OPM Federal Disability Retirement: Not Unhappy

There is the state of “being happy”; conversely, of “being unhappy”; but what of the neutral sense?  Can you be in a state of “being not unhappy” and, if so, what could it mean?  Is it a neutral mood — sort of like an emotional purgatory where you are neither happy nor unhappy, but of a state of measured deliberation, where most of us are throughout the greater slice of our lives?

Modernity demands the first; to experience episodes of the second state of emotional constitution is to somehow have something “wrong” going on; for, the cottage industry of “be happy” is devised to manipulate and commercialize a state of natural being which has been artificially characterized as a “negative”, and given the greater multitude of herd instincts and the inculcated belief that there is something wrong if you are either “not happy” or “unhappy”, it goes without saying that any “neutral” state of being is likewise unacceptable.

Yet, most of life is of a state of medium; and the archaic, arcane Western Tradition of the Aristotelian “middle way” — where neither extremes of emotions are the preferred stage, but rather, a governance of the appetitive nature by the intellect and reason constitute the near-perfect character — has long been abandoned, and now deemed unattractive.  But reality, in the end, has a way of creeping back into our lives, and the state of being “not unhappy” is where most of us remain, cottage industries of “being happy” notwithstanding.

For Federal and Postal employees who are unhappy, and wish to get back to the purgatory of humanity by being not unhappy because of a medical condition which impedes and interferes with his or her life, both professionally and personally, it may be necessary to consider filing for Federal Employee Disability benefits under the current Federal Employees Retirement System (FERS), through the U.S. Office of Personnel Management.

Yes, there are those, as well — of “weekend warriors” who appear to be fearless, play various war games or otherwise engage in strenuous physical activities to “keep in shape”.  Then, there is the “Weekend Worrier” — that person who exhaustively spends the weekend and other days off worrying about one’s future, the coming week, the inevitable Monday, and the consequences of things left undone the previous week.

When a medical condition becomes a further factor of impediment to reaching goals decided or projects to be completed, the Weekend Worrier obsesses on such issues.  Worrying is exhausting; and it merely further complicates the medical conditions suffered.

Federal Employment Disability Retirement Benefits: At Least…

At least I have my dog; at least we all have each other; at least it wasn’t a complete loss; at least I have my health….  Is it because of the base-line of life’s fortunes that we may maintain our sanity and allow for hope to thrive?  And if we were to ever lose the “at least” — is that when life becomes too unbearable to withstand, or will we simply find another replacement “at least”?

Take the following hypothetical: A tornado or other natural disaster destroys a home; everything is lost; the person who survived stands with his or her dog and says to the reporter, “At least I survived”.  The next moment, the survivor suffers a heart attack and is bedridden for the rest of his remaining days.  Once the “at least” was taken away, was there a replacement?  Is the final “at least” the one which goes thus: “At least I am still alive”?  And when that is taken away and silence follows, is that the answer to the question: Is there anything beyond the last “at least”?

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s job, the question of “at least” is an important one.  For, when the medical condition strikes, the “at least” question is not: “At least I still have my health”, but might rather be, “At least I still have my job”.

FERS Disability Retirement for Federal Employees: By Lawful Means

When a person uses that term, we often imply from it that there is an opposite meaning — that of unlawful maneuvers that were accessed in some nefarious ways.

So, when a person queries, “How did X acquire his [or her] wealth?”, and the response is that it was through “lawful means”, the implication is that there was a correlative, opposite manner which could have been a possible alternate basis: That of “unlawful” means.

The “lawful” means, of course, implies that the statutes and case-laws surrounding the matter support the manner and type of activity engaged, and its opposite connotes the convexity of such a meaning.  In another manner of speaking, the concept also applies to the legal avenues available and accessible, but which are often unknown or where some are unaware.

OPM Disability Retirement is not a well-disseminated benefit, but it becomes an important consideration when a Federal or Postal employee is unable to perform one or more of the essential elements of one’s Federal or Postal job when a medical condition begins to impact a person’s physical or cognitive capabilities.

It is by “lawful means” that a person must prove, by a preponderance of the evidence, that a Federal or Postal employee, during the tenure of Federal employment, finds that he or she can no longer perform one or more of the essential elements of his or her position.

OPM Medical Retirement: Putting it all together

It is the disparate and disconnected narrative that often remains deficient — just short of the finish line and like the runner who suddenly steps upon a pothole on the road to the ticker-tape parade, the discombobulation that ensues can throw the entire coordination off, where feet become entangled and the arms fail to swing in rhythmic motion.

Have you ever watched how some runners have perfect coordination — arms swinging in cadence, the effortless motion of the legs, like the “feel” of silk upon a windy day where nothing gets entangled and everything is in perfect synchronization of timeless beauty?  Or, what of a child who has just begun to walk, trying to run — are they not all legs and arms bundled into a web of discord?

Putting things “all together” is like the runner who must coordinate breathing, arms in motion, legs in cadence and eyesight in guiding — of a perfection reached in order to arrive at a destination point called “the finish line”.

