Have you ever observed the child who takes a stick and imagines himself/herself (we are trying to maintain the decorum of political correctness, here, by including all genders, because the implication otherwise in using a reflexive pronoun identifying a specific population apparently denotes that excluding the other half-or-so of the world’s inhabitants is discriminatory and an engagement of possible malfeasance, which we would not want to be charged with) emboldened by a weapon in hand and being the hero of an imaginary battle, invincible to a fault, brave without being arrogant, and making garbled sounds of whizzing bullets and fantastical feats of being wounded but with tenacity of self-will, capturing the enemy fort, being generous to those unfortunate prisoners of war and conquering singlehandedly a page in the history of unbounded heroism?

Contrast that depicted slice of imagination, to the child who is given every expensive toy and accouterments available on Amazon – the superhero wardrobe with cape; a replica of a life-like weapon; plastic hand grenades; and whatever other appendages that replace the creativity of one’s imagination – even of sound-effects emitted, downloaded on one’s cellphone placed in the utility belt worn by the kid; suddenly, it is mere motions that the child goes through, while all of the trappings have been satisfied even before the fun began.

That is what we do, isn’t it, as parents who believe that we were deprived in our own childhoods?  We gave everything, not knowing that by doing so, we took away the most important piece of the proverbial puzzle.  It is the puzzle of the dullness of creative lack; the less we had, the more we had to compensate and greater the reward in cognitive activity; and the more we gave, the less the child had to provide his or her creative input, thereby diminishing the soul’s inner force of imagination, resulting in the negative consequence in the dullness of creative lack.

That which we are given that undermines creative energy, we submit with the lazy side of human nature; and as inactivity and inertia results in atrophy, so gifts unsolicited in overabundance of generosity can actually harm in the ignorance of thoughtless plenitude.  And so we often find ourselves in the rut of daily monotony, on that treadmill of constancy even when we know we are destroying ourselves.  Children, in their innocence, don’t realize the harm; adults, too, but not in innocence but cynicism of life’s callouses, forge ahead even if they do recognize the harm.

Isn’t that what the Federal employee or U.S. Postal worker who persists in the self-immolation of continuing a Federal or Postal career, is actually doing?  For the Federal employee or U.S. Postal worker who suffers from a medical condition, such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of the Federal or Postal position, it is often the reality of the harm perpetrated by continuing in the Federal or Postal position that prompts, compels, and finally necessitates the preparation, formulation and filing of a Federal Disability Retirement application with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Going down the road of Federal Disability Retirement is often considered a major decision and a giant leap in one’s life, but it certainly does not portend of a dullness of creative lack to consider its resulting benefits.

Medical Retirement from Federal Government Employment: Life’s enjoyment

Are we ever taught that?  If the answer is in the negative, then from whence did we learn, attain or otherwise receive the tools to engage in the purity of sensation such that we could embrace it?  Did we become such through osmosis; from imprints; from learned behavior encompassing a lifetime of observations reinforced by wisdom’s refrain upon the blank chalkboard of our consciousness?  How does one “enjoy” life, anymore than learning to ride a bicycle, drive a car or care for a cute puppy (the last in the list, of course, need not be learned, but only be taken in by the natural affinity one has upon seeing the eyes of warmth, intelligence and fierce loyalty displayed, and is an exception and one of life’s conundrums to be accepted without questioning)?

There are many who walk about, who have absolutely no clue as to how one can, should or would have any enjoyment at all; and thus the total immersion in one’s work, or projects begun and always left unfinished – for, to complete them would mean that something ended, and that would force one into a reflection about the meaning, value and relevance of one’s activities, would it not?

One often hears the familiar refrain:  “I don’t know how to enjoy life; to me, unless I am busy with work, chores, updating my Facebook page, texting friends or jogging, I can’t be happy.”  Productivity is the measure of success; time set aside for vacations – despite still doing email, texting, messaging or other forms of “connectivity” as advertised to be the horror of all horrors if loss of it were to ever occur – is a concept that questions the very meaning of life’s enjoyment.  For, if one pauses for a moment to reflect:  Is the treadmill one is on merely for purposes of getting off for a moment, then to get right back on in order to find, again, a time to get off for another period of repose?

