When the eyes remain with saddened shadows but the lips curl into a smile, we become disconcerted because of the discordance between the two.

How can one describe unsmiling eyes?  It cannot be described — for, it is neither a coldness nor blankness; merely, that the brightness of the pupils follow upon a sincere smile of satisfaction, happiness or contentment.  You know of the unsmiling eyes when you see it; it is as if the eyes know other eyes of comity; but when that brightness is dimmed and matches not the sincere smile of giving, you know — or sense — that something is amiss.

Two elements which are required for many activities engaged in: Coordination and focus — although, often, because we do it without deliberative intent, we barely even recognize the importance of their interplay in daily activities.  Walking; running; working on a project; sitting down; remaining on the computer either generating or reading documents; cooking breakfast, lunch or dinner; taking a dog out for a walk.

FERS Disability Retirement for Federal Employees: Maintaining the Fakery

Is it like a bakery, or perhaps some other manufacturing facility where things are made?  In some sense, perhaps; but it is not the “making” of it, but of maintaining it.

To a great extent, we all have a feeling of fakery — that we are not as competent as others believe us to be; that our outer appearance of confidence, boldness, knowledge and positive attitude do not reflect our inner sense of insecurity, tentativeness and lack of certainty.  Are there people in this world where the “inner” self actually reflects the “outer”?  Or, are we all beset with being a quivering ball of showmanship — like the famous actor who falls apart before every show but somehow regains his composure and acts like a star every time?

Maintaining the fakery is what is required daily; some are better at it than others; still other thrive by it; and the few detritus of human beings who cannot abide in it, fall apart and admit to being unable to maintain it any longer.

OPM Disability Retirement for FERS Employees: Presumption of Orderliness

It is a peculiar presumption; for, in most other contexts, we presume the very opposite.  Yet, for whatever psychological basis of need or desire, we presume that there is orderliness in the lives of everyone else despite the chaos in our own lives.

We hide well for appearance sake, and perhaps that is the key: Everyone else seems to live an orderly, planned, well-managed life, and so the appearance itself is what maintains the sanity of society’s apparent orderliness.  Yet, when we hear about the chaos erupting in another’s person life — of a break-up between couples; of a life ruined for this or that incident; or even of a sudden medical condition that traumatizes a family member — are we really surprised?

In public we maintain a passive face; despite internal turmoil and private lives of hellish circumstances, we do our best to put forth a calm demeanor.  That is the unspoken rule, is it not?  Once out the door, the “deal” is that we leave the chaos behind and act “as if”.  To that extent, we are all great actors on the stage of public discourse; we just don’t get paid like the megastars in Hollywood, but nevertheless take on the lead role of the greatest movie series ever made: Life.

Federal Employee Disability Information: Order & Madness

In its most basic sense, isn’t that what madness is — of a lack of order, or what society deems to be so?  Eccentricity skirts the boundaries of madness; being “odd” is merely a recognition of some forms of eccentricities; and “thinking outside of the box” is to simply do things that people have already thought of, but which we fool ourselves into thinking is something new and creative, because such thought processes are what every conventional thinker thinks is the oddball perspective when everyone else thinks that the other has not yet thought about it.

Orthodoxy is oppressive to youth and foreigners precisely because tradition itself is yet unknown, and thus cannot be the sole basis by which to continue things as they were.  Leo Strauss often argued that tradition alone is a poor basis from which to argue inalienable rights; something more needs to be provided in order for a foundation of justified longevity to occur.  Is rebellion in and of itself madness?  Is sudden upheaval — of a desire and want to upend long traditions and orthodoxy — itself a form of desire to solicit and court disorder, and thus madness?

One begins to experience the fringe of madness when too much disorder and chaos enters a previously-ordered life; that’s why old people and young children cannot tolerate too much upheaval; and those in the middle, though they may be better prepared to tolerate disruption, can only do so within limits.

We hear of certain types of people and of particular characteristics and personalities who “thrive” on disorientation — of uncertainty, disruption, financial instability or physical challenges.  They get a “high” on participating in “start-ups” or going deep into debt taking “a chance” on “hitting it big”; or even of wall street traders who, in a different life and under modified circumstances, may have been gamblers or con men (some would counter that there is very little distinction between the three).  Most, however, prefer the stability of predictability, and seek order not only out of madness, but to prevent it.

For Federal employees and U.S. Postal workers who suffer from a medical condition, where the medical condition has become a continuing disruption by impeding, preventing and precluding the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, it will often appear as if madness has replaced the order of the world.

FERS & CSRS Disability Retirement: Ducks out of place

Ducks by the pond; out in the fields of wheat and grain; of picturesque paintings of a scene upon the countryside; in parks and near still waters; or on a farm where the pastoral beauty of serenity of times now gone forever, replaced by metal, concrete, the noise of technology and the sniping fire of man’s presence.

Then, 2 ducks — presumably male and female — land upon a winter’s edge in a suburban neighborhood, and make their nesting place for a fortnight’s term.  They stay.  They wander about between hedge groves that splinter and divide, and where fences left untended allow for lines of ownership to remain fallow with the decay of summer’s drought.

