Federal Employee Medical Retirement System: Smiley, Ace of Hides

Similarity of consonant alliteration can evoke and prompt collateral thoughts and memories; likewise, phrases which sound somewhat familiar, yet distinctively remain apart.

Historically, spies were the masters of subterfuge, of appearing as that which they are not.  Then, of course, there is the complexity of the “double agent”, where the appearance is twofold in concealment:  acting with apparent fealty to one source, pretending to be diabolically loyal to a second, when in fact reverting back to the first; and the potential play upon an infinite multiplication of conundrums involving questionable ties of patriotism.  Smiley was the ace of them all, as the fictional character of unperturbed and unflappable creation by John le Carre.

In real life, as in the world of imagination, it is indeed the facial characteristic of the smile which hides; and it is that much more pronounced with the addition of the electronic smiley face that is thoughtlessly pasted whenever deemed appropriate.  Because the smile covers all defects, hides much reality, and conceals deportments of denigrated despair, it remains the choice of frozen acceptance.

People with medical conditions often attempt to smile more than usual, if only to hide the reality of the pain and despair of life.  For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents them from performing one or more of the essential elements of one’s Federal or Postal job, the veil of a smile is often what the agency expects, and nothing more.

Agencies rarely show a fealty towards an employee who no longer can perform as days of yore; and help, guidance or assistance by a Human Resource Office should be viewed with suspicion and pause, leaving aside the question of whether actions are taken for the best interests of the Federal or Postal employee, or for the benefit of the agency.

Smiles hide realities; they can mask pain, and also present a picture of friendliness when in fact the knife has already been readied for the backside of an unsuspecting victim.

Federal Disability Retirement benefits, filed through the U.S. Office of Personnel Management, whether the Federal or Postal worker is under FER, CSRS or CSRS Offset, is something which should be considered by any Federal or Postal employee who is experiencing the two-faced subterfuge of an agency which purports to support, but in fact has shown signs of a hostile working environment.

Smiles are nice, and can sometimes be genuine signs of a person’s demeanor; but, more often, they hide the true deportment of intent; and while George Smiley could alter the character of the geopolitical sphere of power shifts and the passing of state secrets, it is the state of the ordinary Federal and Postal employee that is most impacted by actions of agencies which show no loyalties.

Postal and Federal Disability Retirement: Of Knights, Integrity and Betrayal

Perhaps they are arcane and archaic concepts of feudal vestiges and residues of a time past, when the world was comprised of simple and simplistic codes of conduct; and of a world long declining, such surviving stewards adhering to outmoded manners will ultimately pay the price of extinction.  In a fast-paced world of changing circumstances, where the linguistic gymnast can contort truth into falsity and vice versa, integrity is merely a power move, and those who can get along without it can live with the betrayal of others and self, without consequences.

Federal and Postal Workers who suffer from a medical condition, and are shoved aside as mere objects of derision, experience a heightened sense of integrity violated and betrayal encountered.  It is often at the expense of their health that work was considered paramount and principled; and so long as production quotas and the mission of the agency was promoted, the smooth smiles of superiors and supervisors oiled the way for a seemingly bright future.  But medical conditions have an insidious character; they can be concealed for a time, but will ultimately manifest themselves in alternative ways of revelatory revulsions.  Hiding a medical condition only increases the stress; stress in turn exacerbates the primary medical condition.

For the Federal or Postal Workers who thought that unwavering fealty to an agency or the U.S. Postal Service would be rewarded by a similar response when a medical condition begins to impact one’s ability to perform the essential elements of one’s job, the surprise, hurt, and betrayal felt is often of devastating effect.

The option of filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal Worker is under FERS or CSRS, is one which should always be considered as the singular viable alternative to act upon. Yes, integrity violated often tempts one to react against the agency; and, yes, betrayal should have a consequence. But knights and codes of valor are left to literary enjoyments of a bygone era; and we must always keep in mind of the story of that famous knight who fought bravely, only to find that they were merely windmills rotating in circles of futility.

FERS & CSRS Disability Retirement from the U.S. Office of Personnel Management: Consciousness and the Linguistic Divide

Throughout the wide expanse of Western Philosophical debates, the tension of truth has always been the subtle, often unspoken, surreptitious thread underlying the waging war of words.  As the writing of history is left to the victors, so the linguistic divide between truth and falsity belongs to the mastery of words. The modern subtext to the greater debate encapsulates consciousness and whether the wholeness of one’s being can be adequately described in scientific terms comprised of physically-oriented language — i.e., synapses, cells and serotonin levels.

Can one adequately capture the wholeness of a person, and the uniqueness of the individual, by the expungement of non-objective language and transference and translation of reductionism to physically-oriented descriptions?  And what of Ryle’s perennial problem of that “ghost in the machine“?  Of course, Dennett would explain away the issue of consciousness by a series of component divides — of sectional surgeries which, in their individual pieces, would reveal the lack of the greater elements beyond the individual parts.  But in the end, does the adoption of such science-based language adequately present a true picture of man?

On a human level, in every society, the problem is seen in how agencies and organizations view and treat individuals with medical problems.  For Federal and Postal employees who suffer from a medical condition, such that the medical condition begins to impact one’s ability and capacity to perform all of the essential elements of one’s job, the issue of being “lesser” than coworkers becomes a problem of actions, how we view our fellow man, and the greater linguistic divide which impacts treatment of individuals.  Language is important in capturing the fantasy of fulfillment.  It is the seed of creativity.  Reduction of language and expungement into mere metabolic processes will ultimately dehumanize society, and equate maltreatment with mere surgical precision.

