OPM Disability Retirement: The Struggle of Normalcy’s Facade

We all know of deceptive appearances.  Plato, “way back when” — described the illusion of the three towers — where, when one stands in a given place, it merely looks like one tower; from another, two with a shadow of a third, etc.

Normalcy is like that, as well.  We live in tumultuous times — of economic hardship; a pandemic which continues to spread and wreak havoc upon lives, health and well-being of individuals and families throughout; of political turmoil and upheaval; of daily challenges and obstacles.

Yet, in the face of it all, we continue to try and maintain a facade and appearance of normalcy.  It is often a struggle.  We know that behind the single appearance of a tower, there are still three towers.

When a Federal or Postal employee becomes disabled, he or she must still maintain that appearance of normalcy’s facade.  There comes a time, however, when the struggle of normalcy’s facade must give in to the reality that one cannot any longer continue in the same fashion, the same mode, the same daily toil or struggle.

Federal & Postal Disability Retirement: The Unexpected

It can be exciting, yet disconcerting; a pleasant surprise, but moreover an unwelcome event; and perhaps even a pleasurable moment but with an uncomfortable edge.

We live by routines but thrive through tumults.  The “unexpected” is what jolts us out of the doldrums of daily repetitiveness, and is sometimes that which is needed in order to bring us out of the complacency of comfort and monotony.  Some thrive on it so much that they seek the adrenaline that accompanies, and attempt to make it as the mainstay of life — like the high of addicts which is constantly needed in greater doses in order to return to the baseline of euphoric feeling itself.

Some forms of the unexpected are unwanted; others, tolerable and endurable; and still others, perhaps gleefully embraced with open arms.  Much of the unexpected, or course, was fully expected; it is just that procrastination and disregard allowed it to remain out of our consciousness for a time such that, when the unexpected finally arrived, we forgot that it was to be expected but wanted it not to be so.

Isn’t old age expected?  Aren’t the chances of an automobile accident to be expected if you commute 100+ miles every day?  And aren’t medical conditions to be expected over a lifetime of stressful living?

OPM Disability Retirement: “Doing the best we can”

Sometimes, it may be a true statement; at others, it may merely turn out to be a throwaway line that is cast about to deceive a decoy into the mix.  What is the objective criteria in determining the truth of the statement?

If a young lad is failing in school and the parents contemplate some form of incentivized punishment, does the mother who relents and says, “But he is doing the best he can” have any credibility?  Or, does the filial affection shown and the inability to disbelieve the large and pitiful eyes looking back with tears rolling down his cheeks, pleading and saying, “But mommy, I’m doing the best I can!” — does it make it true?

How does one determine and separate out the complex structures of truth, objectivity, human emotions and the arena of subjective elements all contained within the bastion of a single declarative sentence?

Or of another hypothetical:  Of a man or woman who is disabled and clearly struggling, but doing everything he or she can do to extend one’s career — overcompensating by working twice as hard, twice the time expended, and three times the effort normally required; does the declarative sentence, “He/she is doing the best he/she can!” mean anything?

There are, of course, differing perspectives — to whom the declarative sentence is being addressed and the one who issues the statement, and the chasm between the two often indicates the loyalties ensconced, the self-interest concealed or otherwise left unstated, and the group-think attachments that cannot be disregarded.  That is the problem of the futile treadmill — no matter how much more effort you expend, it gets you nowhere.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of his or her Postal or Federal job, “doing the best we can” may actually mean something — but likely only to you, and not to the Federal Agency or the U.S. Postal Service.

The plain fact is that the “rate of return” on the expenditures invested will never maintain any semblance of comity or balance.  For, the very extraordinary efforts being expended are more indicators to the Federal Gov. Agency and the U.S. Postal Service that you are no longer “normal”, and people tend to have that herd instinct and group-think affinity where anything out of the preconceived norm cannot be accepted.

“Doing the best we can” — is it enough?  Likely, not.

Filing a FERS Medical Retirement application through the U.S. Office of Personnel Management will not betray the thought behind the declaration; for, in the end, who are you trying to please?  If it is the Federal Agency or the Postal Service, you are doing a disservice not only to your own health, but to the truth of the declarative sentence itself.

Federal Employee Disability: Casting caution aside

Does it count if you didn’t mean it that way, but others perceive that you did?  If you do X but intend Y, but others think that your X was intended as X, is it still valid?  And how does validity work, here — is it only if you declare to the world what your intentions were in the first place, or if you smile slyly and keep your inner intentions a secret, does it still count as “valid”?

