Federal Disability Retirement: The Flavor of Our Times

Each generation has a flavor of the times — that obscure and fuzzy sense of “something” beyond which one cannot quite describe, but nevertheless leaves a distinctive aftertaste that remains and cannot be washed away.  Hypocrisy may come close to identifying it — of saying one thing, meaning another; of using words and virtual reality in order to conceal the true motive and intentions.  We see it in our politicians, in newspapers and neighborly barbecues; as truth is not the sought-after goal, and as relativism and the capacity to perform linguistic gymnastics at every turn of words, so the natural consequence of our deeds should not surprise us.  We claim empathy, but act indifferently; we teach our kids grandiose belief-systems, then act surprised when rebellion monitors the day.

For Federal employees and U.S. Postal workers, the stark reality of what they hear as the “official” pronouncement of one’s agency, as opposed to the practical and day-to-day occurrence and action in “real time”, is like the echoing chasm of a hollow pit which reverberates with each unintelligible sound.  All of the rules and regulations promulgated for public consumption about protecting the rights of disabled Federal employees sound like collected baseball cards reserved for showing off to guests who are gullible enough to gasp with excitement over items of dubious value; but it is the “behind-the-scenes” reality of how individuals treat each other, which tells the true story of shame, deceit and indifference.

For Federal employees and U.S. Postal workers who have a medical condition, such that the medical condition prevents him or her from performing one or more of the essential elements of one’s positional duties, the gap between declared public policy and the reality of that insular shame, is a daily recognition of man’s inhumanity to his or her fellow man or woman.  Federal employees and U.S. Postal Service workers experience this violation daily.  That is why opting to file for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is often the best, only, and remaining self-preservation option, to secure one’s future and to separate from Federal Service with a semblance of dignity.

Federal Employee Medical Retirement System: Smiley, Ace of Hides

Similarity of consonant alliteration can evoke and prompt collateral thoughts and memories; likewise, phrases which sound somewhat familiar, yet distinctively remain apart.

Historically, spies were the masters of subterfuge, of appearing as that which they are not.  Then, of course, there is the complexity of the “double agent”, where the appearance is twofold in concealment:  acting with apparent fealty to one source, pretending to be diabolically loyal to a second, when in fact reverting back to the first; and the potential play upon an infinite multiplication of conundrums involving questionable ties of patriotism.  Smiley was the ace of them all, as the fictional character of unperturbed and unflappable creation by John le Carre.

In real life, as in the world of imagination, it is indeed the facial characteristic of the smile which hides; and it is that much more pronounced with the addition of the electronic smiley face that is thoughtlessly pasted whenever deemed appropriate.  Because the smile covers all defects, hides much reality, and conceals deportments of denigrated despair, it remains the choice of frozen acceptance.

People with medical conditions often attempt to smile more than usual, if only to hide the reality of the pain and despair of life.  For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents them from performing one or more of the essential elements of one’s Federal or Postal job, the veil of a smile is often what the agency expects, and nothing more.

Agencies rarely show a fealty towards an employee who no longer can perform as days of yore; and help, guidance or assistance by a Human Resource Office should be viewed with suspicion and pause, leaving aside the question of whether actions are taken for the best interests of the Federal or Postal employee, or for the benefit of the agency.

Smiles hide realities; they can mask pain, and also present a picture of friendliness when in fact the knife has already been readied for the backside of an unsuspecting victim.

Federal Disability Retirement: The Hug That Wasn’t

Regrets are priceless; they lack both a marketplace value, as well as a worth beyond applicability of accounting principles.  The conceptual void of negation; the paradox of non-existence and nothingness; the chasm of obsolescence and absence where once perceptual conformity allowed for the revelation of a thing; these are all within the imaginative mind of the human puzzle.

