Federal Disability Retirement: This is Happiness

It is the title of Niall Williams’ recent novel; a story about a young man’s coming of age; and yet, beyond a story about a small town and the movement of progress, electrification and the defining moments of what constitutes “happiness” in the small sense of the word, human trials and miseries, as every story must include both happiness as well as sadness, and no story can be believed without the inclusion of either.

It is, ultimately, not in the accumulation of wealth or fame (for, in the small town where the story is set, neither can even be conceived as to the extreme nature that modernity has embraced), but in friendship and human interaction, of love and admiration.  It is set in a time before electricity was known; when innocent love was from afar; and where death was accepted as part of a natural process.

The undersigned rarely recommends a novel to others, but Niall Williams’ work, “This is Happiness”, is well worth a slow and enjoyable read.  It is like an Irish Ballad written in prose, and you can almost hear the melody within the pages of the novel.

Postal & Federal Employees Disability Retirement: The Obituaries

Why are they published, and who reads them?  Is it when a person reaches a certain age and wants a sense of security that death and age are relative issues — that there is not a necessary connection between the two?  Was mortality ever questioned?

When we come across an octogenarian’s obituary, we may merely marvel at such longevity and perhaps with some admiration declare, “At least he lived a long life”; but when we view a young person’s description on the next page, we wonder with sadness at the suddenness of it all.  Was it necessary or inevitable?  How must the parents feel —for that is the horror of every parent, is it not, to bury one’s child before one’s self?

Obituaries provide some level of comfort — of a final testament and declaration to the world that seemingly never cared; on a practical level, to provide whatever social or legal notice to surviving beneficiaries; and as a reminder to us all that life should be celebrated and not mourned — at least for those still living.

For Federal employees and U.S. Postal workers who suffer from ill health and where health becomes a daily reminder that there are some things in life which are not worth sacrificing, reading the obituaries should jar one into realizing that being a sacrificial lamb at the altar of a Federal Agency or the Postal Service is never a worthwhile goal.  If your health is deteriorating and you have a medical condition which prevents you from performing all of the essential elements of your Federal or Postal job, it may be time to consult with an experienced attorney who specializes in Federal Disability Retirement benefits.

Federal Disability Retirement Lawyers: Guarantees

It turns out that — in this time of modernity where language can persuade anything and anyone on everything everywhere — that a guarantee is not quite what it proposes.

Is a “money-back guarantee” a guarantee at all?  To say to X, “I guarantee you an outcome-O; but if it doesn’t turn out that way, then I will give you your money back.”  Huh?  How is that different from no guarantee at all?

Okay, so maybe you receive a refund — but you are in no better position than if no guarantee was made to you to begin with; it’s only that you received a refund of your own money with nothing else to show for it.

Disjunctives essentially nullify the affirmative assertion of a statement.  Thus, to say that, Well, I guarantee you X or (beware of that disjunctive) if X doesn’t occur, then Y — is to merely give with one hand and take it back with the other.

Life in general, as we all know, rarely has any guarantees at all.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, the process of filing for FERS Disability Retirement benefits is complex enough without being mislead into thinking that entitlement is a guarantee.

OPM Disability Retirement Benefits: The Unique Writer

These days, writers are plentiful; more and more people are publishing, and while “self-publishing” has become more acceptable, even the quantity of people writing books, novels, narratives, biographies, autobiographical works, self-help books and allegedly adventuresome travelogues portending to unique experiences has exponentially exploded in our times.

Decades ago, there were only a handful of writers, and only the top-notch and exceptional ones actually got published.  Now, it seems that anyone and everyone who can articulate a string of three or more words — a noun, an adjective and a verb combined — can get published.  But we all know that in some desolate town in the Midwest there remains a warehouse where books unsold and unbought remain in molded stacks upon forgotten pallets where once-vaunted “bestsellers” became price-reduced, then slashed, then almost given away for free — until it became clear that no one was interested and even less people were persuaded of their merit.

The unique writer is the one who is able to combine multiple characteristics: articulation with clarity; the capacity to simplify the complex; to convey clear and concise imagery; to hold the interest of the reader despite descriptions of the mundane; to not come off sounding pretentious and arrogant; and to remain anonymous behind a facade of competence — like the Wizard of Oz behind the curtain — and, above all else, to show an interest in all things about life, living and the human experience.  In other words, to always hold a childlike quality of curiosity through the vast aggregate of verbiage expounded.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that filing for FERS Disability Retirement becomes a necessity, the first recognition to observe is that a Federal Employee Disability Retirement application is a “paper presentation” to the U.S. Office of Personnel Management.

