Federal Medical Retirement under FERS & CSRS: Does reading alter?

Of course, we teach our kids to believe that it does, thinking that education is the all-important focus for future endeavors and successful careers.  And yet, the statistical studies show a consistency of denial – after schooling, whether of high school, college or beyond, the majority of individuals stop reading, unless you include road signs, directions on the back of packages (which most people disregard as well – come to think of it, of road signs, too), and the fine print on warranties (ibid).

So, is it just one of those pithy, inane phrases that fall under the general umbrella of, “Do as I say, not as I do”?  Does reading alter?  Alter what?  And does it matter “what” we read, as opposed to the act involved, “that we read”?  Would it bother someone if you saw a grown-up reading those old “Spot” books, or a collection of nursery rhymes?

If you approached the individual, or engaged in common banter at the workplace and made fun of him or her, would it make a difference depending upon the responses given?  What if the old gentleman responded with, “Well, at least I’m reading something!”  Or, what if the person turns seriously, sheds a few tears and admitted, “I never had time to read as a child, and never really learned.  I’m trying to better myself and teaching myself to read, now.”

Would such a confession instead garner a new perspective and bring out an empathetic reaction?  Or, what if that same person was seen reading a 1st grade book one day, and then tackling a complex manual about advanced logic or neuroscience – would that make you pause?

Perhaps the question itself is considered by most as rather rhetorical and irrelevant; that, it is presumed that reading does alter, but many prefer not to change and instead to remain in the constancy of monotony and repetitive stillness.  Just as the flow of a river results in erosion and soil shifting, so reading does indeed alter, and out encountering with the mind-bending activity results in the internal modification and modulation of complex biochemical structures.

Thus, for Federal employees and U.S. Postal workers who are considering preparing a Federal Disability Retirement application, it is important to read the questions posed in each of the Standard Forms in preparing a Federal Disability Retirement packet, precisely because it will alter not only the responses being prepared, but how those very responses will serve to result in a successful outcome.

Just as reading alters, so the responses to the questions read, to be read by an Administrative Specialist at the U.S. Office of Personnel Management, is also meant to alter.  For, change is the mainstay of a living entity, and reading is that tool which is meant to alter, even when preparing, formulating and filing a Federal Disability Retirement application, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Medical Retirement from Federal Employment: If not X, then at least Y

Many such contingent annotations are in the form of:  If not illegal, then at least unethical; or, if not unethical, then at least lacking of propriety, etc.  It is the pathway to a lesser acceptance, where the focus of one’s aspiration is lowered because of the inevitability of discovering that evidence insufficient will be uncovered.  Thus can one go on ad infinitum in various but similar forms:  If not happiness, then at least some semblance of contentment; if not a soul mate, then at least someone to share my experiences with, etc.

But what if that “replacement” standard turns out to be less than acceptable over time, through duration of toleration, and during cold nights when boredom no longer excites in playing pinochle while the kids are asleep?  Or, if the infractions and constant infringements persist with no end in sight, and no appropriate definition of a violation such that there are penalties to be ascribed and consequences to be felt?  Do we then accept an even lesser paradigm, and if so, how do we know that such diminution and diminishment of acceptance won’t again be averted and avoided?  Thus, do we assert:  If not X, then at least Y; but if Y doesn’t work out, then at least Z; and so on?  When first one submits to the acceptance of a lesser standard, the proverbial horserace has already been lost.

In negotiations, in contractual disputes, in attempting to come to terms, etc., the sign first evidenced of conceding the lesser standard is the first indicator that the slippery-slope has just begun.   There are instances, of course, where the opposite is true, as well, except that we can rarely discern beneath the surface appearances.  That is what Federal and Postal workers who suffer from a medical condition, such that the medical condition impacts the Federal or Postal employee’s ability and capacity to perform the essential elements of the Federal or Postal employee’s positional duties, must face and accept daily – the conflict between an aspirational paradigm of hope, and the reality of daily pain and anguish.

Thus, for the Federal or Postal employee, we have:  If there is lesser pain today, perhaps I can last through the day; If I show that I am productive this week, then maybe the supervisor will just leave me alone, etc.  As if, “lasting through the day”, or just “being left alone” for a week, a day, an hour, etc., are acceptable standards for living life?  That is why abandonment of all prior paradigms must often be employed in the journey of life, career and fortitude of endurance; we tend to cling on to categories of an “ought” no longer applicable.