If so, how is that any different from Camus’ essay on the absurdity of life’s perspective as seen through the eyes of a French Existentialist, and specifically, of the Myth of Sisyphus and the condemnation by the gods to roll the boulder up the hill, only to watch it tumble down, then to engage in the eternal monotony of pushing it back up, only to observe its descent?

Life’s enjoyment, and the promise for tomorrow, was always meant to be more than that – of a daily sense of joy, a widespread sensation of contentment, and an ease of burden when once we were innocent children playing with but a ready laughter to give.  It is the truth that haunts, and especially the proverbial quip about the final straw that breaks the camel’s back.  With the persistent onslaught of stimuli unable to be resisted, we allow for the daily bombardment to deplete the little energy we have in reserve.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition not only intervenes in the ability and capacity to perform the essential elements of the Federal or Postal job, but further, depletes, diminishes and – ultimately — destroys even the potentiality to enjoy life and all of its complex presentations, the option to file for Federal Disability Retirement benefits must be considered.

Yes, it is a long and arduous bureaucratic process.  No, going through the process will not enhance, for the short term, life’s enjoyment.  But in the end, necessary changes are called for – nay, compelled by – medical conditions that interrupt life’s enjoyment, and filing for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is to enhance that potential for the future enjoyment of life’s joys, while perhaps foregoing the short-term stubble of inconvenient interludes of angst-driven necessities.

Disability Retirement from Federal Government Employment: Imprisoned souls

Do we immediately know of the figurative sense of such a concept?  As the Medieval times of dark, dank and dire dungeons no longer house the tortured detritus of human excrement cast aside upon the nod of displeasure noted by a King, a Prince or a scorned Court of Royal Courtier, so the immediate presumption is that such a term must encompass some cognitive obstacle or encircling of a mind otherwise in agony.  And what of the second term in the concept – does it denote something separate and apart from the whole of a human figure – that essence of a person that tells us that there is something beyond an amalgamation of neurotransmitters and physical presence such that the entity is distinguishable from an amoeba, a flower or those closest of cousins, the chimpanzee?

When a person is looked upon with empathetic concern, is it the image of the individual that gives rise to the sensitivity, or the soul that is embattled within the confines of the exoskeleton that defines the profile like the shadow of an image one sees of a person standing against the lamplight in the dark of night?

When a scream is emitted from the depths of a human uttering, of the physical intonation and shrill cries reverberating through the caverns of a mouth widened in anguished turmoil, do we reach out to provide comfort merely to the physical shape and form of a human being because we can relate to an entity so closely recognizable as that which is reflected in the mirror of our daily lives, or is there that “something” which theologians continue to haunt us with, that transcends the superficial appearance of sense impressions that is discussed from ages foregone, from Plato’s Forms that constitute the “real” reality beyond the appearance of things, and the clinically antiseptic explanations of Hume’s Empiricism that provides a foundation of separation and divide that laid the groundwork for the future of Existentialism a century or more hence?

We are, all, in a general sense, imprisoned souls anguishing in the turmoil of daily angst, but for the Federal employee and U.S. Postal worker who must also contend with a medical condition, such that the medical condition is about to cut short a promising career, the future is often viewed from a bleak perspective, and the daily harassment from Supervisors and Managers only exacerbates the troubled lives we must all manipulate and maneuver through.  Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management is not an easy process; it may be, however, the only option left and available for the Federal or Postal worker who can no longer perform all of the essential elements of one’s Federal or Postal position.

In that sense, the Federal or Postal worker who is left with the best option available – of preparing, formulating and filing an effective Federal Disability Retirement application through OPM – is considered an imprisoned soul, for it is not only the medical condition that impacts upon the choices left in life’s trials and challenges, but the constraints and curtailments one self-imposes by agonizing over one’s future as he or she steps forward in trying to maneuver through a complex administrative process.

How to free one’s self?  By simply acting; by moving forward, even if the future is somewhat unknown and uncertain; for, in the end, it is movement itself that distinguishes the difference between life, imprisoned souls, and deadened entities that merely survive.

Federal Employee Disability Retirement: Analogies

It is the greater concept often developed through metaphors and similes; but to the extent they are now of use depends largely upon the shared cultural context within which we live.  If Classical literature is no longer the common thread of meaningful discourse, can references to them in creating analogies work?  To share that a person’s tragedy is more Shakespeare than Milton, or that the individual’s circumstances remind one more akin to The Road to Wigan Pier than Brideshead Revisited, can such conversations take on a relevant pathway if the intellectual divide fails to be crossed?

