FERS Medical Disability Retirement: Icelandic Horses

It is a delightful little book; weaving mythology, magic and majesty of a time now gone.  Just over 100 pages, set in a time when nature was never divorced from man’s place within it, the title says it all: All the Horses of Iceland.

How the horses came to that land; the unlikely hero who traveled afar to foreign lands and found himself amongst mysterious languages; the dangers encountered; of territories plundered and wars fought; and of the beauty of that unique animal — the horse.

Magicians still possessed the power to heal; the world had not yet been overrun or dominated by the technological leviathan of fated despair; and the universe yet contained the mysteries of unknown spiritual forces, where a man could cross over from the world of harsh realities to the dreamworld of the invisible — like the white horse who was visible only to Eyvind, and to no one else.

Every now and again, one comes across that special little book which grabs you and where you cannot put it down until you have devoured the last and final sentence; and then you realize that it is past midnight, tomorrow is another work day, but you feel no sense of tiredness; only delight, and satisfaction at having had the honor to visit a world of pure fantasy and ecstatic storytelling.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, the question is: What does this little book about horses in Iceland have to do with Federal Disability Retirement?

OPM Disability Retirement: The Unshared Responsibility

It is an oxymoron of sorts: For, by the very definition of each of the two words, the opposite should necessarily be implied.  Responsibilities, by their very nature, especially in the context of a village, a society, or a nation, are shared by all; and thus to declare the existence of an “unshared responsibility” — when responsibilities by their very nature require a shared nature — is a form of self-contradiction.  Failure to share the responsibility that is ours to engage is common where society no longer knows its own neighbors.

That is the essence of a disappearing village — where we know longer know each other, remain detached and merely retain the outer facade of being a society with common interests.  Do you know your next door neighbor?  Do you even care to?  Yet, we have thousands of “friends” on Facebook, but barely know, or care, about the person living just across the street.

The Office is no different.  One day a coworker files for Federal Disability Retirement benefits and we are “surprised”.  We didn’t know that the person even had a medical condition.  The Supervisor didn’t know.  The Human Resource Office didn’t care to know.  No one at the agency cared to know.  That is often the reality, unfortunately, and the greater — sadder — reality is that those who should have known didn’t care to take the time to know.

Federal & Postal Disability Retirement: Something happened

Beyond a mundane declaration of befuddlement, it is also the title of a novel by Joseph Heller — his second novel published some 13 years after the successful first one that most people remember him by:  Catch-22.

It lacks the surrealism of the first novel; the absurdity of tragic events unfolding distinguishable from the logical and sequential manner in which we see the world, turned upside down by images of madness countering the reality of the insanity around.  The genre of the absurd — depicted in such movies as “Life is Beautiful” and in works such as Catch-22 — attempts to unveil the underlying insanity beneath the veneer of a world acting as if normalcy abounds.

Other movies that attempt to portray the absurd might include Sophie’s Choice, where the main character (played by Meryl Streep) keeps going back to the comfort of her insane boyfriend because that is the more comfortable reality she knows, having survived the insanity of the Nazi death camps.

But long before the genre of the absurd came to the fore, there was the brilliant short story by Cynthia Ozick entitled, The Shawl, which has been noted for bringing out the horrors of the holocaust through a medium — the short story — that captures the essence of absurdity and the surreal in a mere few dozen pages.  The story is a small bundle that reverberates so powerfully that it overshadows any subsequent attempts at depicting life’s absurdity.

Catch-22 elevated the absurd to a consciousness that brought further self-awareness of the unreality of the real — the Vietnam War — and tried to unravel the insanity amidst a world that tried to explain the event as something logical and sane.

Something Happened —  a book about a character who engages in a rambling stream of consciousness about his childhood, job and family — is perhaps more emblematic about the life most of us live:  seemingly logical, yet interspersed with events, reminiscences and memories that are faulty at best, and far from perfect.  The title itself shows a greater awareness of our befuddlement — of not knowing “what” happened, only that it did, and the inability to control the events that impact our lives.

Medical conditions tend to be of that nature — of an event that we have no control over, and yet, we are aware of its “happening”.  For Federal employees and U.S. Postal workers who have come to realize that something happened — a medical condition; a chronic illness that simply will not go away; a traumatic event that has had residual consequences which are continuing to impact; whatever the “something”, the “happened” part still resides.

Such recognition of the “something” will often necessitate the further recognition that it is now time to prepare, formulate and file an effective OPM Disability Retirement application, to be filed through the U.S. Office of Personnel Management, in order to secure a future that is presently uncertain.

