FERS Disability Retirement Benefits: Maintenance and Repair

We know the difference; of performing regular maintenance as opposed to the necessity of repair when something breaks down.

In recent years, there has arisen a cottage industry for every type of mechanical device: Of heating units and cooling systems; of automobiles; of computers; snow blowers, etc.  Maintenance is the yearly or semi-annual need for attending to required cleaning, parts-replacement and other issues — in an effort to prevent a breakdown.

Repair is when the breakdown occurs, and when we can then blame either the failure of maintenance as the failed preventative measure (now, in reflection, thought to have been unnecessary), or the question as to why such maintenance failed to detect or otherwise forecast the failure.

Words chosen bespeak of the artfulness of the one who chooses them, but the true artist remains anonymous and allows for the words themselves — the “artwork” of the word-meister — to make its quiet impact.  It is the vehicle of communication; it is the goal of the sentence, the “umph” of the connotation and the hyperbole of a paragraph’s ending.

In a universe inundated by words — some would argue that the essence of modernity is people merely spewing out words, because that is all we ever do, now, and can do, is to talk a lot without getting anything accomplished — and thus the importance of the chosen word, or more precisely, the carefully chosen word, becomes all the more significant.

In this post-modern era, the question is no longer about Truth or Falsity; rather, it is about sifting through the maze of overabundance, where the impact of words fail us precisely because we can no longer appreciate the subtlety of connotations, derivations, implications and innuendo.  As brashness blunts the art of derivative meaning, so overabundance of words dilutes the craftsmanship of a well-composed sentence.

It is like the orchestra with one too many violins; the extra becomes an overkill to the sensitive ear that cannot differentiate because the sounds of repetition dulls the distinctiveness of each.  Words await to be chosen, lost in the void and vacuum of unused dictionaries, and in this age of the Internet, forever relegated to the ethereal universe of the vanquished scenery of outcasts and extinguished, waiting to be rescued for an insertion into a sentence, a hyperbole within a parenthetical clause, or a hyphenated relevance amidst a sea of declarative thoughts.

For the Federal employee or Postal worker who must consider preparing an effective Federal Disability Retirement application, to be ultimately submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the thing to remember is that the final Federal Disability Retirement “package” that is filed with the U.S. Office of Personnel Management is a “paper presentation” of a bunch of jumbled words — “jumbled”, unless each has been carefully chosen in order to communicate effectively, well, and persuasively.

OPM Medical Retirement: The Process of Decision-making

Have you ever wondered how decisions are made?  What is the process, and who determines whether or not the methodology engaged is the “right” one or the “wrong” one?  What data is analyzed?  How is the evaluative input assessed, and to what extent does “missing” information impact the process?

On a spectrum of decision-making, there is on the lower side of an imaginary graph the “process” of choosing a flavor of ice cream.  Most would agree that it is based upon a purely subjective, appetitive basis, where the foundation of the process of decision-making (if you can even call it that on such a rudimentary level) is based upon one’s taste for a particular flavor, and whether or not one has a present desire for the intended food.

Can other factors come into play?  Of course – for example, say you just read an informative article that all flavors in category X contain a carcinogenic compound, however slight in volume, that over time may cause harm, whereas all other flavors (“Category Y”) are exempted and are considered “safe”.

Now, how much of that data enters into the decision-making process of choosing the ice cream flavor?  For, in order for such information to enter into the equation, one must first engage in the prior decision-making process upon the article itself – i.e., is it factual or does it contain unfounded opinions?  How “scientific” is the evidence?  Does the author have a conflict of interest – i.e., is he being paid for writing the article, and by whom?  Perhaps the author works for the industry that produces all Flavors Y and wants to advance a competitive edge over all Flavors X by harming or destroying, or placing seeds of doubt into the minds of customers who might consider those other flavors?

Placing weight and credibility upon the article itself must first involve a process of decision-making; then, even after such a judgment on the information received, how much of it will impact upon the decision-making process of choosing a flavor of ice cream?  One might conclude, for example, that the article on carcinogenic ingredients is pure bosh and disregard it – but even in that instance, if you chose the category of Flavors Y, can you ever be sure that you discarded it completely, or perhaps in your subconscious mind you attached your allegiance out of fear and caution?  How will you ever know?

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, the process of decision-making in preparing, formulating and filing an effective Federal Disability Retirement application can be a complex and complicated one.

One’s future is involved; one’s investment in a career; the health concerns, the deteriorating capacity to continue in one’s chosen line of work, and the increasing difficulty of hiding the medical condition – all, and so much more, must be considered before initiating the process of a Federal Disability Retirement application.

OPM Disability Retirement: The Netherworld between Sleep and Wakefulness

There is that moment of haziness, where sleep has not yet overtaken and consciousness has not yet been fully lost, where the philosophical abyss of Kierkegaard’s Either/Or stands in relation to knowledge, truth, insight and puzzlement, and where questions abound concerning the relationship between words and the objective reality of constellations clashing amidst bursting stars and black holes.