Isn’t that ultimately what we are afraid of when we act upon something — that someone will think one way and we want them to think another, or otherwise there is some lack of correspondence between truth and the thoughts within?

When we are casting caution aside and others warn us of our impetuosity, do we pause and care to “correct the record” because we worry about what others might think?  Isn’t that one of the underlying reasons why Federal and Postal workers fail to initiate the process of preparing, formulating and filing an effective Federal Disability Retirement application, to be filed with the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset?

We avoid that “tag” that everyone abhors — of a “malingerer” within the ranks.  Too much sick leave taken; not quite at the productive levels we once had a reputation for; excessive LWOP; constantly having appointments at the doctor’s office; and, suddenly, we believe that others are “staring” at us, judging us, whispering behind our backs.  Are they?  Or is it just my imagination running amok and creating a surreal universe of misperceived paranoia?

We become cautious, tentative, unsure of ourselves, wondering what our coworkers and supervisors are thinking.

Casting caution aside is not always an act of unthinking impetuosity or even of a gambler’s mindset. For, when a medical condition is involved, the only issue that matters is one of prioritizing one’s health, and preparing a Federal Disability Retirement application is often the best option available, and while others may consider the process as another pathway in casting caution aside, they simply do not know what you have endured, suffered and gone through before coming to such an important decision.

In the end, the universe of the subjective can never be judged by the mere appearances of the objective, and one’s opinion concerning the health of another cannot be valid without first experiencing the medical condition of the person suffering.

OPM Retirement for Mental or Physical Incapacity: Perilous times

It can refer to the particular or the general, interchangeably almost without thought.  To refer to these “perilous times” is to ascribe to a particular period, an epoch or an era, an acknowledgment that the surrounding days and months are unique from all other timeframes of perceived dangers and tumultuous upheavals.  Or, it can be quite personal — where one describes specific circumstances concerning one’s own life, one’s situation and the peculiarities of a life otherwise undisturbed by circumstances that stand out.

There is that expansive “we” form that can distinguish between the particular and the general, as in, “We live in perilous times.”  Or, one can personalize it and declare to a friend in confidence, “I live in a state of peril” or “My life reflects these perilous times.”  The latter, of course, implies both the particular and the general by including not only the personal aspect of one’s upheaval but the generality of the historical context within which we all walk about.  Perilous times, indeed.

Medical conditions tend to specifically impact individuals in this way — for, in the particular, it hits upon us as a crisis of quality.  How we have lived; the lifestyle we have chosen; the priorities of what constitutes “worthiness”; all of these are challenged by a medical condition that begins to insidiously eat away at our body, our mind, our spirit.

Whether by intrusion of pain or something within us that no longer “works” normally; of private functions that have become worn out, or perhaps it is the memory, mental capacity or ability to cope with daily stresses; but of whatever origin or outcome, we look about for cures and comfort and often find none but some palliative form in a pill or a surgery that fails to correct.  Times become perilous because of circumstances beyond our control.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition begins to prevent the Federal or Postal employee from performing one or more of the essential elements of the Federal or Postal job, perilous times often require perilous choices, and preparing, formulating and filing an effective Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, becomes a necessary next step in attempting to forestall the inevitable results of these very times that we deem to be perilous, whether in a particular sense or in a more generalized historical context.

OPM Medical Retirement: Life’s mortgage

We all know well the concept behind it – of borrowing against the object itself, in order to “half-possess”, occupy and enjoy it presently against a future promise that it will be paid over an incremental period of time.  Sort of like life itself, or at least of one’s health.  Borrowed time; life’s mortgage; banking on a better tomorrow; relying upon a promise being kept based upon today’s favorable circumstances over a lengthy period of time well into a future we can never be certain about.

Yet, because the collateral is the object itself – normally, the house that is being mortgaged – the loaning institution actually doesn’t take any gamble at all, even if the value of the collateral plunges below the agreed-upon amount to be paid; one is still obligated, no matter what.

It is sort of like life’s challenge itself – of the promise of a promising life based upon an anticipated health that will last until the day when one is suddenly gone.  But life doesn’t always work that way, just as the mortgage, lien and promise of financial growth doesn’t quite always fold out as planned, like the scrolled blueprint that keeps trying to roll back into an obscured cylinder with each attempt to lay it flat.

