Federal Employee Disability Retirement: Life Choices

We all have to make them; and though we may alternatively want to curl up into a fetal position and wish the blunt world to stop bothering us, the decisions we make, and take responsibility for, reflect the state of maturity which binds us to age, experience and level of moral maturity.  It is, to a great extent, a superficial and shallow connotation and reference point; for, as the inevitability of choices to be made result from living in circumstances of our own making, so to imply that there is anything “substantive” in speaking about them undermines the very relevance of implication itself.

To live is to be confronted with daily choices; only the dead remain silent and require not the paths to pick.  Thus do mundane and pithy sayings originate.  Life is full of choices; the choices we make in life determine the future course of events yet indeterminate, but somewhat foreseen and predictable. Often, we avoid them not because of consequences untold, but for knowing the folly of our decisions.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition foretells of impending signs which the Federal agency and the U.S. Postal Service have, or will, impose and initiate, the time to begin preparing one’s Federal Disability Retirement application is “now”.  Yes, the Federal and Postal employee has up to one (1) year to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, in order to meet the Statute of Limitations for filing an OPM Disability Retirement; but as it often takes many, many months to prepare, submit and get an approval from OPM, so the decisions we make today will have future consequences untold but foreseen if choices are not embraced in a timely manner.

Life presents many choices, alternatives, and lists of items like entrees on a menu; but in the end, the choice made means that when the plate of food arrives, a check for payment will follow soon afterwards, and it is the expectation of the price to be satisfied which should prompt and motivate any decisions of delay for the Federal or Postal Worker who intends on procrastinating in the preparation, formulation and filing of a Federal Disability Retirement application through OPM, whether the Federal or Postal employee is under FERS, CSRS, or CSRS Offset.

Federal and USPS Disability Retirement: Change within Flux

The anomaly is that change occurs only within the context of constancy; for, if everything was perpetually in a state of flux, the very concept of ‘change’ would lose its meaning.  It is similar to the argument often made in philosophy where one posits that everything we perceive ‘is merely a dream’; yet, one cannot even arrive at a concept of dreaming until and unless we first acknowledge the reality and existence of a mind which dreams.  We therefore often confuse that which comes after by forgetting the preconditions which are required for positing the subsequent argument.

Ultimately, what is necessary is the foundation of any argument, in order for the flurry of changing activities to flourish.  But a balance must always be sought, and it is when change itself becomes a constancy, and overtakes the undergirding of stability, that one’s life becomes one of chaos and turmoil.

Medical conditions tend to do that to people.  The lack of relief from constant pain; the upheaval of psychiatric conditions, of panic-induced attacks and racing minds; of insomnia and non-restorative sleep; of medications which are necessary but have serious side effects; and the interruptions from stability by the necessity of doctor’s appointments, loss of time at the job, etc.

All appears to be in flux and turmoil.

For the Federal and Postal employee who suffers from such a treadmill of turmoil, consideration should be given in filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management.  It is offered to all FERS & CSRS employees.  Where work was once a column of stability, during a chronic and progressively deteriorating medical condition, it can become the source of increased stress and anxiety because of the lack of understanding or empathy from coworkers, supervisors and the agency in general.

Preparation of a proper and effective Federal Disability Retirement application is essential; flux, turmoil and change should be the intermission, and not the main event.  As such, reversal of course in order to establish the principle of life should be the goal:  of stability first, and changes thereafter.

Federal Employee Medical Retirement: Lives of Trepidation

Most of us live lives of subtle trepidation.  Whether borne of childhood experiences of insecurity or fears, psychologists and mental health professionals can perhaps shed some light upon a theory or proposed paradigm of explanatory adequacy.

In adulthood, it turns to reticence and self-limitations, where avenues are deliberately avoided and potentialities remain consciously unfulfilled.  It is all well and good for others to declare such pithy catchphrases, such as, “There is nothing to fear but fear itself,” and other such banners and choruses intended to lift up one’s spirits; but the reality of the harsh world around us more often than not confirms, magnifies and reinforces the very fears and anxieties which limited us in the first place.

Thus does one begin life with inborn fears, and stumbles about and experiences confirmations by the harsh reality which we encounter on a daily basis.

Medical conditions, whether physical or psychiatric, tend to magnify and delimit those subtle trepidations.  For the Federal and Postal Worker who finds him/herself with a medical condition which impacts one’s ability and capacity to perform the essential elements of one’s job, Federal Disability Retirement benefits, filed through the U.S. Office of Personnel Management, whether under FERS or CSRS, may be the best option and choice to take.

