Medical Retirement for Federal Employees: Memories of Yesterday

There was a recent single-captioned cartoon that had a man and a woman together (presumably a married couple), where one says to the other, “It’s sad when the ‘good old days’ are just yesterday”.  The point of the cartoon was to give us a sense of where we are today, where the pandemic has come upon with such rapidity and impact upon our lives such that memories of yesterday have become the fond fodder of our daily discourse.

The “good old days” are not a decade ago, or even a couple of years ago; they are yesterday.

Memories of yesterday: No concern that just by going out to the grocery store, you will contract a deadly disease that will land you in the hospital; or that there is any concern about eating at a restaurant; or that shaking hands with someone, opening the door to a store or visiting the home of a friend or neighbor will pose a danger.  Or that you may not necessarily be the victim or patient, but rather, you may become the unwitting carrier of a virus which may impact another, more vulnerable person.  Memories of yesterday remain fresh in our minds.

FERS Disability Law: Shakespearean Comedy — or Tragedy?

Shakespeare has said it all; whether in one of his Tragedies or Comedies, or in the Sonnets which addresses so many topics ranging from mortality to love, time, beauty, etc. — he covers the inner psyche of man and the outer folly of our actions.  That we no longer quote from his plays or sonnets is a reflection of our own superficiality, and the failure on our part to recognize, protect and preserve the genius of a relic so relevant even today.

“Genius” is precisely that — of thoughts, principles and stories that transcend time, culture and historical context; but we live in an age where, as Aristotle would note, the “appetitive” part of our soul has been allowed to rule, whereas the intellect, reason and rational parts were meant to be the dominant force in our lives.  Comedic situations or tragic circumstances — one often melds into another.  In modernity, we often don’t know when to laugh or to cry, as the pain is great, the absurdity greater, and the two cannot always be recognized one from the other.

FERS Medical Retirement: Time to Enjoy, or Recover?

Time is of such great consequence, these days.  Each morning, there is a list of innumerable things “to do”, should be done, can and need to be done, and yet the multiple factors which impede accomplishment and full satisfaction are always there: Time; energy; stamina; the need for sleep; the next day.  Perfectionists have it the worst; the carefree person, the easiest; the uncaring, even better; and most of us remain stuck, somewhere in the middle.

For a true perfectionist, the exhausting effort to accomplish every and all things results in an unending effort to please everyone and to often get nowhere; for the uncaring or the carefree person, life is a series of hits and misses, of focusing upon self-satisfying endeavors; and for the rest of us, a balance between enjoyment, guilt, and the need to recover.  Weekends often become mere delays for the inevitable; a respite, a pause, a break to try and catch up on sleep, rest — recovery.  Enjoyment is a relative term.

FERS OPM Medical Retirement: The Haphazard Approach

The dual root foundations in the word itself imply a dangerous and directionless lack of methodology; for the “hap” is derived from the Old Norse word, “happ”, meaning “good luck” or chance occurrence, while the term “hazard” connotes danger and potential disaster.  The combination of the two form a compound word of sorts: of an event or action which lacks planning, order or direction.

The haphazard approach is one where a person engages in an activity or initiates an act without a plan, lacking in a methodology of discourse, and does it “on the fly”.  Perhaps one can get away with such an implementation for certain inconsequential activities, projects and ventures; but this is a world where competition and “beating each other out” is inherent in almost all phases and aspects of living.

It might be okay to engage in a haphazard approach when “funning around” with your kids, or even in going out with friends.  Not everything needs a plan; but in life, having a plan —a formulated approach that develops through thoughtfulness and deliberation of intent — is helpful.

Federal Disability Retirement: Landmines undetected

Landmines, or other similar devices left undetected, whether improvised to explode and damage, harm or otherwise maim and kill, are constructed and implanted precisely for the purpose of being hidden until it is too late — until, unaware and unconcerned, the unwary enters into the foray of the device and suffers from the resulting potency of mayhem.

Landmines undetected do exactly what they were intended for: to catch the target unaware, and to perpetrate the greatest extent of harm and destruction possible.  Undetected, they lay in wait in camouflaged veils of surreptitious decoys meant to project an aura of innocence and harmlessness, until it is too late.