Medical Retirement for Federal Workers: The Essence of Relating

How is it that a human being — an entity quite unique among species that cannot relate — can understand, comprehend and even become comfortable with the anomalies of life’s encounters?

Other species seem to weave among and amidst their surroundings with familiar repose; certainly, intelligent dogs recognize a new couch, an unfamiliar visitor or a different dog food introduced; but in the wilds, it is the familiarity of the surroundings that make for comfort in life.

For human beings, how does one relate to the strangeness of an entity — of an alien; of a science fiction novel that introduces a world beyond; of another culture that defies every normative structure of one’s own world?  It is, more often than not, by analogies and metaphors, is it not?

We begin by “discovering” the similarities — that something is “like” the thing we know because they share characteristics x, y or z; and it is through the familiarity of similarities by which we begin to formulate an idea of understanding, then of comprehension, and finally of a feeling of comfort.

Similarly [sic], how does one convey the idea of pain to another person who has had very little experience of it?  What if that “other person” has never experienced pain?

Yes, yes, the rebuttal would be that everyone has experienced it — even if it was a scratch, a dog bite, a paper cut, etc.  But as pain is subjective, there are certainly those who have had limited experiences of a subjective phenomena, and certainly many who have never experienced a spectrum of excruciating, debilitating pain.  Or how about psychiatric conditions — of Major Depression so overwhelming, or Anxiety so paralyzing, or panic attacks so debilitating that the condition itself prevents a person from being able to perform one’s work?

Medical Retirement under FERS & CSRS: Wants and needs

One often encounters such discussions, about the difference between “wants” and “needs”.  Needs are dictated by a loose definition of survival or existence — that which is required by or necessitated of the things which satisfy the criteria for continued existence or maintaining of a given modality of the status quo.  The other — “wants” — are defined as those “extras” that are not required for existence, but go beyond the prerequisite for survival and add to the comfort and meaningfulness of one’s very existence and survival.

There is always a grey area between the two when one engages anyone in a discussion involving the two — and it often depends upon the paradigm and perspective one takes, which leads to conclusions not only about the subject concerning wants and needs, but also about one’s own character, upbringing and attitude towards life in general.

Take the perspective of a member of the British Royal Family, for example — of a person who knows of existence entirely from the perspective of wealth, privilege and undiminished wants and needs.  Such a person will often have a widely differing view of the distinction between the two, in contradistinction to a person born in the ghettos of an inner city, whether here in the United States or of more underdeveloped countries elsewhere.

Can one who has never lacked for needs, or even of wants, recognize the objective criteria that determines the differences between the two?  In other words, can the poor person even have a logical discussion with a wealthy person by pointing out that food is an example of “need”, as opposed to a Ferrari being merely a “want”?  Or, will the member of the Royal Family retort with, “Well, yes, I can see how cheap caviar of a subpar quality could be a need as opposed to wanting a Rolls Royce.”

Such a response, of course, tells one immediately that there will be a difficult road ahead in attempting the bridge the gap between understanding, comprehension and the art of logic and discussion.  What we want, we often do not need; and what we need, we merely want for want of sufficiency.

For Federal employees and U.S. Postal workers who want to continue their careers despite a medical condition that prevents the Federal or Postal worker from performing all of the essential elements of one’s Federal or Postal job, preparing an effective Federal Disability Retirement application, to be filed with the U.S. Office of Personnel Management, will often cross the threshold between wants and needs.

Is it as irrelevant as the one that is read but quickly forgotten?

Writers are a funny breed; their very existence, significance and existential relevance depends upon the interests of others.  Isolation is inherent in the vocation itself; for every writer is a singular and lonely depiction of an inner battle of cognitive construction, the soliloquy upon a blank slate endeavoring to create, to master, to show and to imagine; and of what nightmares and horrors the writer must endure in order to transfer self-doubt upon the paper, or the virtual existence that spans the spectrum from despair unto public acknowledgment.