What possible evolutionary utility can be ascribed to things that did not happen, could have, but never did, and where the pit of void in one’s stomach leaves a dissatisfying wanting of that which could have been?  In the quietude of a sleepless night, when images of past concerns invade and prevent that final lull into a dreamworld of peaceful intent, those thoughts of missed opportunities, bumps in the night of moments forgotten by interludes of dusty memories once enlivened but now deadened with time and fading photographs darkened by degeneration of remembrances once clung to; in a twinkle of twilight, a sense of regret can pervade.

It has often been said that, on the eve of one’s deathbed, one never remembers the time of work unfulfilled; rather, we recount the time lost of things we did not do because we were too busy with work.  Regret does not cull the graveyards of memories lost about parallel universes involving work left undone at the office; instead, it reaches into the bottomless chasm of simple recollections, like the hug that never was.

Medical conditions often serve as a reminder of important priorities, and tend to impose the sequence of one’s lives, reordering them into a listing of priceless artifacts, like uncut diamonds lost in the sands of time.  Suddenly, one’s mortality is in question, and more than getting meaningless tasks done, the vitality of relationships come to the fore.

For Federal employees and U.S. Postal workers who suddenly recognize that a medical condition is beginning to prevent one from performing one or more of the essential elements of one’s job, the sense of regret often accompanies the realization, but is also and just as often a misplaced case of loyalty.  Why should fealty be sworn to an agency which is impervious to human suffering?  How can a guilty conscience pervade when the Federal or Postal employee has already given beyond what is required, for years and decades already lost?

Federal Disability Retirement: Vows and Contracts

People take vows for various reasons: vows of silence, as a satisfaction of a prerequisite for initiation into a religious order; vows of marriage, for the union intended for a lifetime of commitment and self-sacrifice; vows of revenge, for a personal vendetta in retribution for actions suffered against one’s self or on behalf of another; and similar vows of unremitting focus until the satisfaction of such enduring commitment is accomplished.  Similarly, contracts are entered into each day, across the globe, between individuals, corporate entities and groups formed specifically for business and personal reasons.

Is there a difference between a “vow” and a “contract“?  On a superficial level, the former is viewed as a “higher order” semblance of the latter.  In a deeper sense, that is not only true, but all the more so — or, in erudite form, a fortiori.  For, to vow is to give of one’s self in totality of being; it is a gift of one’s self, often without any expectation of a similar receiving.

In contract law, of course, it is precisely the comparative analysis of a “consideration” provided and received, which determines the viability and sustainability of the agreement itself.  Far too often, Federal and Postal employees see their commitment to an agency or the U.S. Postal Service as a “vow” in employment, as opposed to a contract freely entered into, and just as freely abrogated when the need arises. This is seen when a Federal or Postal employee suffers from a medical condition and must consider the need to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS or CSRS.

To accept a contractual provision is never to take advantage of anything, unfairly or otherwise; rather, it is merely a satisfaction of terms. To do otherwise, and to confuse X as Y, as in mistaking a contract for a vow, is merely to bathe in a puddle of muddle-headed thinking.

Postal and Federal Disability Retirement: Of Knights, Integrity and Betrayal

Perhaps they are arcane and archaic concepts of feudal vestiges and residues of a time past, when the world was comprised of simple and simplistic codes of conduct; and of a world long declining, such surviving stewards adhering to outmoded manners will ultimately pay the price of extinction.  In a fast-paced world of changing circumstances, where the linguistic gymnast can contort truth into falsity and vice versa, integrity is merely a power move, and those who can get along without it can live with the betrayal of others and self, without consequences.

Federal and Postal Workers who suffer from a medical condition, and are shoved aside as mere objects of derision, experience a heightened sense of integrity violated and betrayal encountered.  It is often at the expense of their health that work was considered paramount and principled; and so long as production quotas and the mission of the agency was promoted, the smooth smiles of superiors and supervisors oiled the way for a seemingly bright future.  But medical conditions have an insidious character; they can be concealed for a time, but will ultimately manifest themselves in alternative ways of revelatory revulsions.  Hiding a medical condition only increases the stress; stress in turn exacerbates the primary medical condition.