Federal & Postal Disability Retirement from OPM: The restorative morning

That is the purpose of sleep, is it not?  Or so we anthropomorphically attribute.  Is that the only reason for the somnolence that overwhelms, the snore that momentarily suspends in the air and pauses for people to smile, to be horrified or laugh because of the incongruence of the sound that shatters the quietude of twilight? Do humans sleep more soundly than other species? Is it really necessary to maintain a certain spectrum of that “rapid eye movement” (REM), or to be in a deep slumber, a state of subconscious quietude, etc., in order to attain that level of restorative sleep such that the morning itself is declaratively managed with rest and a sense of calm?

The restorative morning is that which follows a good night’s sleep; it is when the body is energized, the mind is ready to pounce with an excessive amount of acuity barely containable, and the combination of a night’s rest with boundless determination overcomes the previous period’s fatigue and exhaustion from the stresses of the day.

Do other species require sound sleep?  Or, did evolution favor the animal that can sleep, yet be awoken in response to an instinctual drive to survive, such that the mere bending of a blade of grass a hundred yards away will awaken with an alarm ready to defend and fight, or whisk away in flight?

It is the lack of it that creates that level of profound fatigue that goes beyond mere tiredness or exhaustion.  Modernity requires restorative sleep precisely because so much of our workforce engages in cognitive-intensive employment that places great stresses not just upon the physical capacity of the human animal, but upon the mental/psychological — stresses that pound away with untold and unmeasurable harm on a daily, consistent and progressively deteriorating manner.  Did nature and evolution factor in the way that we live in modernity?  Likely, not.

In Nature, there are no restorative mornings — only the calm that pervades and hides the predatory instincts and the ongoing battles that go on daily, minute-by-minute in this unforgiving universe of predators and prey; and so it is that we have created a reflection of that life-and-death struggle in this modern world we live in.

For Federal employees and U.S. Postal workers who struggle with profound fatigue, loss of any semblance of restorative sleep, and unrepentant diminishment of focus, concentration and the capacity to maintain an acuity of mind, it may be time to consider filing for Federal Disability Retirement benefits from the U.S. Office of Personnel Management.

Sleep Disorders are not just a constant reminder of the stresses that impact us in this high-tech world, but is also a basis in which to qualify for Federal Disability Retirement, when profound fatigue sets in and non-restorative sleep impacts one’s ability and capacity to perform all of the essential elements of one’s cognitive-intensive job.  Whether under FERS, CSRS or CSRS Offset, it may be time to consider preparing, formulating and filing for Federal Disability Retirement, to be submitted to the U.S. Office of Personnel Management.

OPM Disability Retirement: Things not likely to happen

It is not likely that tomorrow morning you will wake up and find that aliens have taken over the earth (although, if one were to read various supermarket tabloids, that has already occurred many times over, both while asleep and awake); it is not likely that you will win the lottery with that last dollar spent on running a random set of numbers (though millions each day shell out astronomical sums in the aggregate with dreams – and sometimes actual plans reflected upon – of what one will do “when” the improbable event will happen); and it is not likely that the email received the other day from some banker in Burkina Faso who wants a “trusted friend” to allow for a transfer of a cool $100 million and would allow you to keep half of it just because you happen to be the only person in the universe who has a bank account and can keep a secret, will actually honor such a request.

Nevertheless, people actually consider such fantasies, and to the detriment of those who do so with serious intent, harm themselves either by delaying what could be done, setting aside the reality of what needs to be accomplished, and turning over valuable time to endeavors not likely to happen.

Often, and unfortunately, medical conditions have that same characteristic – of things not likely to happen.  It begins by happening – of a medical condition that should not have been, or is seen to be “unfairly” targeting a particular individual, and a period of disbelief ensues where the question is, “Why me?  Why not the other guy, instead?”  Then, once the phase of acceptance comes about, one begins to adapt, compromise the levels of acceptability and quality of life, and modification of expectations surely follows soon thereafter.  Then, one hopes, prays, angrily shouts to the heavens or otherwise with quiet resignation begins to ruminate – yes, the medical condition may be unfair, but so is the lot of life we all live.