The unread novel exists in drawers and cubbyholes forgotten and unopened; and like Bruno Schulz’ lost novel, The Messiah, the shot that killed before the fruition of greatness came to be may reverberate with a nothingness that no one knew, precisely because, to not know something is to not experience that which cannot be grasped, where ignorance is merely the negation of an emptiness never experienced.  Which is worse — to be never read, or to be read and forgotten, or to be read, remembered, then slowly dissipate from the minds of appreciation over an anguished length of time?

The unread novel sits like the individual who once was recognized — a solitary figure who was once appreciated, known, recognized and even sometimes applauded; then the starkness of anonymity reminds us all that such recognition is fleeting, temporal, like the winds of history that grant accolades to rising stars only while the smile lasts and the last salute is given to the parade that slowly fades.

For Federal employees and U.S. Postal workers who suffer from a medical condition, where the medical condition has begun to impact one’s ability and capacity to perform all of the essential elements of the Federal or Postal job and positional duties, the feeling that the Federal or Postal worker undergoes is often likened to the unread novel that sits in the drawers of anonymity.

Perhaps you were once recognized and appreciated; now, it is as if the medical condition itself has become an infectious disease that everyone else is loathe to catch.  The Federal Agency or the Postal Service is beginning to treat you like The Plague.  You fear that your career — like the Great American Novel that was once thought to be a success — is coming to an end, and the harassment and furtive looks have become emboldened in a way you previously could not have imagined.

OPM Disability Retirement: In the “not working” world

Excellence is rarely seen; the artisan is dead to the world; and we all struggle through knowing that trinkets from foreign countries symbolize the incompetence of the universe in which we must continue to exist.  Something is not working.  We all know it, feel it, worry about it and whisper in circles where such things are concealed and rarely revealed.

Life is formed by multiple concentric circles; we live within various spectrums of such parallel universes, sometimes entering into one and exiting another; at other times, remaining stuck in between.  There is the objective reality “other there”; there is, then, the subjective world of our own thoughts, emotions, anxieties and unspoken soliloquies.

There are “worlds” out there that we know nothing about – of corporate boardrooms where issues are discussed that we only read about; of high places and conspiracies; of dungeons in other countries where unimaginable torture and cruelty are conducted; and all throughout, we remain within the narrow concentric circle of our family, friends, the limited sphere of people we know, and the problems that loom large within the consciousness of our own worlds.

Throughout, we know that there was once a time, long since past, where the world worked better; maybe, perfection had never been achieved, but the age of politeness, of courtesy, of communities actually caring and thriving; or, perhaps that existed only in those old black-and-white television shows like “Leave it to Beaver” or “Happy Days” (yes, yes, the latter one was in color).

There is a sense, today, that something is not working; that we live in a “not working” world, and no repairman can be called to “fix it” because no one has the skill or expertise to diagnose the problem, and even if there were such a person, we don’t quite know what the “it” is, anyway.

It is quite like a medical condition that begins to impede, to impose, to interfere – like Federal and Postal employees who have dedicated their entire lives to working for a Federal Agency or the U.S. Postal Service, then are beset with a medical condition that begins to impact one’s ability and capacity to perform all of the essential elements of one’s Federal or Postal position.

What does one do?  Can the doctor “fix” it?  Often, we have to simply live with it.

In those circumstances, the Federal or Postal employee who suffers from a medical condition and can no longer perform all of the essential elements of the Federal or Postal position, who lives in that concentric circle of a reality of living in a “not working” world, must consider the next steps – of preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, in order to step into another concentric universe of sorts, and move on in life.

Medical Retirement for Federal & Postal Employees: Staring into nowhere

Except in the slumber of darkness, it is an impossibility of a feat unperformed; yet, the metaphor itself works well, because we all engage in those periods of vacant stares where someone suddenly nudges you back into reality and comments, “It was as if you were lost in thought.”  What does that really mean?

The fact that we can stare, perceive through organically mechanistic means of refractive light upon the cornea of our eyes and yet fail to be “conscious” about the bodily functioning of organs designed to perceive, evaluate, analyze and judge so that other predators may not surprise us for their mealtime delights, is indeed a mystery that evolution cannot fully account for.  Staring into nowhere is the physical capacity to be awake, fully conscious and have perfect vision and eyesight, and yet “see” nothing beyond the point of one’s protruding nose.