Then, of course, there are those landmines which could have been detected, or should have been; where the unwary should have been easily apprised of the potential harm, but for whatever reason — apathy, ignorance, lessening of one’s resolve or suspicion, or whatever the excuse or reflective rationale — failed in the process and suffered the consequences.

The term itself — “a landmine” — is often used allegorically and metaphorically, to emphasize a point of danger, potential hazard or other undetected potentiality, whether concealed, veiled or ignored as irrelevant and insignificant.  For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, the landmines undetected in Federal Disability Retirement Law may become the very ones which lessen and diminish the chances for a First Stage success.

Medical Retirement under FERS & CSRS: Unwillingness

What is it about a personality that is unwilling?  Is it pure obstinacy?  Or, perhaps a personality trait of stubbornness that goes against the very nature of a person’s essence?  Such traits or quirks of personalities are interesting, precisely because they can fluctuate depending upon the particular context encountered.

Take, for example, an important conference where negotiations are occurring — say, in the settlement of a lawsuit or the consequential merger of two giant companies, etc.  If one of the principals in the negotiations has a reputation of “unwillingness” to compromise, or during the course of back-and-forth give and takes, it becomes apparent that the chief negotiator is unwilling to move an inch, we say of the person that either his (or her) unwillingness to reach a common accord is X or Y — i.e., tenacious to certain unmovable principles; stubborn; intractable; a “brilliant” tactical negotiator, etc.

Now, take the same example but with an individual who is willing to bend and allow for concessions — we might say of that person that he or she is “reasonable”, or that he is a wimp or she is without integrity.

But “unwillingness” has a special characteristic and connotation, does it not, from the rest of the personality traits described?  Especially if it is a permanent feature of a person’s makeup, and not merely a temporary, stubborn streak that may change and alter later on, or in a week, or in an hour’s time.

There is both something admirable as well as exasperating when referring to a person who has a personality characteristic of “unwillingness” — whether based upon an inner principle that drives the intractable nature, or perhaps a quirkiness of nature that refuses change.  The test of that unwillingness, and whether it is apparent only in certain particular and unique circumstances, or whether that is a permanent feature of a person’s internal mechanism, can only be tested through the spectrum of one’s life.  Such a personality trait can be admirable and reflect an evolutionary advantage in surviving the encounters with the world at large, or they can be a self-inflicting wound that can destroy and defeat.

For Federal employees and U.S. Postal workers who have an unwillingness to throw in the proverbial white towel despite all evidence that shows that the Federal or Postal employee is no longer able to perform one or more of the essential elements of one’s Federal or Postal job, the alternative one must face can be daunting: continuing to endure the medical condition despite the debilitating nature of the trauma; the increasing harassment that must be faced because of excessive taking of Sick Leave, Annual Leave or LWOP; the the questioning looks from Supervisors, managers and coworkers, etc.

Federal Disability Retirement, of course, is an alternative course of action — of recognizing the need for change, the requirement of pliability, and the necessity for modification in one’s life.

Yes, “unwillingness” is often an admirable trait to cling to, but for the Federal or Postal employee who can no longer perform one or more of the essential elements of one’s Federal or Postal job, it can be an obstacle to a necessary next step in preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Federal Employee Medical Retirement System under FERS or CSRS: The footnote

Who reads them, anymore?  Defined as an ancillary or corollary piece of information beyond that which is stated in the body of the main text, the footnote represents that which reflects an addendum and not something that is considered “required reading”, but more likely for the benefit of those who enjoy quixotic minutiae and esoteric details of irrelevant import.*  As referenced in history, one who is relegated to the afterthought failed to reach the first order of things, and their lack of relevance is reflected by banishment to the bottom of the page.

Before computers were invented, long before the notion of “cut and paste” defined the laziness of intellectual prowess, the writer had to engage in prescient forethought, and calculate by measured deliberation the space to leave, the length of the footnote, and whether there was enough white-out left in the crusted bottle to make up for any lack of proper preparation.

