OPM Disability Retirement under FERS: The Long Slog

Whether impatience is a uniquely American characteristic (a flawed one?) or is merely something inherently inseparable from the human species generally is a debate for anthropologists and similar academic theoreticians to engage; but in any event, it does appear to pervade the American character in pervasive plenitude.

We are impatient about almost everything — and appear to be willing to abandon all “old ways” in favor of the “new”.  This leads to some disastrous results — as in our impatience for conflicts that last too long and our quick willingness to abandon our efforts because our goals were neither quickly nor easily achieved.

The Long Slog is always problematic for the impatient — for, it means that we must commit time and resources for periods beyond a murky, endless timeframe.  How long something takes cannot always be clearly quantified, and often the anticipated length must be ignored and, instead, achievement must be measured not in terms of time, but in light of merely remaining and showing a steadfast commitment to honoring a timeless commitment.

This is often difficult because other thoughts begin to intrude during the endless lull — Are we wasting our time?  What if we are throwing away good money after bad (a very common thought);  What if we never achieve our goal?  And many more such concerns, besides.  How do we counter the natural concerns of the Long Slog?

First, by clarifying at the outset one’s commitment to a process, and recognizing that the stated goal can only be achieved without regard to time, and Secondly, to accept that any timeframe anticipated should be multiplied by a factor of 10.

Commitment is a difficult value to uphold, and that is why a marriage covenant is so often broken — for, who can even conceive of honoring a promise “Till death do us part” without knowing the particulars of what a lifetime will entail?  All that goes into a “lifetime” — of joys and sorrows, of happiness, suddenly overshadowed by sickness and tragedies unforeseen — in short, the normal history of all of mankind.

Thus do so many people end in divorce and, similarly do long-term commitments become abandoned and forgotten human detritus.

OPM Disability Retirement Law: The Compelling Reason

We have come to interpret such a concept as one which must rise above the mundane.  A “reason”, in isolation, is simply not enough; instead, it must be “compelling” — that break between a pause and a human action.

People act or remain dull and passive for all sorts of reasons, whether silly, valid, inappropriate or otherwise uninspiring; but when the words which form a basis for sudden action, where even the dullard is spurred into a frenzy of intensity otherwise resembling a sleeping dog on a rainy afternoon where even rabbits ignore its presence — then we know that the “reason” was indeed “compelling”.

Most words and concepts merely lead to other words and concepts; sometimes, they are related; at other times, whether by accident or by deliberation, a logical and causal connection may be recognized between conceptual spheres.  But it is the rare animal when an action results from a word — otherwise known as a reason.

OPM Disability Retirement Benefits: The Privacy of Weirdness

Privacy provokes weirdness; or so it would seem.  Things which people would not otherwise do, they do in the apparent seclusion of privacy.  It is when the “private” becomes “public” that embarrassment, revelation, uncovering and shame is brought out.

People engage in activities ranging from the mundane to the absurd — and this is often witnessed in that “bubble” created by sitting in one’s car.  The vehicle creates a strange phenomenon — for, although it does not truly provide a privacy space, people get into their vehicles and act as if no one can see them.  Witness how we suddenly dance uninhibited to the music playing when driving; or talk to yourself, or perhaps other acts of weirdness.

Then, of course, there are the more absurd revelations of recent vintage — of weirdness performe while on Zoom when privacy was thought to be the case.

Pain is on the spectrum of weirdness — for, it is a “private” or “subjective” matter, experienced within the bubble of one’s own body and self.  We often try to hide it — but it manifests itself through grimaces and facial contortions.  It can be hidden and masked, but whether it is healthy to do so, is quite another matter.

OPM Medical Retirement under FERS: The Promise

Can you make a promise to yourself?  What would that look like?  Would it be valid and binding?  If not, how would we “prove” it?  Perhaps in a similar manner as Karl Popper’s “falsification” approach — of being able to come up with conditions under which a theory or a posited application can be “falsified”?