For the Federal employee and U.S. Postal worker who can no longer endure the acceptance of the lesser standard when there is an alternative to the constant suffering and persistent harassment at the Federal agency or the U.S. Postal Service, fortunately, there is the ongoing benefit of a Federal Disability Retirement annuity.  Even for that, the road is still difficult and arduous, for the U.S. Office of Personnel Management, the agency that determines all disability retirement applications, does not merely “hand out” the benefit.  Like everything else in life, it must be fought for.

But, then, the Federal or Postal worker who fights for a Federal Disability Retirement benefit can retrospectively declare:  “If not the constant and daily struggle, then at least an annuity to secure my future” – the “exception” to the rule, where the lesser is in fact the greater, but is not always apparently so.

FERS & CSRS Medical Retirement: The speechless silence of treachery

Treachery must by definition remain speechless; and it is in the silence of back stabbing in the cloak of darkness that one’s malevolent intentions become known.  In war, the act of such duplicitous betrayal is termed as an offense justifying execution; in business, the meter of rascality on a pendulum of public opinion ranges on a spectrum of embezzlement, insider trading or a keen sense of capitalistic endurance; and in friendship, it is merely the weeping vicissitudes of emotional upheavals.  It is the faithless double-cross of dual lives; of informants tipping the scale to the advantage of one’s sworn enemy and allowing for massacre of innocents to occur.

Where does conscience fit in, and where do scoundrels scurry to when the open light of day shines the revelation of actions deceitful like the snake in the grass and the insidious cannibalism of overturning honor, dignity and a snow-white heart of an eternally blackened soul?

To turn one’s back against friendships previously thought to remain inviolable and eternally of faithful concerns; to whisper secrets into corners blocked by history, hatred and enmity of ethnic cleansing; but to engage in such treachery requires a context of fidelity and honor without vice, where a society’s norms and conventions of acceptable behavior provide the fodder for allegations of misconduct; the question is, Do we have such constraining rules of engagement, anymore, to argue for a viable charge of treachery?  Or, has language subsumed all, and opinions are elevated to the level of moral equivalency, such that the speechless silence of treachery means nothing more than the din of cackling laughter reverberated down the hollow corridors of timeless dissent?

Rare is the person in modernity who holds to obligation more than to personal desire and self-satisfaction; and if profit for one’s own constitutes the sum total of a moral foundation, why not treachery?  But then, Why in speechless silence?  Or, is there something innately refutable, instinctively discernible, in an act of malevolent double-crossing, such that even by acts of Wittgensteinian language games where contingency of meaning of verbs and adjectives still rise above the linguistic gymnastics of twisted minds?

There are dangers in lives of duplicitous bifurcations; beyond the spy who comes in from the cold, for Federal employees and U.S. Postal workers who begin the process of preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the question often queried is:  When, and to Whom, does one confide?  The natural follow-on question is:  Of What, and to which extent?

It is peculiar how the administrative process of Federal Disability Retirement brings out into the open light the verbal distinction between “friends” and “true friends”; or, “allies” and the counterpart, “real allies”.  There are few rules to follow when considering the dangers inherent in the speechless silence of treachery, and preparing, formulating and filing for OPM Disability Retirement benefits almost always reveals that traitorous acts are not limited to the fields of war, and silence left speechless should never result from surprise attacks engaged from corridors left unsuspected by innocent utterances.

OPM Medical Retirement Benefits: Book Review

Generally, this blog does not review books; however, exceptional works may prompt exceptions to the general order of things, where relevance of subject and beauty of personality may coalesce to consider a slight change of venue.  The work itself will neither become a masterpiece nor a conversation focus beyond a generation or two, as the world it describes is quickly fading into the sunset of eccentricity and scarcity of understanding.

Tim Sultan’s book (and from the jacket cover, it appears to be his first one at that), Sunny’s Nights, is a mixture of reportage, love of character and annotation of provincial myth.  It somewhat follows a format of modern trends in such novels: alternating upon a spectrum of the microcosm of life (Sunny’s, the extended family, and the author’s own) to wider philosophical insights (history of the neighborhood, cultural changes from the turn of the last century into the 20th and to modernity) portending of the macro-impact of a lost and fading relevance; but it is the author’s love of the main character (Sunny), the loss of humanity (through shared anonymity of a genuine speakeasy) and the wit, humor and sharing of stories, which makes for a work beyond an ordinary read.