The pretentiousness of the pseudo-intellectual, of course, was to have footnotes of greater length than the body of the text itself, spanning multiple pages so that the reader would become confused as to what constituted relevance in contrast to signification of purpose, where some pages barely had a sentence with but a horizontal mark demarcating the onerous esoterica of erudite irrelevancy.  And the worst, of course, is when a teacher or professor would ask a test question based upon one; for, again, the common refrain was twofold:  Who reads them?  Were we required to read them?  And the scoffing retort from the test-giver — that god amongst gods who held grades, fate and future plans in the palm of a single hand: If it was in the assigned material, it was “required reading”.

Much later, of course, we came to realize that “it was really good for us to read them” (though we never really believed such inane confessions), or to our own children, “When I was your age, and computers weren’t yet invented…” (with but a reactive facial expression beyond capacity to translate).  In the end (literally and figuratively), we all realize that the footnote itself represents mere distractions upon an otherwise ordered pagination of an author’s meanderings, and for ourselves, that they reflect a metaphor of who we are.

Most of us are treated as mere footnotes, left unnoticed, disregarded except for occasional reference by accident or happenstance.  For the Federal employee or U.S. Postal worker who has come to a point in his or her career, where a medical condition has progressed to a deteriorating consensus of requiring an alternative plan of action, being treated as a footnote within a subtext of irrelevancy amongst a sea of bureaucratic inefficiency, is likely a feeling of growing concern.

As footnotes are deliberately disregarded, so the majority of people are like those masses of addendum relegated to unnoticed details of sub-citizenship.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management will often elevate one’s status and stature for a time, if only because the Agency or U.S. Postal Service is suddenly forced to read the footnote, and take notice of the subtext; but beyond that, it is the medical condition itself which relegates the Federal or Postal employee to that numbering at the bottom of the page and left to irrelevancy, precisely because you are not one of the “productive” ones.

How does one force the “outside world” to “read” you?

In the end, there is life beyond a career with the Federal Agency or the U.S. Postal Service, and filing for Federal Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is merely a first step in getting beyond being relegated to a mere footnote.

As with those generals who served alongside Eisenhower, Grant, Lee and forgotten Roman centurions, most of us are mere footnotes, and glad of it for the unnoticed joys we can embrace in the anonymity of our privacy, and for the Federal or Postal worker who wants to get beyond the notoriety accompanying that unwanted attention for merely having a medical condition — and thus temporarily assigned to the body of the “main text” for being a nuisance — preparing, formulating and filing an effective Federal Disability Retirement application with OPM is often the first step towards asserting one’s rights to getting back to the footnote of time and timelessness, where most of us want to remain, in the cocoon of irrelevancy and historical afterthoughts.

OPM Disability Retirement: Sedimentary Structures

In interpreting geological formations by natural deposits involving complex strata of ahistorical significance, we are better able to conceptualize the environment, the impact of changes by weather, temperature vicissitudes, and organic alterations whether man-made or neutral in their deliberations. River flows and their swirls of changing directions; droughts, sudden floods, or the soft and natural flow of a forming inlet; these all impact and influence the sedimentary structures which form over time, unnoticed to an ahistorical perspective.

Why do we care of such things?  In the silence of nature and the flow of time, where a fallen tree downed by the directional change of forceful erosion, what difference does the depositing of dirt have upon the salience of human civilization?  As with most things of significance and import, it is the analogy discovered, the metaphor spoken, and the connections we encounter within the linguistic tissues of form-to-thought, reality-to-subjective insularity, and the utter abandonment of the correspondence theory of truth, which make for interest and relevance.

The way we think; our outlook on life; whether we retain a hopeful sense for tomorrow or a bitter despondency lost in yesteryear’s calamity of chosen obsessions; these, in their aggregate, formulate the apothecary of our lives. Building a dam; obstructing the natural flow; altering whether it is multi-directional or unidirectional; these all influence the coalescing of sedimentary structures. By recognizing how stratification of certain minerals dominate over others, we can acquire an abundance of wisdom in protecting our own health and wellbeing.

For Federal employees and U.S. Postal workers who have come to a point in his or her Federal or Postal career, where a medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal positional duties, it is well to behoove the natural formulation of sedimentary structures — and their relevance upon our perspective and insights.