In an analogy or even a metaphorical sense, it is the loss of hope because of an inability to see a future bright and with excitable anticipation.  Remember those youthful days when the future yet remained as a potentiality unfulfilled and unable to be fully foreordained because of the unfettered plenitude of energy unbounded to be released forevermore?  We could barely contain the excitement to “get out there” and “show the world” what we are made of, the unleashing of one’s creative energy ready to “wow” the universe that had never seen the likes of such talent and reserve of energetic innocence.

And then something happened.  Life intervened; love paused; a leave of senses occurred.  Or, more likely, we encountered others who had the same hopes and dreams, and recognized that others had already trampled upon the unspoiled grounds of sacrosanct altars, and there was little left for us.  Then, with wisdom and experience somewhat under that proverbial belt, we moved on and adopted some more “realistic” goals, and were perhaps all the more happier for it.

Then again, perhaps a medical condition intervened, and a further and “real” reality set in – one that continued to debilitated and progressively destroy.  Medical conditions can do that to a person, and an agency’s insistence upon antagonizing and creating a hostile work environment somehow adds to the turmoil.

Preparing, formulating and filing an effective Federal Disability Retirement application, to be filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is often the only way to ultimately escape that vacant staring into nowhere, precisely because it allows for a vantage point of future security to be recognized.

Staring into nowhere, while escaping into the impractical world of daydreams, may allow for relief for a moment, but the more effective perspective is to look at one’s circumstances, assess the Federal agency or Postal Service’s capacity to denigrate and destroy, and begin taking those steps in preparing for one’s future by considering filing an effective Federal Disability Retirement application.

Federal Employee Disability Retirement: Ascribing wrong motives

Is it wrong to ascribe wrong motives?  And, unless there emerges practical consequences, does it matter?  If a non-family member forms a relationship of friendship with an older person, do we fairly ascribe an underlying intent of malicious deliberation?  We may think thus:  He is hoping to gain something – gifts in return; an inheritance, perhaps; or, maybe even a more blatant act of stealing or forcibly engaging in a criminal enterprise.  On the other hand, there could be a purity of motives – of responding to loneliness and a desire for company; but who in this world ever believes that, anymore?

In a universe of depravity and disseminated cynicism of purpose, we know better, yet cling to that time eons ago of innocence and purity, when not everyone darkened his inner soul of decadence.  What was that age-old adage that once applied, when mothers and grandmothers admonished us to invite strangers into the home, lest one day a disguised angel appeared amongst our sinful souls?  Of scenes during the Great Depression when the hungry would knock humbly on backdoors and stand with hat in hand, eyes cast downward, and children in tattered clothing looked up with forlorn eyes in bulging anticipation for a morsel of forgiveness and food?

Yes, we give to that homeless man or woman in a moment of panic, when the urge of empathy is not so much overwhelming, but more fearful that we want to avoid the image that, “But for the grace of God, I may become like that person”, and quickly hand over some loose change or fumble for our wallets and pocketbooks to swiftly dispense with our duty to our fellow mankind – and if a stranger looking askance smiles sardonically and quips under his breath, “Yeah, right, as if you really cared” – is it any different in ascribing a wrong motive, than the mercenary who targets old ladies and innocent children with threats of harm?

This is a pivotal point in civilization’s evolution towards a pinnacle of maturation:  as the West has no mechanism in the generational transfer of wisdom, where the young learn of lesson’s past through dinner-table discussions of nightly musings; so the imputation of cynicism’s haunting residue will only exponentially overtake any purity of a soul’s essence.  We become what we fear, because fear overtakes and is more powerful than any singular love for one another.

For the Federal employee and U.S. Postal worker who is considering preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, it is often the case that the Supervisors, Managers and coworkers of the Federal agency or the Post Office at which one works, will ascribe wrong motives to the Federal or Postal worker filing for Federal Disability Retirement benefits.

That is a sad thing.  For, no one else can “feel the pain” as the person suffering from a debilitating medical condition, just as empathy and sympathy become waning characteristics in a society increasingly devoid of such human essences of Being.  In the end, one must simply ignore such lack of civility, and move on, as the saying goes; for, the old adage of proverbial significance – that a person is unable to understand unless you have walked a mile in his or her shoes – still applies today, whether or not the other person has ascribed wrong motives or not.
