OPM Disability Retirement under FERS: Staying the Course

Sometimes, such a strategy can lead to success.  Despite facing obstacles or criticism, the strategic decision to remain steady and unwavering from one’s original plan can successfully result in meeting the original objective or goal.  More often than not, however, a slight variation deviating from such a decision to “stay the course” when some sense of adaptation and malleability is called for, is the better methodology to adopt.

“Staying the Course” is allegedly a showing of dedication to purpose, an unwavering capacity to ignore criticism and a steadiness of deliberation.  It can also reveal a stubbornness of stupidity.  For, when circumstances call for a change in course, ignoring such circumstances has resulted in great historical tragedies.  Great battles have been won and lost because of a leader’s inability to adapt to changing circumstances, or its opposite in waging the better fight because of an acuity of mind in viewing the need for such adaptation.

Disability Retirement for Federal Government Employees: The spare

It is a peculiar word when left alone, for it often is used with an accompaniment, as in “a spare tire”, “With room to spare”, or even, “Do you have any spare change?” queried the panhandler to the passerby.  It is a word which either describes a certain set of circumstances or of a person’s demeanor, characteristic or even of physical features, as in: “He had a spare bedroom”; “He was a spare, bald-headed man”; or how about: “He was spent and had no energy to spare”?

But to make it into the central character, as in the title above — “The spare” — makes it suddenly rather peculiar, for it is meant to always be the character actor, the word that “adds onto other words” and the unique little offshoot that never takes center stage.

For Federal employees and U.S. Postal workers who suffer from a medical condition where the medical condition begins to impact the Federal or Postal employee’s ability and capacity to continue in the chosen career of one’s life, the word retains multiple relevant applications, whether standing alone or in accompaniment with other words.

For the Federal employee or Postal worker who no longer has any spare energy left at the end of the day; when one must be careful in using sparingly any accrued Sick Leave or Annual Leave; when time can no longer be spared beyond doctor’s appointments and attending to work, family obligations and the spare time no longer forthcoming; and where that spare reserve of energy is now devoid and profound fatigue has set in, it becomes time to consider preparing, formulating and filing for Federal Disability Retirement, because any spare time, effort or energy has now become a deficit to be reckoned with, where the spare of anything and everything must be focused upon that which can never be spared: One’s health.

What is the difference between reality, fantasy, dreams, nightmares and pure hallucinatory visions not otherwise categorized?  At times, we engage in the madness of asking such questions, all the while forgetting that the very reason why we are capable of making such a query is precisely because we already know the distinctions that divide the differences.

In philosophy, there is often the pure pablum and sophistry of asking questions that, at first sight, might be taken seriously.  For example, to the question: How do we know that the reality we are presently experiencing is not merely a dream of a butterfly?  Or: Upon exiting a room, how can we be certain that the objects left behind still exist despite our inability to observe them (similar to the query, Do mountains exist on the far side of the moon?  Or, if a tree falls in a forest and no one is nearby, does it make a sound?).

What we forget when we ask such questions is the precondition to the query in the first place: namely, the fact that we can talk about fantasy presupposes an acknowledgment of a reality that is distinct from fantasy, and it is precisely our “forgetting” such a presupposition that allows for the question to even make any sense in the first place.  It is similar to playing a video game, or watching a movie that skirts outside of the boundaries of believability; the mechanism to suspend disbelief is the pathway towards allowing for unserious questions to gain some credulity.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of the Federal or Postal job, it is often this capacity and ability on the part of ordinary human beings to suspend disbelief in the reality of one’s situation that perpetuates a refusal to take the necessary next steps — of preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Thus can we suspend the disbelief of reality that tomorrow will be any different from today; or that the doctors will find a miracle cure; or that the Federal Agency or the U.S. Postal Service will actually attempt to accommodate the medical condition for the Federal or Postal employee.  On the other hand, fantasies allow for the continuation of hope to fester, as the reality of working for a Federal agency or the Postal Service itself often represents a surrealism that cannot be believed.

In the end, however, the reality of one’s circumstances will “catch up” with you, and the fantasy that the Federal Agency or the Postal Service would do something to accommodate the Federal or Postal employee will ultimately turn into the nightmare that it always was, and only the replacement of a reality that is recognized will awaken you from the slumber of indifference or menacing glare.

Federal Employee Disability Retirement: Nascent knowledge

At what point does nascence become a maturity of device?  Is it linear time, or merely to exist within a pendulum of boredom where thoughts have moved on to other matters?  Youth, in general, is expected to engage in folly; but of nascent knowledge, where the appended concept of the latter connotes an established fact, a truism tested, and a hypothesis verified – but yet to be tested by time-worn principles and assimilated into the cauldron of society’s greater mixture of things working, defects allowable, and warts acknowledged as harmless.