The people mill about and recognize their presence, and over time a truce remains where delight of settings long forgotten pace themselves with life’s forlorn smile that yes, perhaps time has lost upon the space of unrelenting callousness, where even the ducks out of place can no longer bring back the memories of youthful days when summer was but the sands of timeless waves when laughter boiled over and pleasures were yet innocent in days beyond the garden of Eden’s gates.

And we realize that, like the ducks left out of place who came mistakenly to believe that the pastoral interludes of gardens tended in the manicured lawns of suburbia represented the quietude of yesterday’s forests and streams allowing for peace upon a winter’s day, we are the misfits of a universe left to toil in the meandering thoughtlessness of cruelty’s longing.

Then, one night, the crazy neighbor whom everyone shunned, came out in the midst of night’s yawn and shot them both with a single shotgun blast.  The ducks out of place were left to remain in the misery of their misunderstanding, that somehow nature and man could find a compromise, when compromise’s twilight had long since been forgotten.

Disability Retirement for Federal Employees: How words matter

They do, don’t they?  Otherwise, how else to explain the endless plethora in the course of a single day, heard from every corner and source imaginable: The radio; the television; DVD; streaming; other electronic mediums; bystanders; on the telephone; written forms in email, texts, Facebook postings; everywhere, the insular words of a private-public conversation — public because much of it is accessible to everyone, except for those whispered soft nothings in the privacy of bedrooms and lips upon ears, but throughout acted upon “as if” each exchange of communication is between the sender and receiver, the declarative and the reply, the conversationalist and the lecturer; and so the infinite stream of words flow back and forth like the ebb of tides that have washed the shores of this earth from the beginning of time, or so it seems.

But what if actions never follow upon words; do they still matter?  When a person condemns another and shouts out, “He’s just full of it!” — what exactly do we mean?  A person makes a promise; words are spoken; perhaps even a “contract” is written up and entered into.  But then, nothing happens.  No actions are taken; a lawsuit is filed, and more words are entered into the database of the “justice system”; a trial is held, and more words spoken, this time in front of a judge.

At what point did the words originally spoken or written fail to matter, and when did they then again matter?  What is meant by “matter” — is it only in conjunction with actions taken, or do the words themselves, hanging in the suspended universe of the ethereal, have some impact despite no one taking any notice of it?  Is a “vow” or a “promise” something more than mere words?  If a person makes a promise and marries, takes the traditional vows of fidelity and honor, do the words matter, or only by the actions that follow, or both?  And what of the person who says nothing — in past ages, there were men (and women) who had a reputation of “being a man (or woman) of few words” — but always follows through on his or her commitments?  Do the words not spoken matter?

Yes, yes — the linguistic philosopher will observe that the very lack of words was telling all the same, but we are not talking about that — not of silence, but of words spoken, and not of those unspoken.  Thus do we say of the person who keeps his promise — “He is a man (or woman) of his/her word”. But what if he/she breaks every promise spoken, and says upon getting caught, “But I never meant a word of it anyway”?  Does that make a difference?  Or of the boring lecturer who no one listens to, but then when a fire breaks out and a small child yells, “Fire” and everyone listens and exits safely — how did the action following upon the words spoken matter?

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition has come to a point where preparing, formulating and filing an effective Federal Disability Retirement application with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, what must always be kept in mind is that the entire administrative process of the bureaucratic methodology of “Federal Disability Retirement” is based entirely upon “words” — of meeting the legal criteria with words; of describing the nexus between the medical condition and one’s positional duties with words; of making persuasive legal arguments with words.

Words matter by being effective, where actions follow upon the singularly unique encounter between the insular world of subjective words and the objective reality of “others” listening, taking it in, then acting upon them — as in granting an approval for a Federal Disability Retirement application upon a submission of a bunch of effective words that comprise a successful Federal Disability Retirement compilation.  That’s when words matter, and the manner in which words are put together.

FERS & CSRS Disability Retirement: Different hats, many roles

We all wear them, don’t we?  Husband, parent, worker, co-worker, supervisor, babysitter, grandparent; or, to remain neutral and non-sexist, wife, mother, worker, co-worker, supervisor, babysitter, grandparent, etc.  There, we have dispensed with any allegation that we have not been fully “balanced” in our perspective, allowing for an all-inclusive approach so that no one feels left out.

Yet, if you closely scrutinize the “list” that was previously posited, you will find the slight nuance of a difference between the two – instead of the neutral “parent”, the word “mother” was unscrupulously inserted, and those who are hypersensitive may want to shout, scream and otherwise pour out a stream of invectives in alleging that such a differentiation in the distinction between “parent” and “mother” reveals an underlying motive, unseen and concealed baseness that betrays a discriminatory or biased intent in the writer of such a list.

