Disability Retirement for Federal Workers: The Loyal Mascot

Mascots are loyal by definition.  As they symbolize the team, organization, group or particular population as a representative spokesperson, any conduct of disloyalty would be considered anathema to the entity.  The converse concept, of course, is rarely investigated, but should also “by definition” be true: the organization or entity should remain loyal to the mascot through whom the representative reputation is upheld.  However, when the symbol of the mascot no longer serves the purposes of the entity, the appearance may be altered; a wholesale exchange for another symbol may be entertained; or perhaps the very need for the mascot may be scrapped.

For the Federal or Postal Worker who has sacrificed a good part of his or her life to the advancement of “the mission” of the agency, the feeling of being a mascot is often an effervescent quality.  Missions and causes are meant to be motivational focal points; a foundational rationale greater than one’s own lifetime of incrementally monotonous trivialities will provide a sense of purpose and destiny.

Such effervescence of feelings, however, can suddenly end, when an intersection of one’s destiny is interrupted by a medical condition.  For, it is precisely the harshness of a medical condition which suddenly awakens the soul, and contrasts those things once thought to be important, against the being-ness of mortality.  For Federal and Postal Workers who suffer from a medical condition, where the medical condition suddenly impedes the Federal or Postal Worker’s ability and capacity to further “the mission” of the agency, contemplation in filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS or CSRS, should always remain a viable option.

It is unfortunately a time when being the mascot for the agency may need to end.  The failure of effectiveness may result in the agency taking steps to terminate “the mascot”; but before that occurs, it may be better to take hold of the reigns of destiny, and begin the process of securing one’s future without regard to what the agency may or may not do.  Loyalty is supposed to be a bilateral venue of concerns, but is almost always to the benefit of the larger organization at the expense of the individual.

Filing for Federal Disability Retirement benefits allows for the Federal or Postal Worker to consider the future and to leave the days of symbolism behind.  As medical conditions awaken the prioritization of life’s elements, so filing for Federal Disability Retirement is often the first step in recognizing that the days of the mascot may be over, and to come out from behind the symbolism to step into the fresh air of life.

FERS & CSRS Disability Retirement for Federal and USPS Workers: House of Cards

The proverbial metaphor referring to the House of Cards is well-known to most: it symbolizes the fragile nature of that which we so carefully construct and devise; the time, effort and sensitive touch needed, sometimes holding one’s breath lest a puff of passing turbulence should undo the work of uncommon concentration. But who among us applies the same levity of construction upon the actual foundation we build in real life?

It is clear that the fragile nature of careers, built upon years of relationships, garnering loyalties and cultivating awards, performance reviews, meaningless pats on the back, and encouragement meted out ever so sparsely. How little we require in payment for our unswerving loyalty and fealty to an uncaring entity, but for commendations constituted by cardboard casts?

For Federal and Postal employees, the House of Cards if often finally recognized when a medical condition begins to impact one’s ability/inability to perform all of the essential elements of one’s job. Loyalties are suddenly and conveniently forgotten; past awards become irrelevancies brushed aside like memories shuffled in the mind of an amnesiac; and those glory days of quick smiles and congratulatory looks of adulation are replaced with grimaces and furtive looks accompanied by hushed whispers of sneering conspiracies; and so one is suddenly thrown under or overboard — another proverbial metaphor — the bus or the boat.

Federal isability Retirement is a benefit which is a “safety net” in the sense that it pushes back against the fickle ways of agencies and departments; it is a safeguard against the world of short-term memory banks held by faceless entities. Filed through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS or CSRS, it allows for the Federal and Postal Worker to exit the Federal workforce with dignity, and a certain semblance of security, and thereby leaving behind the leaning House of Cards for residency by those more able to continue to hold up that which faces the inevitability of chaotic destruction.

OPM FERS/CSRS Disability Retirement: To Whom Do We Owe Our Allegiance?

Whether allegiances are formed by a natural predisposition to an innate need to “belong”; or, as human beings are essentially social animals with a historical essence embracing a herd-mentality, it is a natural component within the personality, characteristic, and in-born psyche of our society that we crave a macro-personality above and beyond the micro-being of our individualism.

We give our allegiances freely, without thought, and with nary a price to be paid.  It happens naturally, within the context of our personal lives, our families, friendships, and in the employment arena.  One enters into a position, and before one is even aware of the potential consequences and pitfalls, you are deemed to be part of “that group”, under the mentorship of X, or suspected of surrendering your fealty to a particular management.

For Federal and Postal employees, whether under FERS or CSRS, such unthinking loyalty occurs almost immediately upon entering the Federal sector and workforce.  But one quickly learns that such mindless fealty is a unilateral embracing of an age-old puzzle: of what benefit does one accrue, and how strong is the fealty when tested?