You can, of course, always Google and quickly get the quick rundown of the literary reference through electronic Spark Notes, or some other venue of shortcutting the arduous endeavor reserved in former times; but even that may reveal an inadequacy that cannot be overcome.  For, of what part of the book or author is being referred to?  Is it any particular play or poem, or the entirety of the work itself?  Is it any specific character or scene?

Some philosophers have posited that, by and large, we comprehend and make sense of the objective world through the use of analogies, built upon by metaphors and similes; for, language itself is a conglomerate of such literary devices.  To face the universe purely for survival’s sake is to forego the need for imposing the ordering through language; animals do not require it, but in the most rudimentary of mechanisms that advance warning signs and preemptive communications; it is only in the arena of human constructs where categorical imperatives need to be assigned in order to filter the world into more palatable and circumscribed entities for processing the complexities we have created.

Analogies thus communicate through the medium of shared conceptual constructs, where we draw in the recipient and spectator, the audience of our targeted comparisons, by relating a shared, known and familiar encapsulation of linguistic constructs.  It is only when the strangeness of the metaphor, the unfamiliarity of the reference, creates further puzzlement and loss of connection, that problems occur and relationships become fissures of language games gone awry.

For Federal employees and U.S. Postal employees who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s positional duties, the applicability of providing a foundational construct of relating one’s story to an “administrative specialist” at the U.S. Office of Personnel Management will often involve – and require – analogies by default.

Use them sparingly; utilize discretion; and, in writing up one’s narrative in response to the questions posed on SF 3112A (Applicant’s Statement of Disability), remember that this is not the time, the context or the best place to try out radical, untested metaphors, similes or analogies.

Thus, while those who have read Orwell’s work, The Road to Wigan Pier, as well as Waugh’s Brideshead Revisited, may find a clever and appropriate place in one’s Applicant’s Statement of Disability to make some brilliant literary reference, it may be more prudent to stick to the medical facts and incorporate those supportive documents in dealing with analogies of life, health, and the nexus between the latter and one’s Federal or Postal job duties.

Medical Retirement for Federal Employees: The clinical language

The antiseptic nature of language allows for the euphemism of linguistic cloaking to occur.  The corollary effect, however, is that it fails to provide a nexus to the humanity lost, and allows for an arrogance of language by imparting its distance and separation from warmth.

Clinical language has that characteristic, steeped in the mysterious and archaic history of Gregorian chants at altars once embodying the Eucharist’s theological secrets of transubstantiation with the priesthood undulating in phrases foreign to ears of modernity; and from that same pocket of incomprehensible linguistic sophistication that only New Englanders like Buckley and other intellectuals would bandy about with phrases we all nod at as if we understood them, comes the cold, clinical language that doctors, nurses and psychiatrists use in diagnosing conditions beyond the mere commoner’s ability to realize.

The clinical language bifurcates and objectifies; it is a way of keeping the discussion on a level of discourse where human emotions need not enter, will not intercede, and cannot invade through the impenetrable walls of the rational side of the brain.  Perhaps there is a need for that; a want, a desire and a worthiness to maintain that distance, so that the topics delineated, explained and obfuscated can be accomplished without the emotional turmoil of those consequences resulting from the realization that one is damaged goods beyond repair.

In the end, however, when the patient goes back home, discusses it with family, friends and close relations, the interpretive process must by necessity be utilized.

In former times, dictionaries were taken out, root words were defined and the Latin phrases whispered in secret murmurings of incantations incomprehensible were untangled, discerned and disassembled.  In modernity, we Google them and have the algorithm of computer intelligence in sunny California interpret the words for us to digest.  Then, the translation into the emotive language of kitchen-held talks in hushed tones where children strain to listen from stairwells around the corner; and tears wept, confidences given and lost, and the upheavals of families in crisis where the clinical language has been demythologized and demystified so that even the everyday person can recognize the human toil of a ravaged body and mind.

For the Federal employee and U.S. Postal worker who suffers from a medical condition, whether that medical condition has been diagnosed in clothing termed by the clinical language used by the medical profession, or already interpreted in common everyday usage, the plan is to prepare an effective, understandable, cogent and coherent Federal Disability Retirement application, and one that can bridge that gap from phrases barely comprehensible to linguistic descriptions that present a viable case.

