FERS Disability Retirement: The Grief of Life

“Good Grief, Charlies Brown!”  It is an expression of exasperation, often emitted from Lucy’s mouth during the long run of the Peanuts’ comic strip.  The phrase itself is undefined, and yet most of us comprehend its import: That life itself is a series of grief-filled moments; of mistakes and failures; of acts which people engage in that belie understanding; that the puzzlement and conundrum of events that hit us, emotions that arise and how people behave result in grief untold.

It is well that a child is often protected from the grief of adulthood, lest the child be damaged even before he or she enters the harsh reality of the greater world.  Yet, like raindrops that fall from the sky and, on its spiraling journey downwards, accumulates all of the dirt and grime of the world, so the grief of life begins to take it toll upon us all as we interact and encounter the sheer meanness of the world.

In a certain household (left unnamed) somewhere in the Eastern part of the United States, a father gave this piece of advice to his children: You can do anything in life, so long as you are willing to pay the price.  He would go on to expand upon that concept by illustrating the various situations in which such advice might apply: You can commit crimes, but you must be willing to pay the price of incarceration; you can disregard your studies, so long as you realize that your future will be undermined because of your decision not to study; you can ignore your obligations, so long as you are willing to sidestep the pangs of conscience which will haunt you.

It is never very predictable, and certainly not a monologue with a single voice conveying a logical sequence of events.  Life itself is more akin to a Variety Show — of singers in one moment, dancers in another; of solitary soliloquies by sometimes uninhabited corners, or a storyteller, then a story to be told; and discussions and accidents, or arguments and agonies.

Turmoil is often the norm and not the exception, and that is what makes of life a Variety Show.

Medical Retirement for Federal Government Employees: The shelf

The various components of our lives reveal the type of species we are, and the reflected anthropomorphism that parallels cannot be avoided.  Is the clutter in our life an expression of functionality or of an ostentatious display to stand out and apart?

The car we choose to drive; the clothes we wear; the expressions we adopt, undertake and use with aplomb like so many water balloons thrown from around the corner in anonymous chuckles once the projected implements explode upon the shameless lives of unexpected strangers.

What do we place upon the shelves that line the walls of our own personalities?  The shelf is a strange contraption of human invention; what other animal or species of alien origins has invented such a thing?

It serves a purpose both of functionality, practicality in storing effects, and at the same time, satisfying a human need to display and present to any who visit and succumb to the curiosity of watchful eyes. Or, is it to store and forget?  Where the shelf is placed is telling; is it in the basement where relics are stored, or out in the living room against the wall, or the foyer, the recreational room?

What do we place on the shelf — photographs, and if the photograph lies face down, does it mean that those who posed for it are now in disfavor and no longer merit the studious appreciation of all who visit?

Is the shelf lined with books, and are they in alphabetical order, or in some semblance of genre-driven or other means of clean and logical categorization?  Are they first editions, signed, hardback or paperback, or just a bunch of books bought at a used book store to impress any who might peruse the shelves of you?

And what of our “mental shelves” — what do we line upon them, what storehouses and warehouse are collected in dusty bins and small knickknacks that clutter the inner thoughts of our lives?  Have we placed certain memories upon “the shelf” and forgotten about them?  Or do we reach for them when we are lonely, abandoned and left to our own devices?  Have we come to a point where we consider our own lives to be “shelved”?  Or, do we submit quietly as others have determined to “shelve” our own careers as we sit quietly upon the shelf of living and wait for the dust to collect?

OPM Medical Retirement Legal Representation: Sad stories

Is sadness relative?  Are there sad stories that are so sad that even the ones that were considered sad prior to the sadder story being told, somehow nullify the lesser sad stories and make them into not sad stories?  Do we, after hearing the sadder tale, turn to the first story teller and say, “Yours was not so sad, after all, and in fact you have it pretty good”?

If a person tells of having just buried his mother, and you ask, “How old was she?”  He responds, “She was 95”.  Then, someone else says, “I just had to bury my 5 year old daughter.”  There would be a dead silence, would there not?  Surely, we say to ourselves, the death of a person who had a long life is not nearly as sad as the ending of one so tender in years, and as death is merely a part of life, there is something inherently sadder about the child’s life ending than that of a person who had a long life?