The Federal and Postal worker who suffers from a medical condition, such that the medical condition impacts one’s ability to perform the essential elements of one’s job, quickly finds that “loyalty” to the organization is a unilateral concept, and never bilateral, where the agency owes anything back to the individual Federal or Postal employee.

That is when one begins to ask the question:  To whom, and for what, do I owe such unwavering loyalty?  It is only when this question is asked, that the Federal or Postal employee begins to look out for his or her own best interests.  Federal Disability Retirement benefits are available for those who find that the loyalty once relied upon is merely an empty chasm of broken promises and returned emotional items of defective goods; and the herd which once appeared to protect, is acting suspiciously like a predator in waiting.

For the Federal or Postal Worker, whether under FERS or CSRS, filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management is not a violation of one’s fealty to the agency; such blind loyalty, one must understand, never existed, except in the creative mind of a bureaucracy which dresses in wolf’s clothing in order to lure one into the trap of self-immolation.

Postal and Federal Disability Retirement: The Disjunctive between Words and Actions

In symbolic logic, there is the disjunctive which allows for a choice between two elements, and one must exhaustively pursue the symbolic “tree” in order to arrive at a logical conclusion.  At each fork in the road, there remains a choice; the pursuit of each road leads to the answer one searches for.

Similarly, in life, one is often confronted with such metaphorical “forks in the road“, and the choice which one embraces will determine whether the path taken leads to — if not a logically sound outcome — a reasonable judgment.

Throughout the career of the Federal or Postal employee, a sense of “loyalty” is stressed; that if one works hard, one will be rewarded; if the agency succeeds in its accomplishments, the individual worker who contributed will be acknowledged, praised, etc.  But the true test of sincerity is actions, not more words.

When the time comes when a Federal or Postal employee is overwhelmed by a medical condition, such that the medical condition impacts one’s ability to perform one or more of the essential elements of one’s job, then that is precisely the time to “cash in” on that loyalty which the agency had previously and so honorably declared to be of penultimate importance.

Don’t count on it.

If one’s agency indeed confirms the sincerity of its words, then that is an exponential benefit to the process of one’s life and career.  But short of that, one has reached a true “fork-in-the-road”, tripartite in character, and the choice is often one of walking away, being constantly harassed, or filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management.

Federal Disability benefits were always part and parcel of a Federal or Postal employee’s total compensation package.  It was part of the reason why you “signed on” as a Federal or Postal worker.

When the appropriate time comes — when a medical condition prevents you from performing one or more of the essential elements of one’s job — then it is time to go down that path, and pursue the tree of logic, and look out for one’s own best interest — and not merely be blinded by the words of an agency which somehow declares a state of amnesia when it comes to such vainglorious words like honor, loyalty, and the mission of the agency.

FERS & CSRS Disability Retirement for Federal and USPS Workers: Loyalty & the Agency

It is always with repetitive lack of creativity and imagination that one refers back to an animal generically identified as “the dog” when speaking about loyalty and fidelity.  Dogs have an innate capacity for adhering to that virtue, if indeed it is a virtue, to remain loyal despite adversity and mistreatment and maltreatment.  And even when they exhibit a flash of anger or rebelliousness, they quickly feel regret and sorrow for their actions.

Such statements, of course, are generalized and not universally true; for there are some dogs which become vicious or exhibit traits of remorseless aggression; but that characterization fails to fit the human paradigm.

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, there is often a dog-like quality with Federal and Postal employees in refusing to proceed with a Federal Disability Retirement application.  Loyalty, fidelity — all in the face of maltreatment by one’s agency — seems to remain a psychological obstacle; as if conceding that one’s medical condition  prevents one from performing one or more of the essential elements of one’s job somehow diminishes the loyalty one has sacrificed for an agency which ultimately could care less than farthing about one’s health, future or well-being of the Federal or Postal employee.

Strike a dog and it will likely look to its master to find out what it did wrong; mistreat the Federal or Postal employee who suffers from a health issue, and [you may fill in the blank] …

Medical Retirement for Federal Workers: The Unplanned Event

One always likes to think of the present state of affairs as one resulting from the systematic planning put in place years ago — as in the proverbial “comfortable retirement” that was set in motion through wise investments and retrospective prognostications which were presumably based upon sage advice.

But life rarely works that way.

Yes, the analogy of the treadmill, or of taking one step forward and two steps back, all apply.  There is a famous line in a British rendition of “Emma”, in which the father mumbles beautifully, “Life is like going from one bowl of gruel to another”.

Those who come to a point of contemplating filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, often find themselves in a similar situation.  One works tirelessly, thinking that such hard work will reward itself by growing one’s nest egg, where savings develop over time; where within-step-increases come because of meritorious behavior; and where loyalty to, and from, one’s agency is strengthened and established because of the time, effort, and hard work one has, and will, put in.

But then the unplanned event surfaces.

In the beginning, one can fool one’s self and say that it is merely temporary, that it will all go away, and that one needs only to survive for the next coming day.  But the unplanned event can be just as effectively destructive as the planned one, and the results just as final.