The author is quite obviously a good listener (to the multiple tales of life and love as told by Sunny); his love of words reflects the warmth of camaraderie he feels for his characters; and his own insertion as a participating protagonist never detracts from the trilogy of subjects:  the place (the bar which is discovered in the outer periphery of societal acceptance, where the characters meet and enjoy the company of each other); the people (Sunny, his heritage, and the people who gather at the bar); and the growing loss of community with the encroachment of technology and cultural upheaval.

It has all of the ingredients for the making of a quiet work of art, as it reveals the best of any great story — a main character of complex fortitude.  For, in the end, every book worth reading should provide for an understanding of complexity, human failure and microcosm of achievement, and not necessarily in that order.

Tim Sultan’s work, Sunny’s Nights, is an enjoyable read at worst, and at best, a recognition that in the end, life fails to mean much unless one listens carefully and plods along searching for the company of community.  And, in the end, isn’t that the same for Federal employees and U.S. Postal workers who seek an alternate venue when a medical condition arises and the Federal or Postal employee must file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset?

When the medical condition begins to prevent the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal positional duties, the loss of a similar trilogy occurs:  the place (one’s position with the Federal agency or the U.S. Postal Service); the people (coworkers and friends developed over the many years through work and community of contact); and the upheaval from the changes prompted from one’s medical condition and the inability to continue in the career of choice.

Not everything in life is limited in relevance or meaning by the circumstances of one’s present condition, and for the Federal or Postal worker who is considering filing for Federal Disability Retirement benefits through OPM, taking a moment to read Tim Sultan’s book, Sunny’s Nights, may allow for a momentary time of distraction from the daily agony of a progressively deteriorating medical condition, and to help focus in the preparation of an effective Federal OPM Disability Retirement application and the challenges the Federal or Postal worker must face in the days ahead.

Medical Disability from Federal Employment: Predatory Pathologies

It is unnecessary to study the tendencies of other species and their internal drive to be who they are; for, it is presumed, the innate structure of their genetic makeup becomes the paradigm for self-explanatory justification, and like all conundrums of deviations from synthetic or analytic statements, the self-identity of the process itself makes it abundantly unclear.

Predators are by their very nature self-identifying; it would be a nonsensical proposition to ask the question, “Why”, in connection with the lion or cheetah that hunts and kills; or for the hawk, eagle, and even the household cat, despite their fuzzy beauty of cuteness and domesticated aplomb.  But of man, we question incessantly; of the long history of wars, cruelty, mass murders and genocide, the paradigm is one of puzzlement despite the footprints of self-explanatory consistency.

The need to act civilized in an antiseptic universe of artificial constructs jolts one back into the reality of who we are when deviations from such carefully created models shatter the very essence of our imagined parallelisms of worlds built upon virtual realities, and so we cry for such aliens who never were.  Barbarism tends to do that; and simple meanness in the workplace often shocks.

For Federal employees and U.S. Postal workers who suffer such rude awakenings, perhaps it is because of the disconnect between what we thought we were a part of, and the reality of what is.  That “disjointedness” is often easily attributable to the “medical condition” from which one suffers, and to which everyone else points for justification of bad behavior.

For, the Federal or Postal employee who suffers from a medical condition, where the medical condition impacts and prevents the Federal or Postal employee from performing one or more of the essential elements of one’s positional duties, the focus becomes the Federal or Postal employee, and the predatory pathologies which erupt and shed their thin veneer of civilized behavior become justified because of the loss of “mission accomplishment” of the agency, or some such balderdash of scientific explanation.

The plain fact is that there are bad people in the world, and no amount of studies of predatory pathologies will help to set aside the negative behavior of people within Federal agencies or the U.S. Postal Service.

The solution for the Federal or Postal worker who suffers from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s positional duties, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is to file an effective Federal Disability Retirement application through the U.S. Office of Personnel Management.

Let the Federal agency and the U.S. Postal Service worry about the “mission of the agency”; that will continue with or without you, as all bureaucracies do, just as predatory pathologies will persist despite multiple studies to the contrary.
