FERS Disability Retirement from OPM: Cruelty

Is it a tautology to speak about human beings and cruelty?

In the Kantian sense of analytic propositions as opposed to synthetic statements — the former, where the predicate is already conceptually identified in the subject, whereas in the latter, the concept as proposed in the predicate is not already contained in the subject (e.g,, the statement, “Some dogs are short-haired” is an example of a synthetic statement because the concept of “short-haired-ness” is not necessarily contained in the concept of a “dog”; on the other hand, the statement, “All husbands are married” is an example of an analytic statement, because the idea of “being married” is already identified within the concept of “husband”, no matter even in the modern conceptual alterations of gender-identity).

Back to the question of the redundancy/tautology — of “human cruelty”; for, one may argue, cruelty as a concept is already founded in the definition of a human being.  Do other species exhibit cruelty?  Or, if we think they do, is it just an anthropomorphic projection?  For, predators don’t play with their prey; they kill not to torture but to consume.

The annals of human history are replete with human cruelty.  We like to mythologize about the dignity of human beings, the sophistication of civilizations great and small, but the plain fact is that cruelty is a human characteristic undeniably rampant, no matter the beautiful bouquets we attempt to cover the bloody footprints with.

For Federal employees and U.S. Postal Service workers who suffer from a medical condition where the medical condition no longer allows you to continue in your career, cruelty by your agency should be expected.  Why would you think that human beings would respond and act otherwise?  Is it because there is also “human compassion” and “human empathy”?  Are those synthetic propositions, or analytic ones?

FERS Disability Retirement Benefits: Stressful Times

These are, indeed, stressful times.  Stress plays a large factor for many; it is often the underlying trigger which hides behind the concealing curtain while other symptoms and manifested diagnoses charge towards the front of the proverbial line.  Depression, Bipolar Disorder, Generalized Anxiety Disorder, uncontrollable panic attacks — these and many other diagnosed conditions, including physical maladies, are suspected as having a connection to society’s number one enemy: Stress.

FERS Medical Retirement from the OPM: That cup of tea

It is the symbol of a quieter life; of a pastoral time of past remembrances, where the slower pace accorded a tranquility now lost forever.  It is referred to in many of William Trevor’s short stories — of that time in England when people still sat around and had “that cup of tea”.  For, somehow, the notion of fine china, the curling wisps of winding steam and the aroma of warmth and comfort retain a resonance of civility, quietude and the sentiment of calmer times.

Coffee, on the other hand, betrays a greater americanism — of forging ahead, forever seeking progress and movement, a person on steroids who cannot take the time, will not, and in fact has no time for the silliness of having that cup of tea.  That is why coffee is taken on the road, in plastic or styrofoam cups; in mugs and sturdy, thick jugs; whether plain, with a bit of milk and with or without sugar.

The two represent different times; of lifestyles gone and replaced; of civility and crudity.  Starbucks and others have tried to gentrify the cup of coffee, of course, and to create different “Internet cafes” with sophisticated-sounding names for lattes, “XY-Americano” or some similar silly-sounding names; but in the end it is the bit of coffee painted with a lipstick on the pig, and it remains the shot of coffee that provides the taste.

People are like that; and we all reminisce about times past, of “good old days” and for some, we miss that cup of tea.  For the greater society, the two contrasting flavors of a drink represent a bifurcation of sorts: One, for a kind of life we long for; the other, the reality within which we find ourselves.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal job, the distinction between the cup of tea and the mug of coffee is like a metaphor of one’s own circumstances: the body and mind requires that cup of tea; the reality that swirls around demands the mug of coffee.

Preparing, formulating and filing a Federal Disability Retirement application, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is perhaps the antidote to the growing problem.  While it may not be every person’s cup of tea, it is something that — given the environment of the Federal Agency and the Postal Service in requiring every worker to act like a caffein-induced maniac — may medically indicate a change from the coffee-centered culture that cannot sit even for a brief moment to enjoy that distant reverberation of fine china clinking amidst the calm of a quiet morning.

What is the difference between reality, fantasy, dreams, nightmares and pure hallucinatory visions not otherwise categorized?  At times, we engage in the madness of asking such questions, all the while forgetting that the very reason why we are capable of making such a query is precisely because we already know the distinctions that divide the differences.

