The metaphor encompasses an image of expansiveness; for, while a city, a town, and even a country can trigger an image which we can conceptually grasp, a “continent” — of Africa, Europe, Asia, North and South America, Australia and Antarctica — simply boggles the mind and goes beyond our ability to put our arms around it.

And “arbitrariness”?  Life is so arbitrary that it can only be conceptually linked to the image of a continent.  Where we were born; in what state of health we came into being; who we met; how we became who we are — is it all by chance, by circumstance; or, does fate and predestination by heavenly influence play any part of it?

“What fates impose, that men must needs abide; it boots not to resist both wind and tide” — Henry VI, Part 3, Act IV, Scene 4.

How much time is spent on worries constantly engaged in conversations never spoken but hidden within the insular universe of the private mind?  The walking person who appears to be “carefree” with an impassive face or even a flashing grin; of that person, can one detect the trembling child within, the shuddering fears hidden and the angst-driven force behind?

So much time is often spent on battling against the monsters that loom so large within the insular world of one’s mind that productivity is diminished, creativity is dashed and the relishing of valuable moments become forever a memory that could have been, might have occurred and only fleetingly felt.

How does one counter the obsessive characteristics that most of us are beset with — of anticipating doom and disaster where none has yet occurred; of predicting that failure is just around the corner without having seen any indicators of either the bend around the next block nor the sunshine that foreshadows success; or of simply worrying because there is too much calm, or an overabundance of happiness, joy and the saltiness of success?

Is it always the “quiet one” whom we should all watch for?  Why is it that, after a tragic incident, the neighbor always points to the perpetrator of the crime and says, “He/she was such a nice, quiet person”?  Is it because the insular worries that are never spoken, but remain silent throughout, grow and fester like the mold behind the cellar door or the pus within the bubble of hidden flesh?

OPM Medical Retirement Legal Representation: Future uncertainty

It is a peculiarly human endeavor to reflect upon and ruminate; to consider that which has not yet occurred, and to worry about it, turn it over, consider the options, become so ensconced in the details of that which is still yet to become, if at all, and to will anxiousness and even harm one’s health over it.

Does the dog that one has known for many years engage in such conceptual angst, and project one’s self towards a time yet to become?  Well, yes — there can be a similar sense of anticipation; of prefatory behavior in response to an approaching hour.  If, on every Sunday at noon a tremendous noise is heard, dogs and other animals can be ‘trained’ into becoming anxious for several hours before the event, and act accordingly.

Is that merely an inculcated imprint, or is there some lengthy thought process — reflection, rumination or anticipatory consternation — involved in the anxious behavior exhibited?  Is there a distinction to be made in the manner in which human beings behave towards future uncertainty, or is the difference merely one of degrees?  Does our capacity towards an insular universe, self-contained within thoughts and boundless tangential roads that lead to greater depths of despair and self-inflicted despondency differ from the trained responses as exhibited by other species?  Or, is our capacity simply of “more”, and the extent of our means merely one of exponential exhibitionism?

Future uncertainty — what is it?  Is it a learned response or a human peculiarity of untold evolutionary need?  How does one engage in it, and are there better coping mechanisms than others?  Does life’s experiences grant any reprieve, or are we all subjected to its devastating effects?  Do the wealthy experience it in the same manner, or does it merely take an extremely selfish personality — one that cares nothing for others and thus feels no sense of obligation in forestalling any belief in future doom that may befall family members — to avoid the angst of foreboding tides?

For Federal employees and U.S. Postal workers who have that sense of future uncertainty because of a medical condition that has begun to prevent the performance of one or more of the essential elements of one’s job, the obvious antidote to such feelings is to prepare, formulate and file an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset.

OPM Disability Retirement: Human & humane activity

Does the dropping of the single vowel make a difference?  Should it?  Or, should the very status of being “human” encompass and naturally include being “humane”, as well?  Should they not be synonyms, or even indistinguishable as an amalgamation of vowels and consonants, as opposed to two distinct words, even if one is considered as a mere extension of the other?

For, it is precisely the unique characteristic and capacity of the former to exhibit the latter, and it is the latter which defines the essence of the former; and so, in many respects, they are identical terms, even if the latter contains a total of 6 letters, comprised of 3 consonants and 3 vowels, whereas the former has one less, with 1 more consonant than a vowel, making it into an uneven number of letters as opposed to a balanced equality of 3 to three, and making it into a ratio of 3:2.

Yet, doesn’t the essence of X require the need for an antonym to exist in order for a contrast to magnify the truth of it?  Thus do opposites enhance each other – does “Being” make any sense without “Nothingness?”  Would “happiness” have an existential sense without “sadness”?  In that logical entrapment, doesn’t the essence of being “human” require, by logical necessity and extension, the capacity to act its opposite – of cruelty, inhumanity, genocidal tendencies and masochistic egoism of the highest order?