For, newness itself should not be a basis for permanency of status, and as knowledge cannot be verified until tested, so nascent knowledge is the dangerous of all because it combines the defiance of dual categories:  Because it is new, it has not yet been tested; because it is “knowledge” unassimilated within the paradigms of commensurability like tectonic plates shifting to see what fits and what cannot be accommodated, so the lack of verification makes it that much more suspect.  Yet, we celebrate nascent knowledge “as if” the preceding announcement itself is as exciting as the introduction of a product advertised.

Don’t you miss those days of gangsters and badlands, when cell phones and close circuitry of images were missing, such that the detectives had to actually pursue the criminals?  Now, much of criminal investigation is reviewing of forensic evidence, and avoidance of conviction entails attacking the science of DNA analysis and the credentials of scientific application.

We have allowed for leaps and bounds over pauses of reflection, and never can we expect someone to evaluate and analyze an innovation and declare, “No, it just isn’t going to fit into the greater paradigm of our society”.  Why is that?  Is it because all souls are up for sale, and anything and everything that is deemed “new” becomes by definition that which is desirable and acceptable?  Or, is it merely a matter of economics, that the survival of a company or product is based upon the announcement of a more recent version, and vintage of merchandise is left for those with nostalgic tendencies, old fogies who lack the vibrancy of youth and the cult of newness?  That is, of course, where law and society clash; for, in law, the reliance upon constancy and precedent of legal opinions weigh heavily upon the judgment of current and future cases.

For the Federal employee or U.S. Postal worker who needs to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal employee or U.S. Postal worker is under FERS, CSRS or CSRS Offset, the acceptance of nascent knowledge should include the medical condition, the current circumstances, and the present impact upon the Federal or Postal employee’s job elements.  But as to nascent knowledge involving cases past and statutory interpretations of yore?

OPM Medical Separation & Retirement: Of self-expression in society

There exists a proportionate correlation if charted on a graph, between the rise of a need for greater self-expression and the alienation from the individual from a sense of belonging and community.  The human animal has an inner need for acceptance and comity within the context of societal cohesion, and this is no different from other species and their behavioral patterns, excepting the “lone wolf” characteristics where mating or predatory consummation represents the only points of contact.

The lines of the hypothetical graph would intersect somewhere at the level where the individual believes that personal identity has been lost and subsumed from a community detached and uncaring; notice, identity and self-worth are bundled together in an almost inextricable complexity within the human psyche, and that proverbial and pervasive “inner cry for help” becomes exponentially magnified when that alienation intensifies.

Focus upon a collective “self” by a society encumbered with economic woes, infringement upon base survival instincts, and a growing sense that reliance upon one another is no longer believable, leads to the downward spiral of the line which represents societal comity, where the trajectory suddenly drops precipitously in a straight, vertical manner.

Yet, the other line — the one which represents self-expression and a silenced cry for urgency of warmth and responsiveness, continues upward in a more gradual trend, with short and sudden spikes here and there, but still reflective of a desire to pull back, to harken with a perspective of the rear-view mirror, wanting and willing always to open one’s arms and embrace the roots of that tribal nature from whence we all originated.

But we are becoming more and more calloused; the time wasted, the ascending alienation as first reported by Camus and the French existentialists after the ashes of the Phoenix failed to rise from the funeral pyre of the war-torn devastation of Europe and the consequential bifurcation of nations within the greater context of a potential addendum holocaust involving nuclear weapons, and the subsequent inertia developed through wealth and artificial products which were marketed by means of media and mass distribution — from it all, discontent arose, the notion of life’s absurdity followed, and the greater need for self-expression formed.

Look at Facebook and the explosion of psychosis.  Look at the obsession with smart phones and the need to “update” one’s “profile”.  But always remember that self-expression must be contained, and appropriately conveyed.

For Federal employees and U.S. Postal workers who must, by necessity, file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the vehicle of formulation in preparing an effective Federal Disability Retirement application, to be submitted to OPM, must have a certain restraint and self-limitation imposed.

Not every fact and fancy of opinion should be included in the Applicant’s Statement of Disability.

And, one must ask, how much of that self-expression exudes bravado and exaggeration?  And even after one has won one’s Federal Disability Retirement application, there may be a Medical Questionnaire which is issued by OPM, and if in the course of investigating further, there surfaces an indicia of some extreme form of activity such as bungee-jumping or similarly strenuous engagements which are “posted” for all viewers because of the need for “self-expression” — such a wanton cry for help may indeed come back to haunt.

Self-expression in a society replete with alienation and abandonment may, in the end, be all that we are left with; but for the Federal or Postal employee who wants to preserve and protect one’s Federal Disability Retirement annuity, it may be best to exert some semblance of self-control that is quickly diminishing and disappearing on the graph of the proverbial downward spiral.