In philosophy, there is often the pure pablum and sophistry of asking questions that, at first sight, might be taken seriously.  For example, to the question: How do we know that the reality we are presently experiencing is not merely a dream of a butterfly?  Or: Upon exiting a room, how can we be certain that the objects left behind still exist despite our inability to observe them (similar to the query, Do mountains exist on the far side of the moon?  Or, if a tree falls in a forest and no one is nearby, does it make a sound?).

What we forget when we ask such questions is the precondition to the query in the first place: namely, the fact that we can talk about fantasy presupposes an acknowledgment of a reality that is distinct from fantasy, and it is precisely our “forgetting” such a presupposition that allows for the question to even make any sense in the first place.  It is similar to playing a video game, or watching a movie that skirts outside of the boundaries of believability; the mechanism to suspend disbelief is the pathway towards allowing for unserious questions to gain some credulity.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of the Federal or Postal job, it is often this capacity and ability on the part of ordinary human beings to suspend disbelief in the reality of one’s situation that perpetuates a refusal to take the necessary next steps — of preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Thus can we suspend the disbelief of reality that tomorrow will be any different from today; or that the doctors will find a miracle cure; or that the Federal Agency or the U.S. Postal Service will actually attempt to accommodate the medical condition for the Federal or Postal employee.  On the other hand, fantasies allow for the continuation of hope to fester, as the reality of working for a Federal agency or the Postal Service itself often represents a surrealism that cannot be believed.

In the end, however, the reality of one’s circumstances will “catch up” with you, and the fantasy that the Federal Agency or the Postal Service would do something to accommodate the Federal or Postal employee will ultimately turn into the nightmare that it always was, and only the replacement of a reality that is recognized will awaken you from the slumber of indifference or menacing glare.

OPM Retirement for Mental or Physical Incapacity: Dreams quashed

It has a ring of finality to it, a tone of termination, a quake of unequivocal endings; to extinguish, to suppress or to stamp out; it is often used as an example of some authoritative juggernaut putting down and out a rebellion by some wayward bandits; and so when it is conjoined and combined with another word – one that denotes hope for the future, a flicker of light for something positive – that has a positive connotation, it becomes an oxymoron of sorts, or a compound concept that cancels out one another.

The first word allows for a future hope and anticipation of things yet to come; the second, a denial of the first, a negation of that which one lives for.  Dreams quashed is an admission of defeat where once victory was in hand; a resignation to the reality where warmth of hope yet remained; and a bowing to a reality where the subjective universe perhaps allowed for thoughts beyond that which the objective world would dictate.

The compound concept of dreams quashed, when applied to a young soul just starting out in life, is perhaps a tragedy; as one gets older and reaches towards the dusk of life, or of the old man in a rocking chair rocking the finals days of breath away into the sunset, perhaps less so.  Yet, for everyone, whether young, old or in-between, dreams constitute the fiber of life’s worth, the filament that connects between despair and a will to move forward.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to prevent, impede and block the ability and capacity to perform all of the essential elements of the Federal or Postal position, the recognition that a career may be coming to an end, and anticipation of that “dream job” one finally obtained after college, and the realization that the camaraderie of working on a team, of having a unified purpose and a singular mission that always moved towards the future, to fulfill mini-dreams and projects that leaped into the beyond such that tomorrow was worth living and the next day was an anticipated victory of some proportions, perhaps microscopically relative to the greater universe, but nonetheless a platform that reflected upon one’s self-worth; these constitute those very “dreams” that appear to be in danger of being “quashed”.

Sometimes, however, the dreams of yesteryear need to be adjusted, such that it is not truly a quashing, but merely a modification.

Federal Disability Retirement is a recognition not of a dream quashed, but of a priority realized – that health is not always a given in life, and that which we took for granted was never to be freely accepted, but a gift received by a token of one’s sense of mortality.  Dreams quashed are merely hopes deceived, and preparing an effective Federal Disability Retirement application, whether the applicant is under FERS, CSRS or CSRS Offset, is to merely delay the inevitability of another dream revived but perhaps left forgotten in the rush to make a living.

CSRS & FERS Medical Retirement: The chronic life

The chronic life is the one that burdens; and, yet, does not all of life present a challenge of burdensome trials and persistent provocations?  Or, are there elements within one’s life that makes it feel as if we are merely the donkey for others to place their weight upon, like those pack animals of yesteryears that always looked forlorn and ready to collapse?