And the principle of things not likely to happen applies to Federal employees and U.S. Postal workers who need to prepare, formulate and file for Federal Disability Retirement benefits, as well, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.  For, the things not likely to happen includes: The medical condition will just go away; the Federal agency or the U.S. Postal Service will just let things slide and be very understanding; the Federal agency and the U.S. Postal Service will actually accommodate your medical condition; the Federal agency or the U.S. Postal service will find you another job at the same pay or grade; the Federal agency or the U.S. Postal service will grant SL, AL or LWOP in unlimited amounts so that you can attend to your illness or medical condition; and the Federal agency or U.S. Postal Service will show empathy, sympathy and understanding and make you feel “welcomed” while you endure one of the most difficult periods of your life.  Not.

OPM Disability Retirement System: The Numbness of Inaction

Much of our lives are spent on waiting; waiting upon others to complete their portion of a task as a precondition of doing our part; waiting upon a pet to finish their “business”; waiting in line to purchase an item; waiting online for whatever ethereal micro-data transfer to occur in electronic language akin to bitcoin transactions; and waiting to get beyond puberty, across the threshold into manhood so that one’s folly of actions haven’t damaged too severely the potentiality of one’s existence; and, in the finality of life, upon death and the hereafter.

Thus is youth waiting upon folly to end; middle age, a remorseful reflection upon wasted days; and old age the suffering from the want of yore.  And, of course, there is the waiting hours for those with medical conditions — in doctor’s offices for the verdict of a future or lack thereof; and for Federal employees and U.S. Postal workers, often a meandering loss of direction, waiting upon one’s agency for…often not more than administrative actions and sanctions leading to a “performance improvement plan” (what is generally referred to by its acronym, the “PIP”), and to proposed removals and other sanctions.

Free advice:  Don’t ever wait upon an agency to do its part in any right manner; always act without regard for the agency’s expected answer.  Otherwise, the wait will simply result in a crisis of time.  For Federal and Postal employees who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s positional duties, waiting upon an agency for anything is but mere folly regurgitated from the days of one’s youth.

Sitting around bemoaning the lack of action by an agency, is tantamount to being a middle-aged crumple of impotence; and expecting that an agency will be patient during one’s days of trials is like being an old man in a nursing home waiting upon death.  If you haven’t figured it out by now, agencies and the U.S. Postal Service do what they want to do, when they decide they want to do it, whatever the “it” is.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal worker is under FERS, CSRS or CSRS Offset, is a duty requiring affirmative action by the Federal or Postal employee, where the onus is entirely upon the Federal employee or the U.S. Postal worker.

As waiting is merely a time of inaction, so the numbness of sitting around waiting upon others occurs as a result of atrophy of life; and the numbness of inaction will merely magnify in the loss of mobility for the future, where a Federal or Postal worker sits with an expectation of a future void, until such time as one is prompted into an awareness that it is action which leads to consequential substance, and not the inaction of inertia.

Federal Disability Retirement: The Rocking Chair and the Never-Ending Story

The myth about retirement has long receded; once upon a time, there was an idea, a concept, an ethereal potentiality, of reaching a point of quietude where reflection, dispensing of wisdom, and calm gardening and tending to the passing of time would be the status of choice; but modern life has wreaked havoc upon such a notion.

It was perhaps engendered by the character, Mose Harper (the sidekick of John Wayne) in John Ford’s, “The Searchers”, who only wanted a “rocking chair” at the end of his troubles.  But the never-ending story in these times of modernity, is that one must always claw and fight for maintaining the high standard of living which we enjoy and have become content with.

For Federal employees and U.S. Postal workers who must take an early form of retirement — a Federal Disability Retirement — because of his or her ongoing medical conditions, where the medical conditions no longer allow for the continuation in one’s job because they prevent one from performing one or more of the essential elements of the job, the battle to first prove a Federal Disability Retirement application, then to retain and maintain it, throughout all of the complexities of the bureaucratic and administrative process, is a daily chore and toil.

First, there is the right to get it approved; then, there may be periodic Medical Questionnaires which are issued and which mandate a response; then, if Social Security Disability is approved, the offset between FERS Disability benefits and SSDI must be calculated; then, if you become employed and lose the SSDI benefit because of income, the FERS Disability annuity must be recalculated; then, at age 62, recalculation because the Federal Disability Retirement annuity effectively ends, based upon the total number of years of service, including the time one is on Federal Disability Retirement; and then the need to maintain income sources because of the reduction; and so the never-ending story continues.

Indeed, it is not from the rocking chair which the retiree tells a story, like Mose Harper must have done in his old age; rather, the modern retiree from the Federal sector, whether as a former employee of a Federal agency or the U.S. Postal Service, must tell his or her never-ending story to an empty chair with rhythmic movements to and fro absent an occupant, as the old man remains away, trying to figure out the further complexities of this age of modernity.