FERS & CSRS Medical Retirement: Meaning, Value and Worth

The last in the tripartite of this conceptual construct possesses a relational significance, where fluctuation of the assigned designation may occur based not upon extrinsic objectivity, but upon a personal sense of attachment, and thus the influence on a spectrum may artificially go up or down depending upon whims of fancy.  The middle term, on the other hand, is often seen to characterize an intrinsic scope, where the assignation of pricing can be determined by market forces, such as the capitalistic paradigm of scarcity of supply and increase in demand coalescing to determine the monetary stability of an essential rating of specified consideration.

The first in the series, then, encompasses both — where derivation attaches to an intrinsic specificity for a given item, but may also alter and amend based upon an intrinsic, personal aura.  It is, in the end, the first for which we strive; for it is meaning that gives fodder to our actions and persistent struggles, while value is that which we attach based upon the objective world around us, and worth can alternate between the historicity surrounding our relationship to the object or the cold detachment we can impart when loss of feeling results in despair.

Of what value does that which we do, have to us, or to the greater society?  That question is often determined by pay, promotions and accolades attributable to accomplishments recognized and applauded.  What is it all worth?  The unstated addendum to such a query, of course, is encapsulated in the following:  “…to you?”  For, worth is often clouded by a sentimental attachment or clouded histories of unknown psychosis; that is why auction houses and bidding wars attempt to portray an impervious face of dispassionate aplomb.

But for meaning, well…  Meaning is what we bring to the fore, embellished by our own sense of bloated narcissism, and derived from childhood dreams and sophomoric pretentiousness.  We attach too little to true value, and too much to sentimental worth.  And when it all comes crashing down because of the fragile house of cards upon which we built our lives, we sit in amazement and wonder, “What did it all mean?”  Such questions will often arise in the midst of a crisis.

For Federal employees and U.S. Postal workers who must contend with a similarly troubling tripartite of parallelism — of meaning (corollary of the medical condition which erupts in questions of why); of value, where the Federal agency or the U.S. Postal Service attaches extrinsic obstacles which signify the course of one’s future within the Agency or the U.S. Postal Service; and worth, which must emanate first from the Federal or Postal worker within the standpoint of whether continuation with the Federal agency or the U.S. Postal Service is even practical, given the loss of meaning and the reduction of value to the Federal agency and the U.S. Postal Service.

In the end, the striving of life is encompassed by the tripartite of human mysteries; we search for meaning in a world devoid of determinable value, and must yet come to terms with the worth of ourselves in relation to the things we do.

That is why, when a medical condition begins to impact one’s ability and capacity to perform one or more of the essential elements of one’s Federal or Postal positional duties, preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is merely an intermediate step towards finding the next phase in the search for meaning in life, the value of the search, and the worth for which we struggle.

OPM Medical Retirement: The reservoir of vitriol

Do you ever wonder at the seemingly inexhaustible volume of time people spend on expending and expiating their reserve of malice, hatred and sheer meanness of being?  Time and energy spent on gossiping about others; of planning conspiratorial devices to undermine fellow coworkers, or to initiate harassing administrative sanctions and bureaucratic snafus in order to make life tougher, more miserable and uncomfortable for someone else.

More modern cars have a warning indicator informing the driver that the low fuel has resulting in the use of the “reserve tank”; for those whose carelessness can result with inaction ad infinitum, perhaps the depletion of such should require a further reservoir, and on and on — except for the impracticality of finding room for further gas tanks.   Ultimately, it all amounts to the same source, doesn’t it?  Whether you call it a “reserve tank” or from the primary one, depletion results from the aggregate of all, and the warning is merely a reminder to the clueless, and an excuse to nudge.

Similarly, at what point does a reservoir for vitriol need a warning indictor to light up for the source of such malice?  Or is human nature such that his or her depth of evil is irrepressible, and possesses an infinite chasm of depravity?

For Federal employees and U.S. Postal workers who have suffered at the hands of an agency or the U.S. Postal Service, through harassment, intimidation and sheer vitriol, and merely because the Federal or Postal employee has committed the crime of suffering from a medical condition and therefore is unable to perform one or more of the essential elements of one’s Federal or Postal positional duties, it is time to consider the innate nature of human malice, and determine whether it is even worth staying in an environment and atmosphere of negative returns.

Yes, careers are important, but at what cost?  Of course financial certainty provides a semblance of comfort, but to what end?  Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is a step not just to “get away”, but further, to reach for a goal in which health and human sacrifice are not exclusive possessions of the Federal agency or the U.S. Postal Service.  Understand the essence of human depravity; the reservoir of vitriol is inexhaustible, and just when you thought it couldn’t get any worse, the malice of man is only beginning.