Take the following hypothetical: A man sits in a cafe and is clearly upset; perhaps he makes unconscious heaving sounds, and tears stream down his face.  A friend of his happens to visit the cafe, enters, sees his friend in distress and sits down at the same table, uninvited.  “What’s the matter?” the friend asks out of concern.  Hesitant but clearly wanting to share his feelings, the individual queried answers, “I broke a promise, and I feel really terrible about it.”  Pausing — for, despite being his friend, this particular person has a reputation for exaggeration and overstatement — he forges onward bravely and asks him to “share” his story, believing that empathy is the better part of valor.  “Well, I made a promise that… [and the reader can fill in the blank following the ellipses].  And I broke it.”  The friend, concerned and puzzled, asks: “And who did you make the promise to?”  The distraught Person A looks up, tears still streaming down his face and states calmly, “To myself, of course.”

Can such emotional turmoil remain commensurate with the fact of a broken promise made to one’s self?  Can a unilateral promise be binding, or can it be broken with as much ease as the creation of it in the first place?

We all make promises to ourselves, and perhaps an argument can be made that the very essence of “character” and “integrity” is revealed in how scrupulously one abides by those promises made and kept by and to one’s self — even if others don’t know about it.

Is it by actions followed by words, or by mere words spoken that it develops, solidifies and concretizes? Can we really go by appearances alone, or must there be a history of words followed by actions, followed further by assurances, then again by more actions, until a sense of comfort and solidarity of feeling comes together to form an aggregate whole where we declare within our inner consciences, “Yes, I trust him (her)”?

Trust is a peculiar human emotion –for, it is an emotion, in the end, is it not?

If a spouse cheats once, will the suspicion of another time ever disappear?  If a person abandons his or her post and absconds in the middle of the night, does that not hint to a character flaw that he or she can and likely will do the same thing again?  Would an embezzler be invited to be employed as the head treasurer once accused, convicted and imprisoned?  Can trust shaken once ever be regained?

Medical Retirement from Civil Service: By what measure?

Does a formula, a paradigm or a standard instill in us the direction we so desire?  How is it that we compare X to something, and is the contrast a necessary prerequisite to achieving and accomplishing, or is that some artificial, societal construct that we have manufactured in order to sell ourselves a “bill of goods”?

Yes, yes – Western Civilization (remember that middle-school subject taught under the general aegis of that title?) always begins with the philosophical precept of Aristotle’s, of “First Principles” and the “causes” of events and occurrences, but where is it stated that we must have a “measure” by which to compare and contrast?  By what measure do we apply ourselves, or is not the evolutionary will to survive and the genetic predisposition to propagate a sufficient factor in the drive to excel?  Like peacocks during mating season and robins that reveal a ferocity of savagery in the spring months, is there a measure by which we are deemed a success or failure, and by a standard where comparisons are made, conclusions are reached and judgments are rendered?

Rare is the solitary figure who abandons all implements of societal judgments and goes it alone without the condoning nod of an authority figure.  Lone wolves are figments of mythological fables; the rest of us follow the herd by the measure set by others in a society of gossipers and watchdogs set upon us without warning or consistency.

For Federal employees and U.S. Postal workers who suffer from a medical condition, where the standard of measure has always been some unstated and unfairly predetermined set of rules that are governed by a bunch of words we never agreed to – i.e., “productivity at the cost of health”; “loyalty to the mission of the Federal Agency without regard to medical conditions”; “repetitive work leading to stress injuries where proving causation is nigh impossible”, and other such silent statements of accord – but where the last bastion of hope often resides in filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Postal & Federal Employee Disability Retirement: The frog and the twig

Upon first encounter, the two appear not to have any correspondence or connection, leaving aside any explanatory significance to the issues of Federal Disability Retirement benefits for Federal employees or U.S. Postal workers.  Yet, it is always of interest to show how the “relatedness” of seemingly disparate concerns intermingle and intersect with each other.  The fact is, whether in a direct and non-subtle manner, or in some transcendent metaphorical context, Federal and Postal employees, whether under FERS, CSRS or CSRS Offset who find themselves at a point in their careers where filing for Federal Disability Retirement benefits becomes a necessity, constitutes a reflective representation of much of life’s challenges.

Loss of hope for the future; struggling with day-to-day work and family issues; contending with a medical condition; caring for one’s career and workforce, yet, being forced to make a decision contrary to the linear perspective of what is “supposed” to happen – of work, career, retirement and mandatory shuttling into a nursing home, then a tombstone with some etching of memorialized compassion.  The latter two (nursing home and tombstone) are stated in somewhat of a cynical humor, but the others comprise the core of real life in real time.