Doctor’s reports and office notes, clinical narratives and treatment records are all useful and necessary, but in order to create that legal nexus of presenting a persuasive argument and meeting the standard of proof of preponderance of the evidence in a Federal Disability Retirement application, it is always a good idea to interpret and translate that clinical language into a delineation that touches upon the everyday emotions common to us all, by breaking down the bifurcated walls and allowing for the warmth of humanity to pervade the narrative of life.

Early Retirement for Disabled Federal Gov. Employees: Noted durations

Don’t you hate those “Apps” that reveal how much time you have taken to engage Activity-X or mindless-video-game-Y?

To engage in an aside for pure enjoyment’s sake is to get lost in the moment of leisure, to become engrossed and without a mind to time, problems of the world, circumstances of the present or the irrelevancy of one’s own station in life.  To read a book – perhaps of no great consequence, neither a “classic” nor a best seller of sorts; to push buttons in responding to a mindless video game; to have a silly electronic conversation with a spouse, a friend, a daughter or son aside from the seriousness of wisdom, guiding principles and life’s meaning couched in pointless meanderings without a compass of direction; and then we look down and realize that the cumulative duration expended has taken up a greater slice of our lives.

Now, that is irritating.  Yet, we cannot always and forever discipline ourselves to engage in the strict teleological essence of that which we are called to do or be.  Perhaps, in some former times when leisure was not yet an invented necessity, where finding basic necessities on a daily basis meant survival for that day or perishing in the pangs of growing hunger; or when our moments were occupied in service to a tyrant, a Lord or the King or Queen, whose very displeased nod could mean taking away one’s freedom and being banished into the dungeons of a rat-infested abyss where typhoid and other excrements of human dystopia ran rampaging through the horrors of a powerless populace; and of those times, people could with singular focus engage the toil of monotonous service without any mirth or joy but for a drunken state of euphoria here and there.

Do durations of time noted, in their aggregate, mean anything in the end?  If we have “wasted” such-and-such hours, or perhaps days and weeks that amount to a full year at the end of one’s life, does that mean that we have failed in our need to reach, to accomplish and complete the lifelong project of – what?  How many unmarked graves evidencing lives unrepentant for time wasted will be remembered for projects not completed?  We wait upon life, and life rewards by giving back silence.  We now have algorithms to show ourselves the extent of our wasted activities, and believe that we can improve ourselves by pointing out that which we stare at in wasting further time being anxious over noted durations that stand time still within the conscience of our own making.

For Federal employees and U.S. Postal workers who know the feeling of “waiting”, and have realized that noted durations mean that time has come to a standstill because of a chronic medical condition that simply will not go away, it may be time to prepare, formulate and file an effective Federal Disability Retirement application with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Time does, indeed, stand still, and noted durations serve to reveal to us that time wasted is time never recovered, and remaining in a constant state of fear because the medical condition has “angered” or otherwise irritated members of that “team” you once served in your former and healthy capacity, will never get “better” by staying put.  Noted durations are for those who want to remain in a perpetual state of inactivity, and for the Federal employee or U.S. Postal worker who needs to move onward to the next stage of life, such noted durations only serve to hold us back from throwing off the shackles of conventional and normative lives that whisper not the brightness of tomorrow’s future.

FERS & CSRS Disability Retirement: Of human frailty

Youth is the folly that disbelieves; middle age, of a progressive realization that the past does not lie, but teaches us of existent graveyards we may have passed unnoticed just yesterday, with question suddenly more prominent about mortality, the afterlife, and whether it is possible to cheat illness, death or debilitation from its awaiting wages.  Do we call out to the gods in a moment of desperation, ready to make a Faustus-like contract, or buy into the cosmetic youth-movement with lotions, fitness regimens and, in the end, surgical alterations to cheat the fates of time?  Of human frailty, there is no avoidance.

We can demand damage-control and engage in the peripheral tinkering where the god’s of malevolent intent care not because of the harmlessly futile attempts we employ; and, in the end, nothing subverts but merely detracts, and only extends just beyond the embrace of our own egoism so long as we avoid the hanging mirror in the privacy of bathrooms unlit.

What cosmetic and artificial superstitions we initiate matters little; for human frailty is part of the joke that the mirth of mythological gods make game of, with mocking repose during lighthearted times of boredom refracted.  Frailty steals the clothes that hide, leaving naked the humanness of what we are, unearthed to reflect the very soil from whence we came and to which we return.