Both represent a life ended, but it is the knowledge that the former had fulfilled the natural course of a life while the latter was the victim of an early tragedy, unnaturally ended and interrupted for all of its promise, hope and anticipation for the future – surely, there is a qualitative difference between the two sad tales?

Or of someone who was recently fired from a job and is desperately trying to seek new employment; say that person is looking through the want-ads in the employment section (yes, yes, that is entirely outdated nowadays with special apps for resume-sharing and online submissions, etc.), and in the course of searching, reads a story about a far-off country where war, famine and general devastation are ongoing, and discovers with interest a sub-story about a family that is homeless and is being hunted down by enemies, etc.  Does one at that point straighten one’s posture and declare, “Wow, even though I am jobless, I have it pretty good in comparison to that family in country X”?

Yet, if sadness is relative, does that necessarily negate the sad tale completely, or does it merely reduce its impact and value until another comparative judgment is made?  Do we go and search out a less sad tale after debunking the sadness of one’s own with a sadder tale, in order to “restore” the sadness of our own?  Or, does each sadness remain a sadness in isolation regardless of the comparative sadness to another’s?

For Federal employees and U.S. Postal workers who suffer from a medical condition, where the sadness of that medical condition becomes such and to an extent where the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of the Federal or Postal job, it may become necessary to prepare, formulate and file an effective Federal Disability Retirement application, ultimately filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

Medical Retirement from Federal Employment: And then we die

(It is the parenthetical previous statement that ultimately matters, left blank to be completed, and never to be presumed).  Actions of finality, or seemingly so, tend to create an aura of despair and angst.  Once, in a world where purpose was never questioned, and the teleological end of man never brought forth the hint of doubt, the cohesiveness of society’s resolve was never a pause.  It is the modernity of hesitation, trepidation and loss of judgment that brings us to the pit of incessant questioning, as opposed to “doing”.  This is a maddening world, where the rise of Existentialism and post-modern impotence leaves us to seek therapy at every turn.

What we do in our lives before that terminal event; what dreams we once possessed before the souring of cynicism overwhelmed us; and of those lazy summer nights when the dancing illumination of fireflies dotted the canvas of a blackened void, when thoughts would drift beyond the mere mediocrities of present lives, current circumstances and seemingly unassailable realities which constrained, restricted and limited the dreams shattered by the reality of our travails; it was then that a glimmer of hope, an expectation of possibility, and a hint of potentiality yet unrealized, would creep into the essence of our souls.

Fairytales matter, because youth cannot survive another day without some fantasy of hope; and doors left unopened and locked with the resolve of “forever” will only diminish and destroy, where the need for tomorrow yet shouts in a rashness of desire.  To shut the pathway to dreams or to construct obstacles for the mere sake of obstruction is to strangle that parenthetical gleam of light yet unextinguished and to betray the angels who look down upon us with the remnants of wings to be unfurled, in hopes of fluttering to pass by with a smile.

Perhaps, one day, there will still be such follies to believe in.  For now, there is only the toil of daily grind, and thus are we left with the question implicit in the statement:  And then we die.

In Muriel Barbery’s work, The Elegance of the Hedgehog, a youthful life of advantage but of seeming meaninglessness is traded with an older woman’s upward trajectory once lost in the anonymity of class distinctions, and the theme throughout encompasses the essence of a life’s worth.  We all want to embrace meaning and value in the life which has been given; have we fulfilled our potential?  Did the dreams we once possessed, handed to us like jewels on a plate of limitless infinity, become realized, or was it a wasted phantasm like a handful of sand squeezed and escaping through the crevices of our closed fists?

For Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, the questions garnered by thoughts of future insecurity are natural and plentiful.  It is, in many ways, similar to the refrain repeated herein:  And then we die.