Why do some appear “as if” they have not a care in the world, and flit about like in some ballet skipping and hopping, twirling and dancing from one scene into the next, never allowing for the concerns weighing upon like the rest of us?  Is it merely born of attitude, or having a “positive” thought process; or, are some blocked by the concerns of life such that we are always infected with the chronicity of angst and worry?

The democratic manner of a medical condition seems always to be the one factor that is the exception. Medical conditions do not discriminate; they impact everyone in the same manner.  Whether one is a carefree person, a worrier, a person who is serious, or who flits about life without a thought for consequences, the impact of a medical condition cannot be avoided.

There are those who live the chronic life – always meeting one’s obligations; always fulfilling promises; forever planning for the future; and then there are those “others” who seem to care not a twit about such matters.  And yet, whether of the chronic life or of other-hood, when a medical condition begins to impact one’s health, the treatment and response is all the same: and, all the more so, when the medical condition becomes one that is termed “chronic”.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition has been deemed “chronic” in the sense that it will remain with the Federal or Postal worker for a minimum of 12 months, it is time to consider preparing, formulating and filing an effective Federal Disability Retirement application, whether the Federal or Postal employee is under FERS, CSRS or CSRS offset.

It may well be that you have lived the chronic life, and that it is “unfair” given the seriousness of how you have lived your life.  Nevertheless, it is the chronic nature of things in general, including the medical condition that now must be attended to, that will have to be dealt with.

But the advantage is this: those who have lived the chronic life often “deal” with the chronic matters of life with greater success, and perhaps that is the reason the Federal or Postal employee who has dedicated his or her service to the Federal Agency or the Postal Service has been well-prepared for this newest fight – against the medical condition – in this chronic of all matters: the medical condition itself.

FERS & CSRS Disability Retirement: Of true discourse and debate

A title immediately becomes “suspect” when the prefatory insertion of the word “true” is necessitated.  For, the noun which it is meant to enhance should be able to stand alone, without the reinforced embellishment that it is somehow more genuine than with the cousin’s uninvited presence.  It is like referring to a gemstone as a “valuable emerald” (what, one queries, would constitute an invaluable one?), or that such-and-such is a “very religious priest” (as opposed to an irreligious one?); and so to refer to the methodological approach of discourse and debate as one which is “true”, is to immediately undermine the very meaning of such a beginning.

But in modernity, where meaning has lost its efficacy and the elasticity of language has become epitomized by mindless You-Tube videos and an endless stream of nonsensical declarations preceded by a belief that, as pure relativism is rampant and presumed, it matters little who holds what opinion, the content of what is said, and not even the tone of intended consequences.

Once, in years past, there were “rules of engagement“, but three (3) foundational precepts needed to be followed in order to engage a valid discourse and debate.  First, that a distinction could be made between truth and falsity.  Second, that there existed a “superior” argument, based upon the combination of facts and rules of logical argumentation, in contradistinction to an “inferior” one.  But third — and this is the missing component in today’s endless shouting matches on television and radio waves — that each participant possessed a level of humility such that upon recognizing the inferiority of one’s one argument, a voluntary concession would be made, admitting to the superiority of the opponent’s argument.

While everyone recognizes and acknowledges the structural weakening of the first element, it is this last one which has devastated the entire process of today’s discourse and debate.  Of relevance to Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is the extent, content and relevance of making a legal argument, and to what effectiveness and efficacy of substance, in preparing, formulating and filing for Federal Disability Retirement benefits with OPM.

In the end, bureaucracies are based upon the power of its established conduit of administrative complexity, and OPM is no different.  The U.S. Office of Personnel Management is made up of ultra-competent individuals who take their jobs very seriously, as well as with a mixture of some who are less than stellar.  That is the general make-up of all such organizations and governmental entities.

The structure of the right to appeal, however, is why a cogent discourse and debate must be prepared.  If the U.S. Office of Personnel Management denies a Federal Disability Retirement application twice (at the initial stage of the process, then again at the Reconsideration stage), then the Federal or Postal Disability Retirement applicant can file an appeal to the U.S. Merit Systems Protection Board.  There, the Administrative Judge will hear all of the arguments made, afresh and anew, and consider the lack of constructive engagement and “weak points” of OPM’s arguments.  That is where all true discourse and debate must begin — before an audience with a listening ear.  And there we have that complementing and undesirable cousin again —  the “true” X, as opposed to an untrue one?