It is perhaps one avenue where a benefit does not confirm one’s subtle trepidations of life, but rather, counters it by allowing for a modicum of security, while pursuing another vocation, and concurrently allowing for that rehabilitative period of quietude in order to recover from one’s medical conditions.

It is well that such a benefit exists for the Federal and Postal employee; for, as a subset of the greater society which has no such availability to the benefit provided by Federal Disability Retirement, the “rest of us” must trudge along with those subtle trepidations and make our way in this harsh reality of our own making.

Federal Worker Disability Retirement: The Foreigner

The “foreigner” reflects a dual-edged phenomena:  on the one hand, the individual perceives the strangeness of his or her surroundings; on the other hand, those strangers from the “other” land may similarly view the foreigner with interest, suspicion, hesitation, etc.

It is a mutual encounter of cultural clashes.  The singular traveler into untried waters would welcome a friendly face, and thus is often susceptible to criminals and scammers in foreign parts who prey upon unwary tourists.  Within the context of the tourist industry, the “business” side of the industry wants to appear personal and attending to individualized needs, while at the same time dealing in large volumes through a bureaucracy of efficiency.

But being a “foreigner” can occur in one’s own country, too — as in the context of engaging an unknown entity, or an administrative process which is strange and different.

For the Federal and Postal Worker who has been a productive member of the Federal workforce for many years, it is a strange encounter indeed to have to contemplate filing for Federal Disability Retirement benefits.  The entire administrative and bureaucratic process is like stepping onto a foreign land and trying to navigate the streets, towns and cities within the context of trying to understand a language heretofore unfamiliar.

Filing for OPM Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, is an entrance into a land of peculiar and unknown foods and attractions.  For the foreign traveler, it is often best to seek the guidance of a tour guide.

Medical Retirement for Federal Workers: The Gatekeeper II

The image of the gatekeeper is a powerful one — for it represents both sides of an analogously identical coin:  of an insurmountable impasse from the perspective of a third party, as well as the key to entry and deliverance when seen from the subjective “I”.

Stress is ultimately an inevitable and inherent part of any workplace environment.

Each of us represents a gatekeeper of sorts; what we allow to bother us, and what stresses we embrace and transport into the quietude of our own homes, will often depend upon each individual’s tolerance for the wide spectrum of ability to filter the stresses impacting our lives.

The U.S. Office of Personnel Management is also a gatekeeper of sorts.  The Agency empowered to make determinations on all Federal Disability Retirement applications can open the door to allowing for that crucial rehabilitative time in a person’s life, where granting of a Federal Disability Retirement application will secure one’s future and change the course of one’s life in order to avoid, avert and allow for an environment different from the stressful one which is impacting one’s health and well-being.

Ultimately, the gatekeeper him/herself — the Federal or Postal employee — must make the decision to open the door or not, and to take the next step in determining whether or not it is time to file for Federal Disability Retirement benefits, whether under FERS or CSRS.  That decision — whether to open the door or not — is often the single most important step of one’s life, career, and future course of actions.

In the end, we determine who we are, what we want in life, and when the right time is, in overcoming the insurmountable; for the gatekeeper has the hidden key to the passageway to the Khyber Pass of our own future.

Postal and Federal Disability Retirement: The Agony of Beginning

Somehow, the agony of beginning a process is the most excruciating; why that should be so is a mystery, when the prefatory phase leading up to actually starting and engaging an activity is probably the period where most people experience the greatest anxiety.  By “beginning” is often a milestone of a mental nature, as in coming to a decision to initiate an activity.

Then, the question remains of bridging the chasm between the thought and the physical action of “doing it”.  Thus, one can “decide” to perform X in one’s own mind, but never actually implement any objectively ascertainable steps to manifest any signs of having begun the process in order to reach point Y. Beginning the process must follow a sequence of steps.

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, it is important to close the gap between thinking about it, and actually doing it.  Agencies often get frustrated with mere words; they want to see some evidence, some progress; and even if it is information regarding having retained a Federal Disability Retirement attorney, or some communication concerning the process and the progress made, will often delay an administrative action or sanction contemplated.

As OPM takes an inordinate amount of time in making a decision on any given case, it is important to take the necessary initial steps, and to submit a Federal Disability Retirement packet within a reasonable period of time, and to shorten the period of agony and anguish, by initiating the administrative process of Federal OPM Disability Retirement.

Medical Retirement Benefits for US Government Employees: Questions Abound

Questions abound when first encountering the possibility of needing to file for Federal Disability Retirement benefits, whether under FERS or CSRS, from the U.S. Office of Personnel Management, and that is a natural course of events.  It is tantamount to the proverbial admissions that one’s “mouth speaks faster than one can think,” because of the sudden flood of concerns, potential problems, future-oriented probabilities and the anxieties associated with the unknown.

