the given circumstances”?

It is important to know; relevant to apply the correct criteria; significant for understanding the issues that need resolution; knowing what to do, how to do it and when to begin.  Medical issues that arise make for hard questions that need relevant answers.  And when the medical issues themselves impede, interrupt and intervene in negatively impactful ways, they exacerbate the capacity and ability to arrive at the proper judgments, and make it that much harder to decide.

Maybe there is no “right” answer, but only some minimal instructions and restrictive directions.  Whatever the case may be, in preparing, formulating and filing a Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, it is important to gain some initial insight and directions on what to do, and that may require seeking a lawyer who specializes in Federal Disability Retirement law.

Federal Employee Disability Retirement: Our narrative of discourse

Do we all carry about multiple narratives within?  Perhaps, one for public consumption; another, for family gatherings; yet another the edited version only for the ears of the young and uninitiated; and perhaps more, depending upon the audience, the susceptibility to believe, and the necessity for coherence as opposed to self-promotion and puffing up?

How about those “Service experiences” – where we get carried away in exaggerating the feats of bravery and encounters with the enemy?  How many politicians have been driven from office for telling a slight (or even not so slight) deviation from the “truth” in reenacting wartime stories and narratives of consummate manliness and Stallone-like fearless feats?  “Oh, the DD 214 doesn’t even begin to tell what I had to go through…”  Or even of high school days of athletic prowess and academic achievement in college; if only transcripts would remain silent in the archives of shrouded mystery in safekeeping for secrecy.

We do, each of us, carry multiple narratives of discourse, often dependent upon the audience we encounter and the susceptibility of suspending disbelief and the receptiveness to our meanderings.  So, why is it that we often fail to conform to the change of necessity, when it counts most?

For Federal employees and U.S. Postal workers who are no longer able to perform one or more of the essential elements of one’s Federal or Postal positional duties, preparing an effective Federal Disability Retirement application through the U.S. Office of Personnel Management, whether under FERS, CSRS or CSRS Offset, involves providing a narrative discourse in response to specific questions on SF 3112A, Applicant’s Statement of Disability.

This is the moment when truth must push aside exaggeration, and where some specificity of delineation must be attended.  The “nexus” or “bridge” between one’s Federal or Postal position and the impact by one’s medical condition must be established, and the targeted audience (the U.S. Office of Personnel Management – not your own agency, your supervisor or anyone related thereto) must always be kept in mind.

In the end, our narrative of discourse that we carry about in our own minds has always been about revealing some part of ourselves to an audience receptive to specific needs, and preparing an effective SF 3112A is no different from that perspective, and must be kept in mind when composing the narrative of discourse in a Federal Disability Retirement application.