That is the unfortunate reflection of reality from the refraction of a word; being “human” does not necessarily compute to being “humane”, although its opposite is apparently not true – if one is “humane”, one necessarily posits that the active agent of such empathy, caring and sensitive treatment is that of a “human”, and not some other species of animal that can exhibit such a trait.  But is this true in all cases?  Do we not witness “humane” treatment by others – by dogs, cats and pigs, perhaps?  Or do we attribute other characteristics to explain away such behavior – such as “loyalty”, “habit” or “trained behaviors”?

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal job, “humane” treatment by other “humans” is often sorely lacking.  What is it about having a medical condition that somehow brings out the worst in others?  Is it a fear that such a condition reflects a future reality that others see and want to avoid, and therefore begin to treat the person who possesses it like a plague of some short?

Agencies are supposed to treat workers with identified medical conditions in a “humane” way and, if they do not, there are laws concerning the requirement to “accommodate” in place; and, if there are no accommodations, then preparing an OPM Disability Retirement application is the next “humane” law that is there for the human being beset with a medical condition.

That is the peculiarity of laws, of course – they are passed by humans with the knowledge that they do not always engage in humane treatment, and that is why laws governing Federal Disability Retirement are there to be applied – for the human who requires being forced to engage in humane treatment of others, precisely because humans have shown a consistency tendency in history to act inhumanely.

OPM Disability Retirement: The best we can do

We enter into a race; we finish in the bottom third.  We take a course for advancement of learning; we barely pass the final exam.  We often ask ourselves throughout the montage of life’s challenges:  Is that the best we can do?  Sometimes, the answer is a quiet but simple, “Yes”; at other points, perhaps it is a time for reassessment and revamping of the approach, the methodology, and even the key ingredients of who we are.

Self-congratulatory utterances and inane emptiness of self-esteeming servitude has often been described as the enemy of modernity.  The best we can do is always achieved if, after every project completed or half-heartedly attempted, the punctuations that follow are repetitively predictable:  “Good job!”; “Attaboy!”; “Fabulous”; and other such interjections of enthusiastic expressions.  But that misses the point – both for the spectator who cheers on, and the participant who must endure the consequences of such emptiness devoid of fortitude.

Federal employees and U.S. Postal workers who are considering filing for Federal Disability Retirement benefits because of a medical condition which has worsened, become exacerbated, or otherwise has reach a point where it prevents the Federal or Postal worker from performing one or more of the essential elements of one’s Federal or Postal positional duties, must often contend with the “concern” of performance reviews and ratings which have remained stellar throughout one’s Federal or Postal career.

That is often a misleading and inconsequential concern.  Here is why:  the system itself consists of a duality of misleading indicators – from the “agency’s” viewpoint, it has been set up so that the least amount of acrimony and confrontation is “best” for everyone, because camaraderie and passing everyone through with flying marks is encourage for the cohesion of the greater unit; and from the Federal employee’s viewpoint, he or she has silently attempted to endure the pain, suffering and debilitating conditions without complaining, for fear that he or she would be “thought less of” by coworkers, supervisors, managers and the rest of the cauldron of the agency and department.

But when the Federal or Postal employee comes to that critical juncture where the medical condition, the positional duties, and the tolerance level for pain and suffering all coalesce to a point of terminal considerations (i.e., resigning, filing for Federal Disability Retirement, or both), then all of that hard work in the quietude of silent suffering seems to haunt us.  That is why the foundation of a case – a narrative report of excellence that addresses and rebuts each point of potential concern – is crucial as the linchpin of a Federal Disability Retirement case.

For, in the end, sometimes the best we can do has been an overreach that comes back to pinch us; and though a rarity in the age of modernity where everyone gets a prize for coming in last, for the Federal or Postal worker who is intending upon filing for Federal Disability Retirement benefits, whether the Federal or Postal worker is under FERS, CSRS or CSRS Offset, it is the best we can do with what we are left with, in the residue of timeless anguish.

Federal Disability Retirements: The predetermined, “Let’s discuss it”

You can often tell from the eyes and the mannerism whether the opening prelude is meaningful, or predetermined to merely manipulate to an intended end.  The opening interlude which allows for the conduit of engagement:  “Let’s discuss it”; does it next encapsulate an ear which listens, or pauses which allow for conveyance of communication – or merely a diatribe of invective meant to dissuade and demean?

It is a rare character, indeed, that states and means in a coalescence of sincerity; instead, the danger signs should be evident at the outset:  The end has already been predetermined; your words are merely allowed to provide a setting of appearance, or to give you the rope in order to coil it and hang yourself.

Beware of the wolf in sheep’s clothing (or does that metaphor even apply, today?); there is rarely a cast of shadows without the darkness elongated, and it is indeed a rarity to find sincerity in an insincere world.  Discussion requires a prefatory contingency of openness to logical argumentation (or even emotional appeal), persuasion, dissuasive comportments, and a sense of listening.