It is thus often important to systematically categorize the questions and concerns into that which needs to be done immediately; that which can be accomplished within the next 30 – 60 days; and that which must be considered for the long-term.

Such time-imposed trifurcation of tasks, questions, concerns, etc. to place into neat segments will help in managing the daunting task of preparing a Federal Disability Retirement application, especially when one considers that attending to the care and treatment of one’s medical condition requires time and attention as a priority.  By categorizing and pigeonholing questions into their appropriate time-slots, it will help to manage the onset of natural anxieties which are always felt by encountering the new, the complex, and the unknown.

Questions will always abound; how and when to answer them is the key to maintaining a sense of calm and competence while retaining an aura of peace.

CSRS & FERS Medical Disability Retirement: Choices

One immediately hears it in the voice — of the frustration and desire to simply give up.  But “giving up” is simply not a choice, if one refuses to acknowledge such an option and fails to place it on the roster of listed alternatives.  Part of the human factor in preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, is the chasm of the unknown.

No, there is never a guarantee that one’s Federal Disability Retirement application will be approved, just as there is never a certainty that one’s treating doctor will support the patient’s need to apply for Federal Disability Retirement benefits.  It is the unknown — from whether the application for Federal Disability Retirement benefits is sufficient to obtain an approval from the U.S. Office of Personnel Management, to whether the doctor’s report is “strong enough”; from what steps the agency will take to try and undermine a Federal Disability Retirement case, to the long and seemingly endless wait while one’s case simply sits on the desk of some Case worker at the U.S. Office of Personnel Management — the aggregate of all of these constitute and comprise the “unknown”.

There are cases where a thin sliver of medical documents result in a quick and uncomplicated approval; others, where a voluminous binding of reports, diagnostic tests and medical records result in scant attention and a denial. Often, it seems somewhat arbitrary.

It is the “unknown” and “unknowable” factors which heighten the time of anxiety.  But through the entire administrative process, the singular choice should always be clear:  to move forward.  And sometimes, to do so is to merely wait, and disregard the unknown or unknowable.

Disability Retirement for Federal Workers: Discretion, “What Ifs”, Etc.

The anxiety and angst which accompanies the preparation, formulation and filing of a Federal Disability Retirement application under FERS or CSRS, from the U.S. Office of Personnel Management, is on the one hand understandable, and yet, because it is an administrative process which may potentially involve multiple stages, and require investment of an extraordinary amount of time, and because it is requires a rationally-based approach in meeting the legal criteria for approval, it must be viewed and approached with a quietude of professionalism.

There are obviously times when the Statute of Limitations is about to impose some restrictive encroachment of formulation, and thus one must respond appropriately.  And, much of the decision-making process involved in whether to attach X-document, or to include Y-statement, is a discretionary matter — one which should often be left to an OPM Disability Attorney who has had some prior experience in the matter.

But the “what ifs”, as in, “What if I say A” as opposed to “having said B” is something which should be avoided.  Obsessing over singular statements — even if it is true that a denial of a Federal Disability Retirement application could potentially focus upon a statement, characterized in a wrong manner, or taken out of context (as OPM often does) — is normally unproductive.

While most “mistakes” in a Federal Disability Retirement application can be corrected, explained or expanded upon into obsolescence, one thing which cannot be accomplished is to put artificial blinders on OPM in the event that something is stated or submitted which otherwise should not have.  Even if one were to refile at a later date, once a CSA Number is assigned to a case, the U.S. Office of Personnel Management maintains the original documentation which was filed with their office.

OPM Disability Retirement: Medical Conditions & the Holidays

Part of the problem for the Federal or Postal employee who is contemplating preparing, formulating and filing for Federal Disability Retirement benefits from the Office of Personnel Management, whether under FERS or CSRS, is the vicious cycle of work, attending to the medical conditions, attempting to recuperate, being exhausted and profoundly fatigued because of the need to work, compounded and exacerbated by the worry and anxiety of securing one’s economic and financial future.  

Further, the “Holidays”, as this time of year is identified, can further complicate matters, because of the need to appear joyful and festive, thankful and at peace.  Medical conditions have a way of epitomizing the present reality of one’s condition, and the traditional obligation of festivities and family gatherings can often complicate matters.  

During this time, however, it is best to recognize that the administrative process of preparing, formulating and filing for Federal Disability Retirement benefits cannot be accomplished, if only because the Federal Government essential becomes non-operational during the next couple of weeks.  Given that, it is best to approach the entire process as being a suspended time for everyone, and to temporarily set aside the worries, anxieties and need to accomplish or be productive.  Use it to recuperate.  There is always the coming New Year.