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, it is best to see the neutrality of one’s circumstances — for, it matters not whether one “planned” for a medical condition; rather, the point is that, once accepted as a fact, it is the extent and effort of planning after the revelation of an unplanned event, which will make all the difference in one’s life.

Postal and Federal Disability Retirement: Certainties and Presumptions

Life presents conundrums of certainties and presumptions; the former in order to retain sanity; the latter in order to appear sane.  A certain event is one which is expected to occur because of a natural law, a habitual repetition of reliance, or because the daily routine has engrained it upon our consciousness.  A presumption is a wish for certainty which may not even be rationally-based, but one in which we conclude will likely occur because of past events, contextual probabilities, and a sense that the present should reflect the historicity of the past.

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, it is best to establish the strict bifurcation between certainties which are clearly so, and avoid presumptions.

It is certain that Federal Disability Retirement is a process which will likely require multiple stages to obtain; it is certain that the Office of Personnel Management will scrutinize each Federal and Postal employee’s application and find it deficient or inadequate; it is certain that one’s agency will likely be two-faced and feign loyalty and support but act in ways which defy such declarative embracing of the Federal or Postal employee.  Conversely, one should never presume that one’s case is a “slam-dunk”; nor that OPM will make a decision sooner than later; nor that OPM will provide a rationally-based reasoning for denying a case.

Hume and Berkeley aside, we live in a world where cause-and-effect are relied upon, and where the world does not merely depend upon our perceiving it; but certainties should always be tempered with an understanding that Federal Disability Retirement is an administrative process which must be fought for, then protected, and presuming an easy path with any Federal agency is to defy the logic which both Hume and Berkeley took to the extreme.

CSRS & FERS Medical Disability Retirement: The Friendly Supervisor

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, the Supervisor — and therefore the Agency itself — will be informed of one’s application for Federal Disability Retirement, because of the requirement of the SF 3112B.

Standard Form 3112B is the “Supervisor’s Statement”; it is a form which needs to be completed by a Supervisor of the Federal or Postal employee who is applying for Federal Disability Retirement benefits.  Because the form must be completed by a Supervisor of the applicant, it is therefore presumed that “others” at the agency will come to know that the Federal or Postal employee has filed for Federal Disability Retirement benefits.

Often, the question is asked as to “when” the Supervisor should be informed of the employee’s application.  It can be a touchy issue.  Because the Federal or Postal employee contemplating filing for Federal Disability Retirement benefits often feels a certain sense of loyalty, especially if the Supervisor has been “good” to him or her, the instinctive sense is to inform the Supervisor sooner, rather than later.  But remember that loyalty in the Federal government is almost always a unilateral approach; it runs one way — from the individual to the agency; rarely is it bilateral, where it runs both ways.

Further, once a Federal or Postal employee contemplates filing for Federal Disability Retirement, the loyalty of the Supervisor is normally seen as connected to, and only to, the agency; and the very fact that an employee has mentioned the term “Federal Disability Retirement” is often the turning point of any connective loyalty.

Loyalty is what one is doing now and for the future, not what one has done in the past.  Such words may invoke a sad truth, but one which should be heeded.

Federal Disability Retirement: Working while Waiting

The question is often asked whether a Federal or Postal employee is able to, allowed to, or can work, while filing for and awaiting a decision upon, a Federal Disability Retirement application under either FERS or CSRS from the Office of Personnel Management.  The subtle distinctions to be made between “able”, “allowed” and “can”, of course, are done purposefully.  

Within the medical restrictions, condition and extent of severity of the medical conditions, most Federal employees are able to continue to provide some level of productivity within his or her position with the Federal government.  

Whether a Federal or Postal employee is allowed to work while having filed for Federal Disability Retirement benefits is a separate question, but for the most part, agencies allow the employee to continue working — sometimes in a light duty capacity (especially where certain essential elements of the job may pose a danger because of the medical restrictions imposed), but often in a temporarily reduced capacity.  Thus, the “allowed” category is essentially up to each individual and independent agency, but for the most part agencies do allow Federal employees to continue to work.  

The latter distinction — whether a Federal or Postal employee “can” work — is a hybrid of the previous two categories.  Most Federal and Postal employees must work, out of economic necessity, and therefore will force themselves to continue to work as long as possible.  

The Federal or Postal employee who can continue to work, will work, and can do so to the extent that the Federal Agency or the Postal Service will allow the employee to perform some, if not most, of the essential elements of one’s job.  It should be a coordinated effort between the Agency and the employee who has shown his or her loyalty these past many years, but unfortunately such coordination breaks down somewhere during the process.  

During the trying times of preparing, formulating, filing, then waiting for a decision on a Federal Disability Retirement application under FERS or CSRS, the time for an Agency to show that the concept of “loyalty” is a bilateral proposition should surface — if only for the time to complete the process.