Sickness occurs; health deteriorates; the 30-year mortgage that was promised at the onset of the contract signed doesn’t unfold as anticipated, and sometimes a default occurs – like the health that deteriorates and the career that must be ended.

Federal Disability Retirement is a benefit accorded to all Federal and Postal employees under FERS, CSRS or CSRS Offset, based upon the idea that recognizes that while a long-term commitment to a career is reasonably anticipated, there are instances where such a commitment may need to be modified in the event of failing health.  Unlike the bank’s position in a mortgage-relationship as lender-to-borrower, however, it is not quite all that one-sided.  There are options still open.

Thus, because Federal Disability Retirement requires only that a person be unable to perform one or more of the essential elements of one’s position being occupied, the Federal or Postal employee is allowed to go out into the private sector and work at a job somewhat dissimilar (so long as there are “essential elements” which are not identical to the former Federal or Postal position), and make up to 80% of what the former Federal or Postal job pays currently.

For, in the end, life’s mortgage is unlike the home mortgage where the lender holds all of the proverbial cards; at least for the former, the great thing is that the reliance is upon the capacity of man’s ability, and not upon the fine print hidden within the banker’s contract.

Federal Disability Retirement Representation: The defeating question

It is the question itself which is often “telling”; it informs us of where the line of answering and posited queries is likely to take us.  It is like the map that guides in a certain direction, the compass that informs one of the vantage point of one’s existence or the gravitational pull which pulls in order to remain cohesive with other heavenly bodies; the question itself may not even need an answer.

The latter, of course, is referred to as a “rhetorical” one – that which needs no answer, is asked without necessarily seeking a response, and the one that, standing alone in the silence of an unsolicited reflection, cuts deep into the queried subject in order to provoke a contemplative reaction.  But of the “defeating” question – is it ever asked or, if it is, what is its purposive intent and deliberative content?

It is the one that is avoided, and left unasked because the facts, circumstances and surrounding context will almost always already be known to the inquiring mind.  What is the purpose for which it is asked?

No, not to defeat, but rather, to admit to the already-obvious answer that is readily known, by virtue suspected and thus absented and avoided.  Plagues reported, germs suspected and sneezing people avoided, the defeating question is the one that you already know the answer to, but by the mere fact of not vocally articulating it, is intended to remain unspoken and thus carefully avoided.

It is like the neighborhood bully that requires running after school at full speed over fences and back alleys; and like the dog barking in the early morning requiring one or of the other of the spouses to get up and let out, each hoping that the other will think kindly of the fake snoring and each avoiding the direct obligation and love for the animal itself; the defeating question, once asked, is in danger of being answered and therefore brought “out in the open” for no one to ignore, anymore.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition may require the Federal or Postal employee to prepare, formulate and file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the question unasked and avoided, and the one feared as the “defeating question” is quite simply: Do I need to file for OPM Disability Retirement benefits?

Already answered.  The only difference is, what is meant by “defeating”, is often within the purview of the inquiring mind.

Federal Employee Disability Retirement: The importance of seeing a way out

The strategic approach of allowing for a route of retreat is well-known; by providing an exit option, casualties are lessened and the proportional ferocity of battle often parallels the availability or non-existence of such a pathway out.

Cornered animals behave in the same way – and why would they not?  Do we think that we are somehow exempt from the genetic predisposition of Darwinian inherency?  And the cornered enemy who sees no exit – with the final bullet retained for self-annihilation, the option of surrender not a reality for the traitorous residue to such an act, or of the potential for torture and mutilation naturally following revenge upon actions taken previously; or a kamikaze-like final hurrah met with a hail of bullets; it is the importance of seeing a way out, that often determines the course of future conduct.

That is how the Federal employee or the U.S. Postal Service worker views the benefit of a Federal Disability Retirement:  as the “way out” of an otherwise untenable future course.  Without it, the options are often:  Die trying to get to work each day; resign with nothing to show for the many years of investing in one’s career in the Federal sector or the U.S. Postal Service.

What is so interesting in engaging Federal employees and U.S. Postal workers for multiple decades, now, is the singular and unassailable fact that is contrary to the misperception held by the general public:  Federal employees and U.S. Postal workers are among the most dedicated of workforce servants, putting in long and uncompensated hours beyond what they are required, and never wanting to take the “exit option” but for the chronic and severe nature of a rising and debilitating medical condition.  And, how many who obtain a Federal Disability Retirement annuity go on into the private sector and “pay back” into the very system from which they are being compensated the Disability Retirement annuity?  Many, if not most.