FERS & CSRS Disability Retirement: That wretched attachment to life

The theoretical construct proposed by Darwin has proven itself many times over, according to evolutionists, since his initial dawn of delineating the “origins” of our existence; the urge towards existence, of remaining, of “being” as an instinctive component that cannot be denied, has become merely an accepted and acceptable normative paradigm of modernity.

In many ways, the inherent attachment to life itself is the basis of a wretchedness that leads to self-destructive behavior; many of us hate ourselves and do things that hurt and harm – a mode of self-immolation and Western-style seppuku that results in self-medicating devices encapsulating the spectrum from overeating, alcoholism, multiple partners and spreading of diseases untold; or, on the other end of the extreme, of become vegetarian, vegan, health-fitness-exercise-cosmetic-surgery and everything else to stay young and vibrant.

That wretched attachment to life cannot be avoided; it is who we are and the essence of our very being.  Is there such a thing as an “unhealthy” attachment to life?  It is all well and good for Camus to write about the Myth of Sisyphus and the need to turn away from self-annihilation before being able to live an “authentic” life; he was handsome, a pretty good writer, and French (or, actually, Algerian) to boot, and his only competition was a near-blind ally who was close to incoherent in philosophical discourse (i.e., referring to Sartre, of course).

But back to the idea at hand – of that wretched attachment to life.  We see it in old people attached to mechanical apparatus to prolong it; of humanism and even religiosity that remains suspicious as to whether there is truly anything else in the great “beyond” after death; and so we cling to life at all costs.  What would be the alternative?  To live a quality-filled, balanced existence? We sometimes forget why we became what we are today, and become steeped too deeply in the troubles of everyday existence.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition becomes the focal point of existence itself, there is a double whammy: Of the chronic and often debilitating medical condition itself, as well as worrying about and contending against the daily harassment and adversarial threats initiated by the Federal agency or the Postal facility, and it often becomes so burdensome that one wonders as to that wretched attachment to life.

But always go back to basics, to the foundation of Darwinian essence: Life is, indeed precious, and sometimes it takes a different sort of step in order to regain the balance in life that is needed.  Filing for Federal Disability Retirement is merely that step in order to reorient one’s self for a future course of life.  It is a means to an end, where a Federal Disability Retirement allows for the Federal or Postal employee to separate and retire with an annuity, then to consider one’s future after attending first to the medical conditions one is suffering from.

In that sense, that wretched attachment to life is more akin to the Hindu concept of reincarnation, where obtaining a Federal Disability Retirement through OPM is like returning to this life in a different form, and becoming resurrected from the ashes of the metaphorical Phoenix to live another day.

Federal Employee Disability Retirement: The importance of seeing a way out

The strategic approach of allowing for a route of retreat is well-known; by providing an exit option, casualties are lessened and the proportional ferocity of battle often parallels the availability or non-existence of such a pathway out.

Cornered animals behave in the same way – and why would they not?  Do we think that we are somehow exempt from the genetic predisposition of Darwinian inherency?  And the cornered enemy who sees no exit – with the final bullet retained for self-annihilation, the option of surrender not a reality for the traitorous residue to such an act, or of the potential for torture and mutilation naturally following revenge upon actions taken previously; or a kamikaze-like final hurrah met with a hail of bullets; it is the importance of seeing a way out, that often determines the course of future conduct.

That is how the Federal employee or the U.S. Postal Service worker views the benefit of a Federal Disability Retirement:  as the “way out” of an otherwise untenable future course.  Without it, the options are often:  Die trying to get to work each day; resign with nothing to show for the many years of investing in one’s career in the Federal sector or the U.S. Postal Service.

What is so interesting in engaging Federal employees and U.S. Postal workers for multiple decades, now, is the singular and unassailable fact that is contrary to the misperception held by the general public:  Federal employees and U.S. Postal workers are among the most dedicated of workforce servants, putting in long and uncompensated hours beyond what they are required, and never wanting to take the “exit option” but for the chronic and severe nature of a rising and debilitating medical condition.  And, how many who obtain a Federal Disability Retirement annuity go on into the private sector and “pay back” into the very system from which they are being compensated the Disability Retirement annuity?  Many, if not most.

Without the benefit of Federal Disability Retirement, many would struggle and ultimately lose the battle either with the agency or the Postal Service, or with the medical condition itself.  Even with the benefit of a Federal Disability Retirement annuity, the pay is not so enticing as to encourage any mass exodus via the vehicle of a Federal Disability Retirement benefit, and it is only because of the progressively deteriorating nature of a medical condition that finally impels and compels the Federal employee or U.S. Postal worker to take that exit option, and to seek to reach a plateau of rehabilitative serenity such that a further career or vocation in the private sector could be possible.

In the end, like enemies in a fierce firefight, the importance of seeing a way out is just as relevant to the Federal or Postal employee who suffers from a medical condition, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, as it is to the kamikaze warrior who tightens the band of fate by an emblematic headscarf in preparation for the final battle.

FERS & CSRS Disability Retirement: Cosmic Intransigence

The complaint is most often heard in a converse manner — that because of the minutiae and daily details required of one’s energy, focus and concentration, the “larger picture” fails to be seen.  But the reverse is just as true:  we often overlook the significance of the mundane, justifying such neglect by arguing that it is the cosmic and universal principles which are of greater relevance; mere human beings within the aegis of humanity, are but flies in a smattering of a decaying universe.

