Can empathy have meaning without acting when the necessity arises?  Can abstract affection without the inclusion of real people trigger a positive result, or does it leave a vacuum of insensitivity?

In modernity, it appears that words alone constitute action enough, so that in the political sphere, if one speaks the “right” words, then nothing further is required.  Thus, to be in favor of certain political positions is enough to be noble and lauded.

OPM Medical Retirement for Federal Government Employees: On Hold

It is a frustrating time; that moment when you have finally reached a “real person”, and the voice quickly says, “Let me put you on hold for a moment” — and the sudden silence which ensues, or the supposedly uplifting background music that blares.  “But I —” you attempt to quickly interject; but the finger punching the button for “hold” is quicker than the “but” with which your voice tries to override, and the further frustration is again postponed as you wait silently in growing rage.

Or of a career “on hold”; or one’s life in general.

Much of being placed on hold is because of circumstances beyond your control; for, contingencies rely upon the actions of third parties, and until the dependent clauses are satisfied, movement of the primary sentence structure must remain in place, lest the comma that encircles the dependent clause fails to complete the thought that follows.

OPM Disability Retirement Benefits: Life Beyond

No, this is not about the transcendent world of heaven or hell, or of even the “middle ground” of purgatory; rather, “beyond” in the sense of, Beyond what it is today.  One wonders whether or not, in this time of crisis, there will be a “beyond” at all, and what kind, character and nature of a world will we be left with?  But that question is true of every crisis; during it, when one is in the midst of the troubled times, the question is unasked simply because one’s energy is taken up, in whole, by the crisis itself.

Sometime afterwards, when there is a moment of reflection to consider, the question always comes up: What will life be beyond, when things begin to normalize, to settle down, to get back to a rhythm of stability?  Medical conditions themselves prompt that question — what will it be like, life beyond?

Federal Disability Retirement: The difficult good-bye

It is always difficult to say good-bye.  Whether of a long duration, or with a quick ending to an already fast-deteriorating relationship, the good-bye that brings sorrow, tears and a sense of unease is the one that once was never thought of.

Separating from loved ones; the end of a stay that may have begun with trepidation, hesitation or even loathing, but which turned out to be an embracing of past memories forgotten, revitalizing conversations and enlivening moments of collective reflections; or even of a chance encounter with someone, or with the lengthy last moments with a bedridden relative who wants the warmth of human contact nearby before departing into the netherworld through gates of wandering souls.

Whatever the circumstances, the good-byes we fear, the ones we think will be a relief, and even those that turned out to end merely with a half-hearted wave of the hand — it is the difficult good-bye that echoes within the hollow of one’s mind, squeezing between schedules full and memories touching upon a conscience that will not abide.

Careers have good-byes, as well, and not just between people; for it is the career that defines so much of who we are.  It is never just the “what do you do for a living” part of it, but the title that comes with it, the identity that is attached to it, the camaraderie that accompanies it and the past memories that haunt one; these are the cementing tributaries that form one’s personhood.

For Federal employees and U.S. Postal workers who suffer from a medical condition such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, whether under FERS, CSRS or CSRS Offset, the difficult good-bye is the one that separates the Federal or Postal employee from the Federal Agency or the Postal Facility — not necessarily because of the circumstances compelled by the medical conditions themselves (although that is admittedly difficult enough), but often because the job itself was and has been an integral part of one’s life, livelihood and identity, and because any change in one’s routine is hard enough.

Filing a Federal Disability Retirement application, to be submitted to the U.S. Office of Personnel Management, is essentially saying good-bye to a good chunk of one’s daily routine of life and living — of spending about 50% or more of one’s life (including preparing for the day, commuting, doing work-related emails and similar activities, etc.) — and thus will be, even under the best of circumstances, a difficult separation and departing.

But always remember that the difficult good-bye is the one that retains an abiding meaningfulness within the souls of worthwhile characters, which then forms the seeds of hope for a future yet untold, as opposed to the half-hearted wave of the hand that dismisses so casually that we remember not even which hand with which we waved good-bye.

Disability Retirement for Federal Employees: On the other hand…

Do other species engage in the same games of options and alternative scenarios?  Does the Lioness, just before the charge and race to overtake its noontime meal, say to herself, “Yes, that one looks good; but on the other hand…”?

Or, does the fact that a subjective state of consciousness fails to include verbal statements or conceptual constructs coherent by human standards constitute an absence of such option-choosing methodology of thought processes?

Or, do we accept its silent substitute, where there is an antelope, a wildebeest and a wild boar , and as the lioness surveys the prey before her, the fact that she looks, views, takes into account the ease of capture as to each – in a silent, non-verbal manner – constitute the identical cognitive approach as that of murmuring to one’s self?  “On the other hand…”

Does everything have to be verbal in order to reach a level of “thought”, or can the silent surveying of a predator reach the same level of intellectual coherence as that of a verbalized statement?

What about pain?  If you go to a doctor’s office and the MRI shows multi-level degenerative disc disease and the nurse says to you, “You must be in considerable pain,” and you respond with, “Yes, but I haven’t ever said anything about it” – does that mean that you never had pain, or merely that you did not verbalize it?  Can existence of X remain in a private, insular and singular world, or must it be communicated in order to have a “reality”-based existence?