Is there a fine line between that, and a preset paradigm of an already-established course?  Take the following hypothetical:  Some figure of authority – the “boss”, or a manager, supervisor, etc. – grants a forum for a “discussion” of the “issue” (whatever they may be), but during such an exchange it becomes readily apparent that the counterpart shows no signs of actual interest – the fidgeting, the proverbial “looking at the watch”, the furtive eyes, the yawn; all together, showing a complete disinterestedness in the process.

But something during the discussion sparks, and an unintended consequence (to paraphrase the well-worn American Lore from Adam Smith and the economic entrails of systematic chaos) suddenly rears its beautiful head; eyes sparkle; the head and chin tilt slightly back, and intelligence (which heretofore was merely a dark abyss of eternal vacuity) gleams in the eyes of the “boss”; “Now, that is an interesting proposal…” comes the refrain.

In such a scenario, was the fact that predetermination of outcome altered during the course of the foray, changed the entire episode into one which embraced a sincerity of motives?  Or, is it merely that the counterpart changed his or her mind, and “openness” to such an exchange was a farcical prelude to an otherwise meaningless exchange?  Does the mere fact of allowing for a discussion – an opportunity to voice one’s concerns or to “vent” through a diatribe of invectives – establish a sincerity of allowances, even if the original intent was otherwise left unstated?

Which brings us to the point of this exchange – for, in a Federal Disability Retirement application, to be filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the thing that many Federal and Postal employees fail to realize, is that there is contained within the bureaucratic system of the administrative process, a procedure which essential does constitute a “Let’s discuss it” trigger.

For, that is precisely why there are multiple stages of the administrative process – of the “Initial Stage” in filing a CSRS or FERS Disability Retirement application; then, if rejected and denied at the First Stage, a second “opportunity” of a “Let’s discuss it”, represented by a “Reconsideration Stage”, where additional medical documentation and legal argumentation can be empowered; and, then again, a “Third Stage”, where the Federal or Postal employee may disagree with OPM’s determination, and file an appeal to the U.S. Merit Systems Protection Board.  Additionally, there is even a Fourth Stage – of a Petition to a panel of MSPB Judges for a legal review of the process.

Such an Administrative Procedure reveals and establishes an aversion to what most people experience, in that there is a process of listening, appealing and persuading in a Federal Disability Retirement application – something which is rarely found in the world at large, where the refrain, “Let’s discuss it”, is normally anything more than a prelude to a predetermined course of action.

Federal Employee Disability Retirement: Life’s ruinations

The poetry of a fork in the road sings to us from those innocent days of childhood voices; of life’s beginnings, the promise of future longings, and those lazy summer mornings left far behind in dusty coves where love’s forlorn memories linger in misty waves of lapping thoughts.  Life has a way of beating us down.  A wise man once said:  If you don’t like the way the day is going, stick around, as everything changes over time.

We tend to focus upon the trials of the moment, as if there is no tomorrow, and perhaps that is a “good” thing, if we think that life is a linear progression (or regression, as it were) of experiences unfolding and eternally unending.  What does it mean to have a “proper perspective”, or a “balanced view” of life?  In the living moment of travesty and despair, can one reach beyond on either side in order to view the middle from afar?  Or are we so wrapped up in our own troubles that we can never quite see beyond the travails of our own creation?

We have lost the capacity to maintain vigilance as the gatekeeper of incoming information and data; instead, we are like rudderless vessels, being thrown to-and-fro by the waves of data-overloads, forever accosted by the connectivity for which we pay dearly in terms of money, loss of soul, and depleted creativity.  We cannot think for ourselves, anymore, because we have Google and viewfinders to guide our ways; and we no longer map out our road trips because we have electronic guiding devices to do that which we have lost our way in attaining.

For every second we have been promised that we would save with the advent of a new electronic device, Jim Croce’s time in a bottle would have been filled tenfold, if only we had stuck to the revolving voices emitted by the crank of an antique phonograph.

Life was once a promise of a future hope and unrealized cacophony of mirth to be reached; now, the darkness of life’s ruinations overshadow us all.  There are no promises or instructions of “how to” when we are born; only a meandering sense of anarchy by which we are shoved into and respond by the seat of our pants.  In the end, life’s ruinations are determined by the choices we make, and are well within the control of our willpower to map out fate, destiny and the avenues of alternatives offered.

For Federal employees and U.S. Postal workers who see the coming signs – of increasing harassment, administrative pressures and managerial sanctions – it is time to begin preparing.  Filing a Federal Disability Retirement application through the U.S. Office of Personnel Management, if and when a Federal or Postal employee under FERS, CSRS or CSRS Offset becomes disabled as a result of a medical condition which prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, is a necessary step in sidestepping and avoiding those pesky forks in the road which represent life’s ruinations.