For the Federal or Postal Workers who thought that unwavering fealty to an agency or the U.S. Postal Service would be rewarded by a similar response when a medical condition begins to impact one’s ability to perform the essential elements of one’s job, the surprise, hurt, and betrayal felt is often of devastating effect.

Medical Retirement for Federal Government Workers: Sides (Part II)

Side orders are meant to compliment the entree; there are specific types of appetizers and addendum dishes which enhance the culinary delights, and those with more sophisticated and refined salivary receptors tend to make a magnified fuss about such issues, especially in posh restaurants where a display of the proper matching of manners, wines, menus and side orders are embraced with an upturned nose of superiority and a disdain for those who fail to follow the propriety of civilized society.

Choosing sides and the ability to do so, tells much about a person.

In restaurants, furtive glances are often exchanged when a person attempts to order in the original language of the cuisine; in sports, from an early age, choosing sides reveals one’s fealty, and ingratiating self-to-popularity by excluding those who are are estranged from the inner circle of cliques is the safer route to take.

Coordinating loyalties from an early stage in one’s career is merely an extension of both — of choosing the “right” sides to the entree of one’s profession.  For the Federal and Postal employee who begins to suffer from a medical condition, such that the medical condition begins to impact one’s ability to perform the essential elements of one’s job, the warning signals begin to blare early on.

Old loyalties begin to fray; more recent touches of camaraderie quickly crumble; and what we did for the supervisor, or that major project that we worked late nights for months on endless turmoil which resulted in accolades for upper management — and a satisfying pat on the back for the underlings — are all forgotten.  Clear lines to bifurcate which side you are on, fade with time.  During the 7th inning stretch, the white powder may have to be rolled upon the diamond again, to reestablish the boundaries of the game.

Disability Retirement for Federal Government Employees: Sides (Part I)

Was there a time when moral order, social propriety and conventional codes of conduct were bifurcated in such clear and identifiable demarcations, such that everyone knew the rules and roles by which to abide?  Or were there always overlapping and invidious borders which constituted conditional conundrums?  Movies of the old west are still enjoyed today, if not merely for entertainment, then for the simplicity of identifying the differentiation between good and evil, where the grey dawn of loss of certitude is rarely implied.

People take “sides” each and every day, but the lack of verifiability in determining who stands for what, and what issues are truly worth standing up for, has become a problem of infinite and exponential magnification of wide and confusing latitudes. There are some things in life where privacy must be guarded with the utmost of heightened protective instincts. “Choosing sides” is something we all learned in school; how we choose, and what titers of alarms we utilize, is all the more important when it comes to personal integrity and future security.

For Federal and Postal employees contemplating filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether under FERS or CSRS, the question of who our friends are, will quickly surface during the process.  Identifying the adversary is thought to be an easy process; thinking that a supervisor or coworker is a “friend” to be relied upon, is a more daunting and dangerous endeavor.  That is where the confidentiality of an attorney can be helpful.

Actions and Principles of Federal Agencies toward Their Employees with Disabilities before FERS & CSRS Disability Retirement

Can a person possess a core principle which declares that one should not be cruel to animals, but yet intimidate and harass a coworker?  Is it possible that one can state adherence to a philosophy, but act in ways contrary to such a declaration of fidelity to such a public policy?  Does authenticity and correlation between words and actions matter?

Of course, the simple answer is that hypocrisy has always been rampant throughout history, and one need only look at politics to come to the conclusion that speaking out of both sides of one’s mouth (as the proverbial adage is often conveyed) is a state of being that one can easily live with.  Thus the conundrum: Every and any question which begins with, “Is it possible that…” is one which has already been answered by the whims of history.

Public policy statements which declare that Federal agencies will seek every “reasonable” effort to accommodate an individual’s disability, are replete but often empty, precisely because words are open to interpretation.  And perhaps that is the “out” which many find easily excusable, in justifying the dissonance between words and actions.