Of the frog, we know that experimentation reveals the effectiveness of methodical, incremental insidiousness where, placed in a pot of tepid water, it will sit unknowingly until the boiling point is reached, and it becomes too late to jump out.  Life has a tendency to do that to us – we wait and wait, and suddenly it becomes an emergency.

Fortunately for Federal and Postal employees who need to file for Federal Disability Retirement benefits, it is rare that the emergency situation is so dire as to undermine the capacity and ability to file an effective Federal Disability Retirement application, but nevertheless, one should always be wary of the metaphorical significance of the frog.  It is one of those “life-lessons” which should be considered.  Of the twig, it is perhaps a little less obvious as both metaphor and analogy.

Once a part of a greater organic whole, it splintered off and fell into the rushing waters of the river below, and drifts aimlessly down, coursing around jutting rocks and undisturbed banks of clay.  Slowly, incrementally, and just as insidiously as the frog in the pot of water, the underside of the decaying twig begins to soak in the waters which allow it to remain afloat, until sometime later, the absorbing principle reaches a point where weight of intake exceeds the capacity to remain buoyant.

That is where the connection appears, between twig and life; where unforeseen burdens weigh down the individual until one day, unknowingly, like the frog and the boiling point of unobserved conditions, nature suddenly overtakes and dominates. And so, from the time when the twig separated from the greater overhang of a vibrant life, the vicissitudes of a raging stream which carried forth the rudderless twig, pushing it to and fro and about without direction, sinks to the bottom of a silt-filled bed, until it, too, decays and becomes again part of a greater circularity of life’s regeneration.

It is with these two in mind that the Federal employee and U.S. Postal worker needs to approach a Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset: both the frog and the twig represent a potential condition which we believe we are too smart for, but of which we find ourselves too often quite closely related to.

OPM Disability Retirement: The Calculus of Change

The title itself is somewhat of a tautology, for the branch of mathematics is defined as a study of change, divided into differential calculus and integral calculus; both, concerning the function and limits of mathematical constancy and potential quantum leaps for purposes of analyzing quantitative future applications.

We all assume some amount of change; if there is a differential to be considered, the rate of such change can be significant over an extended period of time, whereas the initial analysis can be a minimal irrelevancy.  It is the exponential rate of change applied over a lengthy period, which can produce change significant enough to enter into the calculus of future indicators.

Change is a recognized inevitability, though human expectation is often one of dependency upon the constancy of habituation and permanence.  We expect, when we open a door into a familiar room, for the interior decoration to have remained the same as the last time we entered; but who is to say that a spouse or family member did not, in the meantime, rearrange the furniture or put up new curtains?

Change has an inherent character of disquietude; it is the constancy of repetitive permanence which allows for solitary reflection and comfort.

Thus, for Federal employees and U.S. Postal workers who are contemplating filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the disruption posed by the change in one’s circumstances — of fiscal, professional, social, cognitive and physical (i.e., the mere act of going to work each day, etc.) — can be tremendous and traumatic.

In preparing and formulating one’s Federal Disability Retirement application, it is always a positive engagement of efforts to consider the calculus of change, and to not leave the alterations in one’s life in dismissive form as mere statistical irrelevance.

OPM Disability Retirement: Etymology versus Entomology

The difference in spelling involves more than a single letter; but in using the words in a sentence, the subtle distinction of a single consonant makes for all the relevance in the world.  One refers to the very history and evolution of words, their meaning and usage; the other is a branch of a larger discipline of arthropodology, the subset of which focuses upon insects and the study thereof.

In speech, therefore, the mistaken insertion of the consonant can create a hilarious situation resulting from the unknowing misuse of the word; whereas, in written form, it would probably be quickly identified as a misspelling and overlooked without appreciating the “funny-ness” of the error.  And, as well, the difference between speech and written form allows for checks, re-checks and changes before the final submission of that which is presented to a viewer.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s positional duties for the Federal agency or the U.S. Postal Service, the ability of preparing, formulating and filing an effective Federal Disability Retirement application to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is an important component in the administrative process itself.
