OPM Disability Retirement: The Fabrication of Certainty

There are innumerable truths of certainty, mostly of fabrication and artificiality, and much of it meaningless and of inconsequential inanity.

For example, you can join a local chapter of the Flat-Earth Society, and so long as you contain your discussions about the flatness of the earth within the confines of the society’s reaches (however limited that may be), your conviction that the earth is flat can be maintained, reserved, and with vigorous belief, sustained.  You can even go out into the greater world and retain such a conviction, and believe it with certainty.

On the other hand, it would be unwise to entertain certain types of fabricated certainties — such as the belief that you are a super-human being who will incur no harm if you run in front of a bus traveling at 50 miles per hour — leaving aside even a lesser speed.  The test as against the objective world and the rules of force and biology simply will not cooperate or comply with such fabrication of certainty.

Human beings have an unlimited capacity to create and manufacture fabrications of certainty, even if they have absolutely no correspondence or connection to the outside world.  You can even believe, with absolute certainty, Russell’s statement that the “King of France is bald”, and as there is no King in France, and thus the individual without a referential-point in the universe cannot be bald (because a non-existent person cannot possess the characteristic of “baldness”) — and yet, because the “sense” and “meaning” of the statement can be comprehended, we can walk about the world with the fabrication of certainty without any consequences in the real world.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition compels and necessitates the proper and effective preparation, formulating and filing of an effective Federal Disability Retirement application under FERS to the U.S. Office of Personnel Management, the recognition that fabrications of certainties can defeat a Federal Disability Retirement application under FERS is important.

OPM Disability Retirement Application: Appropriateness

Wives insist upon it; youth ignore it; the old display it without thought because that is the way they were brought up.

Often, people don’t even know that there is such a thing as “appropriateness”, thinking in this age of modernity that anything and everything is acceptable.  It used to be that foul language was appropriate only in bars and Sunday get-togethers for football games; nowadays, we think its cute when a toddler emits long dissertations of 4-letter words like a dog vomiting following a feast of eating leftover scraps from the garbage bin.

If you say to your spouse, “I put the scissors away,” the appropriate response to expect might be, “Thank you”, or even, “Where?”  But as spouses always confound, instead, the question might be, “When did you put it away?”  Now, the excitement of marriage is that one’s spouse should always keep you on your toes, and the inappropriateness of the question is only a reflection of that, so long as the context is misunderstood.  For, the question, “When did you put it away” is a puzzling one, and mystery is the foundation of excitement when it comes to a marriage.

However, if you query back with: “Why did you ask that, as opposed to the appropriate counter-question, ‘Where did you put it away?’”  And the answer back: “Because I looked for it an hour ago and it wasn’t there.”  Context is important in appropriateness.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that a Federal Disability Retirement application under FERS must be filed by necessity through the U.S. Office of Personnel Management, appropriateness is a factor which always must be considered — the appropriate tone to convey; the appropriate case-laws to cite; the appropriate arguments to make, etc.  For, the cousin of appropriateness is “effectiveness”, and that is the goal to focus upon, unlike the spouse who asks the mysterious question of “when” as opposed to “where”.

FERS Disability Retirement: The Required Rhythm of Normalcy

When we break it, we become bombarded with looks of irritation, a pause filled with suspicious surprise.  The quick, “Good-to-see-you-hope-you’re-doing-well” is meant as a quick conveyance of polite nothingness, and is the throw-away line that allows for the rhythm of a quick-paced society to retain its fast-lane of existence.  You are not to respond except in a similarly empty manner, with a “Yes, nice-to-see-you-too”.  To break the rhythm of normalcy is to interrupt with a real response; to say something like, “Actually, I am not doing too well.  And since you have asked, let me tell you why…”.

Normalcy is the abnormal, and the norms and conventions that were once taken for granted have now been turned upside down and have become the abnormal, the irritating and the blade of rudeness.

In a time past and now gone for seemingly forever, there existed communities where people actually stopped and spoke to one another, showed some concern and exhibited some neighborly empathy.  In modernity, we hide within the barricaded walls of our own secluded lives while declaring the number of “friends” we have on Facebook, though we haven’t met any of them nor actually known them in person.  The blank slate of a computer screen or of our smartphone determines the emotional viability of our daily lives, and so the required rhythm of normalcy has become one of isolated disengagement from actual life.