Sleep is a realm sought after; restorative sleep, a state of being which, without explanation or cause, we accept as a necessity of life’s conundrums.  Without it, or because of a lack thereof, functionality deteriorates, awareness becomes overwhelming, and the capacity to tolerate a normal level of life’s stresses becomes an issue of sensitivity and tearful breakdowns.  Sleep brings us to the other side of darkness; wakefulness, this side of paradise.

Whether because our genetic code has not yet adapted fully through the evolutionary process of survivability, or that technology outpaces the capacity of human intelligence to withstand the constant bombardment of stimuli upon organic receptors devised merely for hunting or gathering, we may never figure out.  Regardless, many are like the sleeping dead, where the netherworld between sleep and wakefulness remain unchanged, and profound fatigue, daily exhaustion and untenable mental fogginess and loss of intellectual acuity impacts one’s daily ability and capacity to make a living.

For Federal employees and U.S. Postal workers who must contend with such an exacerbating and complex state of health, the reality of going through the day, of coming home exhausted and forlorn, yet unable to turn that profound fatigue into a period of respite and restorative sleep, is a reality faced with the concerns of being able to continue in one’s Federal or Postal career.

In algebraic equations, it is that unknown variable which remains elusive and concealed, and which must be figured out in order to arrive at the conclusion.  We love those teachers who inform us that “credit” will be “given” for work shown, and that it is not so important to come up with the answer as opposed to the methodology manifested in reaching it.

And so we devised a complex network of signs and symbols, hoping that they concealed the ignorance of our unlearned lack of wisdom.  But the fact remains that leaving the factor unexplained and unfulfilled is like turning one’s back upon a helpless puppy abandoned in the middle of a busy freeway; somehow, the hollowness of leaving behind haunts one with a sense of incompleteness, like the puzzle with a missing piece.

These vestiges of psychological appendages, like damaging mollusks on the underbelly of a drifting boat, remain long after the effort to solve the equation is abandoned; for, in life, we think that all variables have an answer, if only we had listened carefully in the classes we skipped or during which we daydreamed and slept.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to seriously impact one’s ability and capacity to fulfill the positional requirements (or “essential elements”) described, the thought of abandonment through resignation or termination leaves that same taste of dismay and fear, like the residue of pine-goo on the palm of one’s hand.

Federal Disability Retirement: The Trinkets We Hold Dear

If value of item determines retention of possession, then few trinkets would survive the test of economic viability; but a quick perusal of one’s home will often discover large caches of sentimental liabilities strewn throughout.  What determines value, then?  Is it the monetization of an item?  Or perhaps the psychological attachment, combined with the economic forces in capitalism of supply and demand?

Real estate values soar and plummet daily, and when one considers the “high end” fluctuations where market reductions may comprise differences in the millions, one wonders about “true value” and “false valuations” of goods and services whether small or large.  If you go through your house and begin to account for the trinkets we have amassed, is it because of the monetary value attached that we continue to retain it, or the memories and golden threads of psychological ties which bind?  Is it not often the same with other issues in one’s life — of even friendships, pets and jobs?

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to prevent one from performing one or more of the essential elements of one’s positional duties, the question one needs to ask at the outset is:  Why are we holding onto this trinket for dear life?  Is it really worth it?  At what cost?  What are the ties that bind?

Federal Medical Retirement: Recalibrating the Reset Button

Preparing for life’s vicissitudes can be a daunting task.  Some never acquire the skills necessary to accommodate the winds of misdirection; others stumble through like a drunken sailor walking down fate’s gangplank, seeing the end but failing to adapt in time to prevent the calamities forewarned.  The very few somehow manage to engage the transformation, like a chameleon who responds to the surrounding environment by becoming invisible within the subtleties of life.

Change is the inevitable essence of life.  From alterations occurring from growth — from birth to adulthood, then to aging decay — to the physical universe of constant transformation; the world is represented by the various metaphors and symbols of permanence and change, of Yin and Yang, of Parmenides and Heraclitus, and in modernity, of the recalibration of the reset button.

For Federal employees and U.S. Postal workers who find themselves with a medical condition which impacts the Federal or Postal employee’s ability and capacity to continue in his or her present career, it is precisely that fear of change which precludes one from engaging in the necessary steps required to adapt, transform, and reset.

If insanity is defined as performing acts of failure repetitively, then the world must by definition be insane, and the Federal or Postal employee who continues down the same path despite all of the headwinds and warning signs present, should be placed in a straightjacket and confined to the halls of antiseptic whitewashed rooms.  Change is always difficult; but it is a necessity of life.  It is the life spring of a vibrant community; and its opposite is a parallel universe of decay, decrepit degradation, and destructive degeneration of death and desperate deterioration (and so, why is the alliteration of negation so rampant with the letter “d”?).