Issues in life are rarely singular or simple; instead, they tend to be like a spider’s web, woven into a complex fabric of intricate turbulence, beautiful in its interlacing connections, waiting attractively for its prey unbeknownst to the subtle entanglements welcoming patiently.  And so do we walk right into those strands that bind.  Legal issues are like that.  They rarely present themselves in clean lines of linear singularities.  Instead, like relationships, children and the dawn of technological innovation, they criss-cross through boundaries yet unknown, with dangers foreboding beyond consequences plainly displayed and forever mysterious.

Medical Retirement from Federal Employment: The Indeterminate Deterioration

Some events come with it a specific date, and even a time; others, within a span of identified moments and blocks of weeks, sometimes months; the rest, undetermined, unspecified, like the lost soul who wanders the traversing echoes of eternal reverberations left to the sifting cleansing of a foaming ocean washing and lapping, ever repeating the comforting sounds of surf and salt strolling like the footprints gone in the sands of countless castles disappeared.  But that medical conditions would conform to the science which attempts to treat, and approach one with technical precision and certitude.

When did you first notice the symptoms, the kindly doctor asks, as you scratch your head and stutter forth an incomprehensible gibberish of a response.  A similar question is posed on SF 3112A, concerning the “date” (approximate) the Federal or Postal employee became disabled from one’s position.  How does one answer such a question?  Fortunately, it asks not for a day or time, but merely the month and year, and to that extent we can be thankful for its inherent foresight.

For Federal employees and U.S. Postal workers who attempt to answer this question without much thought or reflection, be forewarned and with a hint of suspicion; trap doors abound everywhere, and while one may overstate issues like the paranoid cousin who points a telescope not at the moon and stars, but directly at the next-door neighbor’s bedroom window, it is well to consider carefully the answer to be given.

The context of intermingling meanings:  Was it during one’s tenure as a Federal or Postal employee (for those separated but contemplating filing within 1 year of being separated from Federal Service)?  Will it prompt the question, Does the medical condition last for a minimum of 12 months, including the time encapsulating the prognosis of the doctor?  Does it coincide with any event or issue arising at work?  Does the date identified precede any adverse action promulgated by the agency or the U.S. Postal Service?  Truth is always the guide for integrity in all cases, but the reality of a medical condition is that time is often discovered on a spectrum, where chronicity and deterioration spans over many months, and often years.

To pinpoint is to be precise; but where deterioration is progressive and indeterminate, the fading sounds of an unspecified echo which bounces from cave walls to the expansive skies beyond the realm of certainty, the date recognized may be one which floats and fades like the dust of angels left as a residue of virtue.

Federal Medical Retirement: The Pigsty

The term implies a negative connotation; of a messy, untidy area,  as well as denoting an unsanitary condition; but beyond the association, an undeserved reputation that the inhabitant lives by choice in such a state of disarray and uncleanliness.  But pigs by nature do not choose to live where feces and food mix; rather, the forced confinement within minimized living quarters results in the undeserved reputation.

That is often how Federal employees and U.S. Postal workers feel when they are in the middle of preparing, formulating and filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset — like being in the midst of a pigsty.

Tidiness is not the normative process; stuff happens, and the euphemism of human waste seems to hit a proverbial fan.  The medical condition itself seems to force the unpleasantness; agencies respond by placing greater and more onerous demands and constraints upon the Federal or Postal employee; and the admixture of that which should be left separately, becomes commingled and the professionalism once prided upon is swept out the door.

Suddenly, the Federal or Postal employee is not considered the “rising star”, and performance reviews of superlative heights are no longer a given; Supervisors and coworkers walk by with cold shoulders, and empathy and understanding are human emotions forgotten and shunned.  All throughout, the Federal or Postal employee must deal with the medical condition itself, and then some.

Filing for Federal OPM Disability Retirement benefits is always a stressful time, and one where an ordered and orderly state of affairs is temporarily suspended.  But when once the sought-after condition is achieved, and the prioritized focus upon attending to one’s medical conditions can be attained, time allows for the past to fade away into a desultory dream of distant calling, where the pigsty of past lives is replaced with a pastured plateau of new beginnings.