Federal and Postal Workers who confront the issue of daily abuse in the workplace because of a medical condition suffered, recognize how insensitive conglomerates can be.  For the Federal and Postal Worker who has come to a point where one’s agency no longer views him or her in the wholeness of one’s being and the worth of being a productive individual, filing for Federal Disability Retirement benefits, whether one is under FERS or CSRS, is an option to consider, and to take one’s abilities and capabilities elsewhere to another vocation.

History is replete with man’s capacity to dehumanize; language is the key to expunging the very humanity which society possesses in the treatment of individuals; and in the end, consciousness is the last bastion of unexplained beauty in the greater linguistic divide of social conscience.

Medical Retirement Benefits for US Government Employees: Dog-like Loyalty

It is of the old adage — of the dog which refuses to bite the hand which feeds him.  It is only the human animal which betrays the adage; but, then, that is part of the point of the saying, and the recognition of the perversity of man.

It is thus not a wonder that Federal and Postal employees who suffer from a medical condition, remain unilaterally loyal to their agencies, despite sufficient evidence to the contrary and which would easily justify acting in a disloyal manner.  Years of toil and doing extra work without asking for anything in return will not result in empathetic treatment by an agency when the Federal or Postal worker requires such extraordinary treatment during a medical crisis; and when the surprised Federal employee becomes aghast at the reactionary irrationality of the agency, those of a cynical nature will often respond, “What did you expect”?

But the adverse nature of how an agency reacts when its employee files for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS, is really the flip-side of the same coin:  the Federal or Postal worker acts like the loyal dog; the agency acts like the hand-biting dog.  It is the inherent nature of the complex make-up of the human animal which allows for such contradictory reactions.  Or, perhaps not — it may be just as simple an explanation that there are bad people in the world, and those who expect goodness from human nature will normally be sorely disappointed.

That is why when an agency provides for unexpected level of support during the process of a Federal or Postal Disability Retirement application, we react with such gratitude and surprise because of the exceptional nature of such a response.

One indicator that is fairly reliable, of course, is the wagging of the tail — unless, of course, it is the tail wagging the dog; but that is another adage altogether, for another time.

Federal Government and USPS Disability Retirement: Excessive Reliance

In preparing, formulating and filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under either the FERS or CSRS system, it is never a good idea to proceed with excessive reliance (or any at all, for that matter) upon expected or presumed actions on the part of one’s Agency.

The preponderance of the evidence in proving an OPM Disability Retirement application is always upon the Federal or Postal worker, and one should affirmatively and pro-actively proceed without regard to what the Agency or the Postal Service will do, says it will do, or might do during the process.

Yes, the Federal Agency has its own OPM disability forms to complete; yes, the U.S. Office of Personnel Management does review the entirety of the OPM Federal Disability Retirement forms packet, including the standard forms which the Federal agency must complete, along with other personnel information that is forwarded to OPM.

But the crux and essence of a Federal Disability Retirement applications always remains the medical information gathered and submitted, along with the Applicant’s Statement of Disability, in conjunction with the asserted nexus constructed between one’s medical condition and the positional duties of one’s job.

Any other approach is merely to run a fool’s errand for a fiefdom from which one is attempting to flee.

Disability Retirement for Federal Workers: Agency’s Bad Behavior

Whether it is merely the characteristic of the modern age; whether the entirety of the media conglomeration — television, movies, videos, social media outlets — which allow for unfettered behavior; whatever the reasons, social conventions, norms, and common rules of behavior have distinctively deteriorated, and their impact and reverberating effects are becoming increasingly apparent both in the personal realm as well as the professional sectors of society.  But of course bad behavior — a term which can universally encapsulate the complexity of the problem — has always existed.

For the Federal or Postal employee who is contemplating Federal Disability Retirement benefits from the U.S. Office of Personnel Management, whether under FERS or CSRS (if the latter, then regular retirement is fast-approaching those under the old system, anyway, and you may be able to avoid such bad behavior soon enough), encountering and fending off bad behavior from agency personnel, Human Resources personnel, coworkers or Supervisors, is a tradition of long-standing tenure, and one which increases with the manifestation of a medical condition.  

Why is it that human nature pounces upon the vulnerable and the weak?  

The peculiar thing about the creation and enactment of a law — be it the Americans with Disabilities Act, or other similar protective mechanisms against discrimination — is that the codification of a necessary protection reveals the breakdown of that very sector of society which it is meant to protect.  Protection is not needed where decency prevails; it is only when decency deteriorates, that such protections become necessary.  

Ultimately, the best solution is to file for Federal Disability Retirement; to walk away with a smile (or a smirk); for, any other avenue will merely encourage the bad guys to up the ante, albeit in more subtle forms.  In the next life, for the Federal Disability Retirement annuitant, perhaps decency will prevail; we can all hope.

Federal & Postal Disability Retirement: The Futility of Waiting for an Agency

In Federal Disability Retirements, the general rule is as follows:  waiting for your agency to act in some way that may prove to be beneficial to your case, is an act of futility.  Whether it is to wait for a performance appraisal; whether to see if the Agency will accommodate you, or not; whether you are waiting for a response from your Supervisor to see if he or she will support your Federal Disability Retirement application, etc. — in the end, a disability retirement application under FERS or CSRS is a medical issue.  It is not an “Agency Application for Disability Retirement”; it is not a “Supervisor’s Application for Disability Retirement”.  It is a medical disability retirement, inseparable from the Federal or Postal employee who is filing for the benefit.  As such, the proper focus should be placed upon the sufficient and substantiating medical documentation.  If the medical documentation, combined with the applicant’s statement of disability, are persuasive with respect to the correlative force of being unable to perform one or more of the essential elements of one’s job, then such a combined force makes all other issues essentially moot and irrelevant.  Don’t wait upon an agency to act; to act affirmatively without depending upon the agency is always the best route to follow.