Without the benefit of Federal Disability Retirement, many would struggle and ultimately lose the battle either with the agency or the Postal Service, or with the medical condition itself.  Even with the benefit of a Federal Disability Retirement annuity, the pay is not so enticing as to encourage any mass exodus via the vehicle of a Federal Disability Retirement benefit, and it is only because of the progressively deteriorating nature of a medical condition that finally impels and compels the Federal employee or U.S. Postal worker to take that exit option, and to seek to reach a plateau of rehabilitative serenity such that a further career or vocation in the private sector could be possible.

In the end, like enemies in a fierce firefight, the importance of seeing a way out is just as relevant to the Federal or Postal employee who suffers from a medical condition, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, as it is to the kamikaze warrior who tightens the band of fate by an emblematic headscarf in preparation for the final battle.

OPM Disability: The Chasm between Expectation and Reality

Expectation constitutes the anticipatory goal to be attained sometime in the near or far future; reality is the actualization of the potentiality of one’s imagination.  That anticipatory potentiality, however, can be formulated based upon numerous factors, including:  baseless imagination (more of a child-like quality); desire and hope (with perhaps some admixture of factual context and content, and somewhat of a more mature basis); or sequences of planned actions culminating in a realistic fulfillment based upon actual circumstances analyzed, deliberated upon and ascertained (a mature consequence of purposeful strategies formulated and initiated).

The chasm which exists between one’s expectation, and the reality of fruition, retrospectively reveals the state of maturity (or immaturity) of one’s soul.  That is why gamblers and lottery tickets abound; for, the play upon adolescent wants and desires portends of dreams unfulfilled, desires still unrestrained, and creative imaginations unbounded allowed to wander aimlessly.

For Federal employees and U.S. Postal workers who expected one’s own agency to embrace loyalty and constancy of support just because the Federal or Postal employee showed such honorable characteristics for many years previously, and perhaps for more decades than the half of one’s lifetime, the chasm of reality often hits hard.

Medical conditions can often be “accommodated“, if only in a loose, non-legal sense of the word.  But it is amazing how people and organizations suddenly become quite “legal” in matters where honor should prevail; and in that sense, to be “accommodated” takes on a new and restrictive meaning.  Medical conditions often bring out the worst in people and organizations, and concepts involving the humanity of one’s soul no longer become relevant, but mere irritants to be legally sequestered in order to protect and deny.

For Federal and Postal employees who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s Federal or Postal positional duties, filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is often the last bastion of hope — hope which bridges the chasm between expectation and reality, and one which sets the path for future security upon the solid foundation of a reality which one may want to shy from, but which one cannot escape in this world of love, hate, humanity and cruelty — the compendium of that complex animal called Man.

Federal Disability Retirement and the Price of Loyalty

Salinger’s character, Holden Caulfield, recognized the influence of movies, and the media in general.  When used as a tool for political purposes, they mold and direct the issues to be discussed, the pathways of thoughts to be taken, and the passions to be experienced.

Though we think we are libertarians within the secluded confines of our own minds, what actually occurs is that we fail to recognize the subtle influences of those forces which we rely upon so much for our daily focus and guidance.  Where did we learn such high-minded concepts such as “loyalty“, “commitment” and “dedication”?  And who taught us to apply such vaunted paradigms upon the stereotypes of our lives?

For Federal and Postal employees who suffer from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s positional duties in the Federal agency or the U.S. Postal Service, often the one stop-gap measure preventing the Federal or Postal employee from taking the necessary and pragmatic steps in preparing an effective Federal Disability Retirement application is in clinging to a false sense of misdirected loyalty.

Loyalty requires a bilateralism which simply does not exist, or exists so rarely as to be inconsequential, but which pervades with Federal and Postal Workers under the guise of “mission of the agency”.  Such false pretentiousness (and pretending) quickly dissipates when that mission of the agency becomes a proposal to remove based upon the mission’s “other” sidebar — for the “efficiency” of the service — and then it becomes an emergency and a time of enlightenment.

Throughout all of those years, loyalty was lauded, but existed as a one-way street — from the Federal employee to the Federal agency, and not the other way around.  But when a medical condition hits, it is of paramount importance to focus upon the singular entity of significance:  the health and well-being of one’s self.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management may be one of those necessary steps required as part of that process of self-care, and one should be wary of paying too high a price for that overinflated commodity listed under the category of “L”, which also includes “Lies” and “Lip-service”, as well as “Loyalty”.