Medical conditions unravel the façade we create and surround ourselves, hiding the little we don’t already reveal, like Adam in those Medieval depictions with a leaf leaving the imagination to view beyond the superficial coverings of our own lives.  For Federal employees and U.S. Postal workers who suffer from such medical conditions, such that they prevent the Federal or Postal employee from performing one or more of the essential elements of the positional duties slotted, the reality of human frailty comes to the forefront.

For, ultimately, the purpose in filing for Federal Disability Retirement benefits is twofold:  A recognition, acknowledgment and admission that the time has come to attend to priorities in life otherwise disregarded for too long; and an understanding that the history of human frailty does not merely depict and describe in dusty old books forgotten in the arcane halls of crumbling libraries, but lives on beyond the artificial facades of cosmopolitan egos that dwell beneath where the gods of fate, time and reincarnated echoes of forgotten graveyards remind with a cold whisper of tomorrow’s past.

Federal Disability Retirement Benefits: Contented misery

Does the one who strives for happiness as a goal ever escape the bonds of contented misery?  It is the ecstasy of a moment’s glimpse, and then the feeling is gone; for, such is the fleeting nature of a sensation, and more of an encumbrance than a plateau of embraced attainment.  Can happiness be gauged, like a heart monitor, taking one’s blood pressure, or in that millisecond of pain in determining the glucose level through the pinprick of time?

Once, in generations past, when neighbors asked of one another the state of affairs, the politics of an era, and listened by that long-lost tradition of taking one’s hat off, lazily fanning one’s self in the sweaty afternoon of the blazing sun, people used to actually pause during the day without a watch or cellphone to check and recheck; and conversations took the meandering deliberation of voices undulating without the tense pressure of time, money and restrictive covenants imposed by society’s need to compel movement.

Happiness was not the goal, but the byproduct of social interaction.  Misery was reduced to the loss of purpose, violation of normative values and now, in modernity, replaced with contented misery.  No, it is not an oxymoron, for it is a state of Being accepted by most and recognized by few, and the duality of a seemingly conceptual friction is merely on its surface; for, such an accepted state of being exists precisely because we seek that which can never be attained but for a fleeting moment, like trying to grasp, catch and hang on to the flowing robe of an angel as that heavenly being floats by with a sprinkling of residues depicting the regrets of our lives.

We become contented with our own miseries, because we seek to attain a state of Being which can never be the essence of life, but merely the flux of sensations resulting from man’s worthy journey akin to a teleological embrace.  Worth is tied intricately and inextricably with projects; and though Heidegger’s quip that such human work and activity is merely to avoid the inevitable encounter with Nothingness, it is nevertheless driven by a need to advance, a value in accomplishment, and a sense of creativity in the process of what we do, how we achieve it, and where we are going in life.

Contented misery is to exchange all of that for a moment of sensation, extrapolated to an unattainable and unreachable state of Being, and that is why misery prevails within a plateau of accepted contentment.

Such is the state of Being for Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal and Postal employee from performing the essential elements of one’s Federal or Postal position, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.  For, think for a moment – one’s career and mission in life is perhaps interrupted and impeded, and the Federal or Postal employee must consider alternatives, such as preparing, formulating and filing for Federal Disability Retirement benefits.

But if a sensation is all that is sought, as opposed to considering the next steps into the future – such as an alternative vocation in the private sector after obtaining a successful approval from the U.S. Office of Personnel Management – then contented misery will have won.  On the other hand, if a Federal Disability Retirement annuity is successfully obtained, there is a chance that the future may hold further opportunities, and the restrictions of a contented misery may be replaced with that which Man was compelled to engage:  a project or activity beyond the sphere of mere sensations.

Medical Retirement from Federal Employment: The immovable individual

Aristotle’s unmoved mover is an interesting conceptual posit:  it is based upon the cohesive compromise between the Pre-Socratics as paradigmatic examples encapsulated by Parmenides and Heraclitus – of the universe as seen in a singular “oneness” as opposed to embroiled in constant flux and change.

The unmoved mover consolidates into a synergistic compromise the pendulum between the two extremes:  Here is the apex of perfection representing unchangeableness, surrounded by the universe of flux and constant metamorphosis striving towards that paradigm of perfection; and so the world of alteration and the oneness of the infinite are balanced in a yin-yang of a complete whole.