Fortunately, for Federal and Postal employees, there is always the viable option of filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether under FERS or CSRS. Disability Retirement for Federal Workers: The Loyal Mascot

Mascots are loyal by definition.  As they symbolize the team, organization, group or particular population as a representative spokesperson, any conduct of disloyalty would be considered anathema to the entity.  The converse concept, of course, is rarely investigated, but should also “by definition” be true: the organization or entity should remain loyal to the mascot through whom the representative reputation is upheld.  However, when the symbol of the mascot no longer serves the purposes of the entity, the appearance may be altered; a wholesale exchange for another symbol may be entertained; or perhaps the very need for the mascot may be scrapped.

For the Federal or Postal Worker who has sacrificed a good part of his or her life to the advancement of “the mission” of the agency, the feeling of being a mascot is often an effervescent quality.  Missions and causes are meant to be motivational focal points; a foundational rationale greater than one’s own lifetime of incrementally monotonous trivialities will provide a sense of purpose and destiny.

Such effervescence of feelings, however, can suddenly end, when an intersection of one’s destiny is interrupted by a medical condition.  For, it is precisely the harshness of a medical condition which suddenly awakens the soul, and contrasts those things once thought to be important, against the being-ness of mortality.  For Federal and Postal Workers who suffer from a medical condition, where the medical condition suddenly impedes the Federal or Postal Worker’s ability and capacity to further “the mission” of the agency, contemplation in filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS or CSRS, should always remain a viable option.

It is unfortunately a time when being the mascot for the agency may need to end.  The failure of effectiveness may result in the agency taking steps to terminate “the mascot”; but before that occurs, it may be better to take hold of the reigns of destiny, and begin the process of securing one’s future without regard to what the agency may or may not do.  Loyalty is supposed to be a bilateral venue of concerns, but is almost always to the benefit of the larger organization at the expense of the individual.

OPM FERS/CSRS Disability Retirement: Until Sickness, Death or Getting Fat

It was once that marriage vows were viewed as sacrosanct; inviolable promises made, endured through hardship, bilaterally seen as a partnership made in heaven.

Then, of course, “no fault” divorces became the fashion; fashion itself (or lack thereof) was a grounds for de-coupling or un-coupling (it is difficult to keep up with the modern vernacular and introduction of new-age language); and so people began to “drift apart” and expunge from such eternal vows undesirable concepts such as “death” or “sickness” (for, as marriage ceremonies are supposed to be “happy” occasions, why insert such negative vibes into the mix?), but implicitly left in the ultimate ground and justification: getting fat (or old, or ugly).

A parallel approach is often taken in the employment arena: your loyalty is expected, but if you fail to produce, you can be terminated.  Whether such pervasive attitudes become commonplace because of the “throw-away” nature of goods purchased and items sold in the universe of commerce, is for social anthropologists to debate; the fact is, the issue can be viewed from both sides: from the employer’s perspective, too many employees jump ship soon after being trained and invested, seeking other opportunities and offers.

But that leaves us in the state of our being and choosing: both in family life and in careers, the fickle and unsteady nature of either reflects the very society in which we participate.

Businesses are rarely run like families — or, perhaps a truer statement these days is that, yes, they are run exactly like families, and quick divorces for the most spurious of reasons are sought and attained.  For the Federal and Postal Worker who finds him/herself with a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s job, there is a price to pay for being a part of such a fickle system.

Federal employment is merely a microcosm of the greater system of employment encompassing Federal, State and private-sector economies; loyalty is no more precious in one sector than another.

From the Federal or Postal employee’s perspective, Federal Disability Retirement benefits must be an option which should be considered when a medical condition begins to impact one’s ability to perform all of the essential elements of one’s job.  From the Federal agency’s perspective, Federal Disability Retirement should be viewed as part of the larger promise of Federal employment benefits contractually offered, and when one partakes of accessing the promise, there should not be any grumbling, complaining, or retribution and retaliatory measures invoked.
