CSRS & FERS Medical Disability Retirement: Time as a Valued Commodity

At what juncture in the course of human lives the linear progression of “time” on a continuum of history became of prominence, philosophers, psychologists and historians may differ.  Certainly, animals are aware of the general importance of seasons; daylight and nightfall mark bifurcations of being alerted for purposes of seeking refuge against predators, as daytime dangers are quite different from night stalkers.

The measurement of time became ensconced with the invention of the timepiece.  When utilization of the watch, clock, digital devices, etc., established the cutting up of the world into unit measurements, it became a commodity of value because of its limited supply, and the increasing demand for greater productivity within each measured unit.  It is this ascription of “value” which one must contend with, in all aspects of modernity, in the daily living of one’s life.

For Federal and Postal employees who are seeking a quick fix — of one’s medical conditions, as well as securing the opportunity to obtain a Federal Disability Retirement benefit from the U.S. Office of Personnel Management — complex considerations must always be weighed in an effort to “save time and money”.

If an OPM Disability Retirement application is not properly put together at the outset, it will waste valuable time in the long run, precisely because one will have to contend with a denial and a Request for Reconsideration, as well as a potential appeal to the Merit Systems Protection Board.

Filing a Federal Disability Retirement application can never be a “sure thing”, because it depends so much upon the evidence one must gather, in order to prove one’s case by a preponderance of the evidence.  But the saving of time will be achieved by putting the best case possible in every Federal Disability Retirement application.

The commodity of time is a recognition of its value in modern life.  It is a feature of linear human progression which simply cannot be ignored.

Federal Worker Disability Retirement: Continuing Care

A medical condition never has a simple solution; depending upon the nature, extent and severity of the condition, it must be “managed” and attended to throughout one’s life.  Similarly, while “filing” for one’s Federal Disability Retirement benefit is an “event” which may constitute a series of actions which results in the “approval” of a Federal benefit, the benefit itself must be “managed” and cared for throughout a process of continuing retentive procedures.

One cannot assume that once the benefit of OPM/Federal Disability Retirement is obtained — given the hard fight which one must engage in — that the process is thereby over.  That is the reason why the foundational building-blocks which form the underlying administrative process — of the decision of which initial medical conditions to include in one’s Statement of Disability; which medical evidentiary documentation to include; how one should linguistically characterize the impact of the medical condition upon one’s job, tasks, positional duties, etc. — is of great importance in establishing the pattern of management for the future.

For, as other issues, both economic and medical, may potentially intrude upon one’s Federal Disability Retirement annuity (i.e., whether one has earned income above or below the 80% rule; whether one has been restored medically such that OPM could argue for termination of one’s Federal Disability Retirement benefit, etc.), it is important to maintain a stance of managing one’s Federal Disability Retirement benefit throughout one’s life, until one reaches the bifurcation point at age 62 where it becomes “converted” to regular retirement.

Federal Disability Retirement: Gathering All of the Pieces

Multi-tasking is a concept which suddenly came about, but always existed. The idea, the concept — the identifying name itself — is secondary; ask any mother caring for her children throughout the day, whether or not she has to “multi-task” and you will be given a look of puzzlement.

When a medical condition is impacting one in performing one or more of the essential elements of one’s job, or in performing the daily activities, chores and life-requirements on one’s “to-do” list, then the concept itself begins to have some relevance.

Most of us not only do 2 or 3 things at a time; we must, in this technologically fast-paced society, do that and more.  But in preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, the attempt to gather the necessary pieces in putting together one’s case, and in an effective and persuasive compilation of proof, becomes not only difficult, but another obstacle.

For, not only does the Federal or Postal employee need to continue to work in attempting to remain employed (for most Federal or Postal employees who are filing for Federal Disability Retirement benefits, continuation of work is a financial necessity), but further, the added burden of gathering all of the medical documentation, putting together a compelling enough Disability Retirement application, etc., becomes an overwhelming feat.  But the pieces do need to be gathered; the puzzle needs to be carefully crafted and put together.

It is another task in the multi-tasking world of today– one which is necessary to secure one’s future.