Within this universe of the immovable and inconstancy reflects the types of individuals roaming the world – of the indecisive and hollow man without a moral compass, to the principled and uncompromising stalwart whom some would characterize as narrow-minded and radical in holding extremist views unshaken by cultural alterations and daily vicissitudes of undermined normative paradigms.

But history portends of change, and it is the mounds of human detritus that combine to reveal that flux is the foundation of successful adaptation for survival in Nature, as well as in human society – of business models that must follow the trends of cultural metamorphosis, to the embracing of a changing society and structures of sociological tremors throughout.  Yes, having principles to abide by is important; but Man is neither perfect like the Unmoved Mover, nor touching upon the residue of angels and gods who pride in the near-perfection of heavenly bodies.

The immovable individual – while principled and relied upon for foundational support – is often the one left behind because when life clashes with the ivory tower of conceptual constructs, not moving is tantamount to seppuku – the traditional honor-killing by disembowelment by the samurai.

That is often the problem with life, living and beliefs that one clings to; and for the Federal employee and U.S. Postal worker who has a view that one’s Federal or Postal career path must by necessity strive towards the Unmoved Mover, the problem is when a medical condition begins to prevent the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal positional duties.

Federal employees and U.S. Postal workers often will continue to work until it is detrimental to his or her own self-interest – i.e., to the cost of one’s health.

Yes, having a paradigm of principled beliefs is important, and yes, living by a moral compass can maintain the important foundation for integrity, loyalty, uprightness and reflecting all that is good in human nature.  But when reality clashes with principle – as when one’s view of working for “the mission of the agency” or for the good of the U.S. Postal Service begins to contradict one’s medical condition, then it is time to consider preparing, formulating and filing for Federal Disability Retirement benefits, whether the Federal employee or U.S. Postal worker is under FERS, CSRS or CSRS Offset, and not worry too much about being the immovable individual whose paradigm as reflected in how Aristotle’s Unmoved Mover may – while being a stalwart of perfection – be left behind in the dustbin of history’s irrelevant collection of ideas showing the vaunted state of angels no longer believed in, and gods removed because of the errors of myths and fantasies once created to tell the narrative of human folly.

Another oxymoron, of sorts.  There are many of them in life, and the longer we live, the greater recognition we purport to identify.  People often say things and don’t mean it; or, such declarative niceties are meaninglessly bandied about because there is never any intention of follow-up or fulfilling of statements made.  We all know of people like that – commitments made with words, but no actions to follow; promises allegedly posited, with failed remembrances later on; or, misunderstandings on your part, and never theirs.

When did words become so meaningless?  Was it when the national debt soared beyond the proportional number of lawyers graduated from unknown law schools and the pendulum began to swing towards that abyss of linguistic elasticity upon the President’s quibbling with the meaning of a verb in a scandal and cover-up leading to impeachment?

Or, did the pinnacle of time when substance was king become a bottomless pit of mindless vacuity when Smartphones were introduced into the fray of conversation-stoppers, where once we had to rack our neurological cells to remember whether it was Hank Aaron or Barry Bonds who beat out Babe Ruth’s home run lead, and in what year, and whether being on steroids made it count or not – now, replaced by Google or some app that only two generations hence can figure out how to download and use?

Once upon a time, substance meant the essence of a person – whether by moral fortitude, steadfastness in faith or belief, or by quiet feats accomplished but never spoken about in polite company; and vacuity was relegated to braggarts and unfaithful husbands, when emptiness of societal discourse combined to free a man to declare that the Beatles were greater than Beethoven, and somehow it was imaginable that the words of Dylan could win a Nobel Prize, despite such accolades being the frenzied rebuttal of a generation who could fathom a purist’s discontent.

Uneducated boors possessed substantive vacuity; and so does the Federal Agency and the U.S. Postal Service that fails to try and accommodate the Federal or Postal worker who suffers from a medical condition, such that the medical condition results in the necessity to file for Federal Disability Retirement benefits.

This is, indeed, a strange, strange world, and when a Federal employee or U.S. Postal worker comes to a point of needing to prepare, formulate and file for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the concept of substantive vacuity comes to the fore because, after all, we are dealing with a bureaucratic nightmare in the form of the U.S. Office of Personnel Management – a behemoth among juggernauts, wrapped in the conundrum of a puzzled but substantive vacuity.