Such subtle distinctions are supposed to “uncover” and reveal that which was previously skillfully (or not so skillfully) disguised and only subconsciously manifested in an accidental revelation not previously presumed.  But is this fair?  Does the mere wording based upon previously-accepted normative paradigms necessarily compel a conclusion of subjective intent?  Or, should it instead merely trigger an intermediate step of clarification?

Clarity, of course, is the foundation of communication, and wearing different hats in many roles can often confuse the acuity of defined roles.  For instance, does the Federal or Postal employee who is “disabled”, does he or she have certain “rights” that can be protected?  Does a request for an accommodation have to be submitted before a Federal Disability Retirement application can be filed, or is submission of a requested completion of SF 3112D sufficient to satisfy that legal criteria?  Does the “different hat” that the Federal Disability Retirement applicant play – of a “disabled applicant for OPM purposes – mean that there is now a “different role” that the Agency must play, or that OPM must recognize during the process?

We like to think that while the world around us changes, we remain steadfastly “constant” in who we are and what we stand for; but the reality is that, when a medical condition strikes at the heart of a person’s occupation, preparing a Federal Disability Retirement application, to be filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, requires at the outset when we have to wear different hats, the accompanying different roles will require a reassessment as to the viability of what our next steps will be, especially when preparing, formulating and filing an effective Federal Disability Retirement application.

Federal Employee Disability Retirement: The leaked information

Most “secrets” are well-known; it is the combining of a multiplicity of the unknown, which constitutes the importance of leaked information.  Thus, it may be disseminated as to the “what”, but until it can be connected to the “when” or the “who”, the irrelevancy of the data remains in its isolation of significance.  Or, perhaps what will occur is revealed, and by whom, and even the destined time and place; but if caution delays the planned event for another day, hypervigilance can only be maintained for a limited period of time before exhaustion of focus, concentration and attentiveness wanes by profound fatigue.

There is, then, that old hippie dictum:  What if a tree falls in a forest unoccupied; did it make a noise?  Similarly, and in parallel format:  What if information is leaked, but no one took notice; is it relevant?  Does signification of data require acknowledgment?  Why is it that, in certain crime cases, concurrence of telling is important, even if no action is filed?  Why do decades-old cases suddenly come alive merely because impromptu declarations are made, or do underlying motives undermine the validity of such reenactments of crimes committed but neither solved nor investigated?

One often assumes that information begotten through nefarious sources is somehow less reliable; but it is more likened to the man whose leg gets bitten off by a shark while swimming in the midday sun – he hardly becomes comforted by the statistical limitations of an event that has already occurred.  Yet, we constantly obsess over leaked information; data which may be sensitive; constructs that can be pieced together, like a jigsaw puzzle but in the realm of real life.

For Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, there is first the fear that one’s inner intent may be “leaked”; that discussion over the telephone may be overheard by those whose intent and motivation may not be as pristine as the proverbial snowfall the night before; and that, once filed, personal medical information may be disseminated without the privacy protection accorded by law.

In the end, the best that can be done remains twofold:  (1) try to restrict access to a Federal Disability Retirement application by providing fair warning as to the legal consequences if violated, and (2) to realize that the ultimate goal should always be kept in sight – that of getting an approval from the U.S. Office of Personnel Management, and once that is done, all of the leaked information around the world will become irrelevant, as the focus always was, and should be, to reach that level of rest and restorative peace in order to attend to the real issue at hand:  One’s own medical condition.

Medical Retirement from the U.S. Postal Service and Other Federal Government Agencies: The Tincture of Qualia

Tinctures only provide a slice of elements which constitute a whole; and while it is the essence of the plant, herb or other matter which is extracted, the substance itself does not represent the entirety of the thing from which it is received.

Qualia, in a similar definitional vein, concerns the subjective mental states which one experiences based upon the encounters with the objective universe, but is contained within the parameters of experiential phenomena unique to each individual.  Such personal, private experiences do not necessarily constitute or represent the fullness of the individual, but through a shared process of that which we experience, we can relate to, and engage in intellectual discourse, with others in a community of experiences.

Both tinctures and qualia, then, represent only a portion of the greater whole, and when the conceptual compound is aggregated, it is a cautionary metaphor for each of us.  Medical conditions have that same sense of part-to-whole; a recognition that we can never quite grasp the fullness of the other’s experience; a sense that while historical similarities may provide a window of understanding, one will never be able to completely comprehend the extent of an experiential trauma.

That is why Nagel’s essay encompassing the experiential uniqueness of another animal is relevant even today.

That is also why, for Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s job, the issue of hostile responses from one’s work environment, the lack of empathy, and the unequivocal discriminatory practices of the Federal agency or the U.S. Postal Service is often so difficult to comprehend — precisely because what the injured or medically handicapped Federal or Postal worker experiences, can never be anything more than a tincture of qualia for the agency or the U.S. Postal Service.

Federal Disability Retirement is an option which should always be considered in such circumstances, precisely because the lack of empathy or understanding on the part of the Federal agency or the U.S. Postal service will only get worse, as more needs aggregate for the Federal or Postal worker.