FERS Disability Retirement: Proof and Knowledge

The two go hand in hand.  That, in and of itself — of “going hand in hand” — is a peculiar metaphor; for, like couples holding hands while taking a walk in the proverbial park, do hands necessarily have to be held in order for comity to be established?  Can a person, for example, have proof without knowledge or, conversely, knowledge without proof?

If a bloodied knife is picked up beside a dead body, can a person declare, “I have proof!”  Yes, but proof of what?  Perhaps that the dead person died from a knife wound; or that the owner of the weapon has etched his or her initials upon the handle of the implements, etc.  But as to “whodunit” — the weapon itself may now be the crucial piece of evidence.  But what of “knowledge”?

Again, it would be different if the same person, taking the identical hypothetical, declared: “I know who did it — that person there!”  [As the accusing individual points to a shrouded man standing afar in the crowd, hat tilted to shadow his face, hunched in an oversized raincoat and furtively attempting to disappear into the crowd].

So one now has “knowledge”, and perhaps even “proof” (i.e., fingerprints on the knife; eyewitnesses who identify the man in the raincoat as the guilty party; video of the act itself, caught by a British CCTV camera that was recording in the middle of nowhere — by the way, how in the world do the British get away with so many surveillance cameras?).

Federal & Postal Disability Retirement: Meaning of life

Most of us are too busy to pause for air, reflect upon theoretical, hypothetical or philosophical issues that have little to do with day-to-day living or earning wages in order to maintain a certain standard of living.  Every now and then, however, when the tumults of life’s encounters reaches a pinnacle of unsolvable problems such that the stressors exceed the barometric pressure allowable for the human psyche to withstand, there is a compelled stoppage, a mandated cessation and a forced condemnation to rest.

It is, in short, called a “medical condition”.

It is when we become debilitated, destroyed, distraught and disillusioned that we begin to ask such universal, exhaustive and unnatural (by this term is meant with a rhetorical question:  What other animal in nature asks such questions, and thus do we posit them as “unnatural”) to the core queries that, as Bertrand Russell once wittily quipped, is likely the result of indigestion.

What do we mean when we ask such questions; of looking up at the ceiling with furrowed eyebrows and inquiring, “What is the meaning of all of this?”  It is, of course, the focal point of “this” that one must then turn to, for such a word is obscure, undefined and like a blank space to be filled, can be interpreted in an eternity of ways depending upon the context of the query.

Is the “this” referring to the pain, suffering and debilitating medical condition being experienced?  Is it about the “unfairness” of it all and the fact that others seem to be roaming this earth carefree, careless and thoughtless as to one’s pain, whether physical, emotional or cognitive?  Or does the “this” reference the connection of all of that striving, the hours and commitment to work – of a loyalty to a Federal Agency or the Postal Service who cares not about your medical condition, may not have even noticed your absence (at least for the time being until someone finally notices the pile of work backing up on the desk of that…what was her name?) and likely thinks of individuals as mere cogs in a wheel, replaceable and fungible.

In the end, Russell was probably right; such questions about the “meaning of life” are beyond the comprehension of any level of rationality, belief or coherency that has any real impact upon our lives to make a true difference.  What really matters, in the end, is not that “philosophical” query about the meaning of life, but about human contact, relationships, and securing a future for ourselves and our families.

Federal Employee Disability Retirement: The Moral Code lost in pragmatism

Kant is the best example, and is used often.  Of that arrogance defined by universalization of a query; and if we are willing to apply it in all circumstances, regardless of individual differences that may matter in the context of exceptions recognized, we are to adhere to that which may harm our own interests.  Why is transcendence important?  Why do philosophers insist that any “valid” moral basis possess a metaphysical foundation, transpired in order to justify a cornerstone unsullied by the meanness of common life?  Is the fact of relative significance unacceptable merely because it is subject to change?  Do we not, in daily life, have to adapt in every circumstance, all the time throughout every encounter with experiences, and is this not the very essence of survival?

We bought the posit of Plato and Aristotle – those two old Greek men who provided the foundation of Western Thought – that either (A) a transcendent Form of universalized principle must exist, or (B) that a methodological argumentation must be able to be advanced, in order to “justify” the ethical groundwork telegraphed.  That is how laws, statutes, and societal foundations have evolved – from the implicit assumption that, somehow, principles above and beyond the pragmatic are necessary.  But are they?  In a world that embraces pure materialism and the genetic predisposition of all that exists, without the inconvenience of a creator or grand inquisitor, is not the approach of pragmatism – of that which merely “works” – enough?