And while grand principles are indeed noble, and provide for paradigms upon which notable historical movements have been based, it is ultimately the monotony of hopes and dreams, as held and projected by youth in turmoil and wanting, which create the sprinkling of golden dust blowing by to sparkle the dreariness of daily toil.  The cosmic will always be intransigent; there is nothing to be done with it, as natural laws, the fate of karmic forces, and the ethereal foundations of the universe will continue to move history, economies and world events forward, with or without the input of ordinary people.

The world is a mere playground for the wealthy and powerful, and the gods which play with the cosmos are already intransigent in their own brutal way.  But that is precisely why the personal problems of individuals amount to so much more than the aggregate of a single life; the “greater picture” will always be there; it is the seemingly insignificant life which makes for beauty and worth.

For Federal employees and U.S. Postal workers who become disheartened because of the cosmic intransigence of the “greater picture”, it is precisely the focus upon one’s own life, family, future and time yet left for greater endeavors, which should be the focus of today, the dream of tomorrow and the concentrated efforts of past remembrances.  When a medical condition begins to impact one’s capacity and ability to perform the essential elements of one’s positional duties, the Federal or Postal employee needs to consider filing for Federal Disability Retirement benefits, precisely because the “larger picture” will always be there, but the smaller details of necessity call for one’s effort in securing one’s place in that greater context.

When one’s health is threatened, the fragile nature of one’s being, the sense of insignificance and loss of place and relevance in society, becomes overwhelming.  But it is precisely within that context that the importance of carrying the burden forth becomes all the more relevant; if not for grander principles, then at least for one’s own self, family, and friends who care.

OPM Disability Retirement: Faking it

We often judge the complexity and sophistication of a species by evaluating the extent of negative capacities.  Thus are humans considered to be advanced creatures because of the capability of lying, subterfuge, dissimulation, pretense of behavior, and other such undesirable characteristics. But other species can “lie” as well, if one accepts faking matters and circumstances as constituting that sort of advancement of evolutionary behavior.

Predators can “act like” they are asleep, or even dead or noticeably unaware, in order to lure the prey into a somnolence of cautionary approach.  Birds can mimicry others; and chameleons can adapt and change in order to engage in subterfuge.  But the true test of sophisticated advancement is the ability to defy an inevitable reaction to a cause, and to simultaneously suppress it.  As pain is a natural alarm system which the body necessitates a reaction to, so the act of concurrently concealing it requires an enormity of self-discipline rarely found in species other than in humans.

Federal employees and U.S. Postal workers who suffer from a medical condition engage in such subterfuge on a regular basis.  Whether in attempting to extend one’s career for a period greater than self-interest, or of necessity to survive among the pack of hyenas comprised of Federal agencies, their cohorts and co-conspirators, the Federal and Postal employee who suffers from a medical condition, such that the medical condition prevents one from performing one or more of the essential elements of one’s job, faking it becomes a daily routine requiring self-containment and discipline of an extraordinary capacity.

OPM Disability Retirement under FERS: Life’s Work

There is, then, the job or career we undertake (the distinction between the two is often lost, and depends in large part upon a multiplicity of factors, including length of commitment, opportunity within a given field for growth and advancement; whether any qualifications, certifications or professional degrees are required, etc.); and then, the conditions and context of participating in a greater culture of our choosing, including where we live, with whom we live, what social circles we expand into; as well as how we interact with the extended community surrounding us, and whether we even decide to abide by the rules, laws and limitations imposed by society.

The former constitutes the work we engage during our lifetimes; the latter, the macro-aspect of the work generally confronted during a lifetime.  We often confuse the two.  The conundrum and internal turmoil comes about because so much of the latter often depends upon the success of the former.  Without the wealth amassed through the work of labor, we become limited in the choices we have in the work of living; thus do some choose a life of crime or cheating, as a means of shortcutting and supplementing the former for the latter.  And when the work of labor is cut short, or somehow interrupted, one realizes the impact upon the greater work of life, and must adjust accordingly.

For the Federal employee or the U.S. Postal worker who suffers from a medical condition, such that the medical condition begins to impact one’s work or career, the choice to leave the Federal sector is a difficult one, and not just because of the financial considerations which reverberate upon the greater work of living.  Often, the choice to file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, is paused for reflection, procrastination and further delay, because the two concentric circles of life have overlapped to such an exponential degree that one cannot easily be bifurcated from the other.

One’s work of labor involved the social circle; it intersected with the greater percentage of daily living; the meaning and teleological motivation was commingled; even some of the neighbors work in the same neighborhood, just down the street, in our town (yes, it is an unabashed reference to Thornton Wilder’s famous play), or perhaps even next door; so, how can I face a change from the work of labor, without confronting the greater vicissitude in the work of life? But then, there is that medical condition, and it is always the interrupting reality of the medical condition which must, by necessity, be focused upon.

Better to make decisions now, when one has the option to do so concerning the work of labor, lest the limitations are imposed by others, which then can have irreparable consequential reverberations upon the greater work of living.