That is how the Federal agencies and the U.S. Postal Service operates these days; they care less about any “principles” of fairness in the workplace, or employment “codes” that allegedly overshadow the work ethic applied to employees, and instead, approach it with a view towards the bottom line:  Profitability.  For so many years, the Federal Government was incessantly being compared to the private sector – in terms of output, efficiency and investment-for-returns.  Such comparisons failed to recognize the obvious:  the two general entities served different purposes and needs of society, and forcing them to coalesce and reflect each other merely denigrated the essence of each.

It is not so much the attributable similarities between Plato and Aristotle which form the foundation of such thinking; rather, it is the contrasting approaches between Heraclitus and Parmenides that conform our moments of contemplative underpinnings:  between change and permanence, betwixt relativity and transcendence.

Federal Disability Retirement: Blemish upon Historical Pride

People often get sidetracked upon irrelevant or peripheral issues of little to no consequence.  In the greater order of things important, it is self pride which often inhibits, prevents or otherwise delays the advancement and progression of self-interest.  One often hears people boast about never having missed “a day of work” in twenty years, or of the longest streak in some sports about games played, or consecutive appearances; or, that one has never taken a vacation.

But what of the quality and content of one’s work?  And, more importantly, where is the proper balance within the tripartite interaction between self, community and work?  When there is such weighted disproportionality of emphasis upon one, the other two must by necessity suffer.  For, the engine which propels such boasting of historical intactness is not one of a drive for excellence, but to merely maintain an unblemished historical record.  But records of inconsequential issues are quickly forgotten, and rarely besought; and when the impact of such maintenance of irrelevancy is upon one’s health, the dire reverberations foretell of impending doom.

For Federal employees and U.S. Postal workers who strive on merely to avoid a blemish upon one’s historical pride, despite the manifestation and impact of an injury or illness upon one’s ability and capacity to perform all of the essential elements of one’s Federal or Postal positional duties, the issue to be confronted and overcome is the self-pride of one’s hubris, leading to a certainty of self-immolation and destructive behavior.  Wisdom is partly defined by one’s ability to perceive the changing of circumstances, and to adapt accordingly.  Fighting an irrelevant cause at the expense of one’s health and future security is the antonym of wisdom, and constitutes foolishness.

It is often quipped that the advantage of human psychology is in our short memories; otherwise, we would walk around with greater angst than we deserve.  The accomplishments achieved; the accolades left unstated; perhaps in menial tasks or ones of recognized significance; but in any event, a career, all told, which spans a decade or more, will always have a sense of achievement, if only for the steadfastness of commitment itself.

In this day and age, where millennials change jobs as often as infants of diapers, the career of a Federal or Postal worker which spans multiple decades is an anomaly itself.  Whether the goal was to make that 30 years, or simply because the Federal or Postal employee liked what he or she was doing, matters not.  Commitment in and of itself is an achievement.  Thus, when a Federal employee’s or a U.S. Postal worker’s career is cut short because of a medical condition, such that the medical condition necessitates the filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the regrets foretold or the dismay of a career cut short, should always be replaced with memories from whence we came.

It begins with a subtle turning away, perhaps; reduction of contact, lessening of coincidental interactions, etc.  The fact is, in an office environment, or out in the proverbial “field” of employment, if a coworker or supervisor wants to get a hold of you, they normally can, and with aggressive intent, quite quickly.  But suddenly and in a spiral trajectory of avoidance, people begin to shun and shove aside.

It’s not like the medical condition is contagious, or will by some mysterious process of osmosis spread like a viral wildfire merely by standing next to you; but that is how it is perceived and attributed.  When a medical condition impacts one’s ability to perform the essential elements of one’s job, whether the person is a Federal employee or a U.S. Postal worker, the palpable sense of ostracizing begins immediately.

Loss of productivity; being placed on a PIP; developing a reputation for being on the wrong side of an agency’s favor; these are all of the ills which portend; and the greater the degree of avoidance by fellow workers, the increasing pressure of evidence to begin the process of preparing, formulating and filing for OPM Disability Retirement.  Federal Disability Retirement is a process which can take many months, and is ultimately filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.