How is it different from the child who says, “I just saw a purple monster hiding behind the couch”, and the parent smiles and says, “What an imagination!”  The fact that the child saw it and no one else, but failed to verbalize it at first – does it make a difference?  And when the child declared its existence, do we doubt it any more than the admission of the non-stated pain because we don’t believe in purple monsters?  On the other hand…

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition prevents the Federal or Postal employee from performing one or more of the essential elements of one’s Federal or Postal job, is it better to constantly be a complainer and whiner and keep telling your supervisor and coworkers that you have a medical condition and the medical condition prevents you from doing essential elements X, Y and Z?

Or, like most Federal and Postal workers, do your remain silent for years and even decades, enduring the pain of physical deterioration or the tumult of psychiatric turmoil, and then get “penalized” for it when you file for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, merely because “no one knew about it” until it became so bad that you had to file?  On the other hand…

FERS & CSRS Disability Retirement: The complexity of human experience

We take for granted much, and dismiss with careless appreciation the residue of crumbs begotten.  The idiom that refers to the final straw which breaks a camel’s back — why does the foreign species have an impact upon a culture which is unfamiliar with such a beast of burden?  Is it that, despite the images produced against the background of pyramids and pharaohs of a bygone civilization, the essence and theme of the proverbial statement resonates, whether replaced by a horse, a donkey or an ox?

The idea that tolerance to, and capacity for, a seemingly limitless weight of workplace bombardment, whether in translated terms of physical endurance or cognitive stress, is encapsulated by that transcendent cultural expression that there is, indeed, an invisible boundary of and for the human experience.

It is complex; the physical deterioration can presumably be witnessed because of the appearance exhibited; but it is the inner psyche and psychological harm, over untold times and lacking of precision of limit, which tests the stress points of fractures barely visible and likely detrimental.  Stress fractures may be subtle and sometimes inconsequential; but the incremental aggregation if left unreinforced will refuse to withstand an eternity of disrepair.

The complexity of human experience begins with the narrative carried by childhood memories; advances in fits and starts during the “difficult” period of transition from innocence to adulthood; and becomes cemented within the casement of early independence, where the spectrum and balance between love and hate, idealism and cynicism, and a mixture of hope denied by reality, coalesce to form the compendium of what the essence of a person becomes.

On that journey of filling the narrative, some become tested by greater or lesser traumas; and whether one ascribes “fault” to actions which result in consequences otherwise foreseeable, the reality is that those experiences encountered mold the character of the human narrative exposed.

For Federal employees and U.S. Postal workers who suffer from a medical condition, such that the medical condition may cut short one’s career in the Federal sector or the U.S. Postal Service, it is the complexity of the human experience which preceded that moment of realization that a medical condition may prevent the Federal or Postal employee from performing one or more of the essential elements of one’s positional duties, which will determine the future course of actions and lay the groundwork for a brighter tomorrow.

Whether under FERS, CSRS or CSRS Offset, the central point of idioms which transcend time, cultures and limitations of perspectives in modernity, is that we refuse to become relegated to a mere statistical footnote by allowing for that last straw which breaks the camel’s back, and instead insist upon allowing for that beast of burden to survive another day, if only to impart some wisdom to a world which no longer recognizes the complexity of human experience.

Early Medical Retirement under FERS & CSRS: Of spare things left in the world

We don’t seem to have a capacity to share of those things which we have no need, anymore.  Does scarcity of resources result in “doubling down” in ways formerly described as miserly in deed?  Does the free market principle of supply and demand explain the loss of social grace in responding to need?  What ever happened to the spare tire, the jingle of spare change, and the ephemeral absence of spare time?  Has society come to a criss-cross of contending forces, where the explosion of population growth, the rise of the middle class in developing nations around the globe, coupled with the exponential depletion of finite resources, have cumulatively coalesced to an incandescent compromise of character crisis?  Does the lack of everything mean that we can spare no more for others, or provide assistance in the event of need?

As for the spare tire issue, the fact is that modern technology has extended the wear of tires, and many people have lost the knowledge or skill to use a jack or a lug wrench.  This, combined with fear of scams and roadside robberies, in conjunction with the durability of today’s tires, has resulted in the widespread consequence of calls for help defined as a cellphone dial for professional roadside assistance.  Further, society has deemed that any caricature of a ‘damsel in distress’ is tainted with a misogynist attitude; and we certainly would never want to be charged with an ‘ism’ at the cost of helping another.  And of spare change?

Homelessness has been relegated to either a non-existent phenomenon until a different political tide rolls in, or has otherwise been linguistically redefined as an alternative lifestyle.  What remains, then, is our spare time — which we have no more of, despite the constant drumbeat to the contrary that the aggregate of modern technology is always supposed to ‘save us time’.  Isn’t that what we are told each time a new gadget is foisted upon us?  That it will save time so that we have more time for greater and more important things — like politicians who suddenly leave office or fail to seek another term in order to spend “more time” with family.  Right.

The fact is that we are left with very little of anything, anymore, other than to stare vacuously into the fluorescent chambers of computer screens and smartphone apps.  Yet, spare time, spare tires and spare change — while apparently mere arbitrary anachronisms of antiquity, alas, fading into the dim light of change itself — reflects a community of sharing now lost as art was once a defined form.

For Federal employees and U.S. Postal workers who suffer from a medical condition, where the medical condition prevents the Federal or Postal worker from performing all of the essential elements of one’s Federal or Postal positional duties, the idea of sparing a person a break, has gone the way of other spare things.  Neither the Federal agency nor the U.S. Postal Service has any spare time to spare anything, anymore, and certainly no more than the rest of society can spare.

Filing for Federal Disability Retirement benefits through the U.S. Office of Personnel Management, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, can be likened to the spare tire in the back of the trunk, which is always there but forgotten but for the time of crisis or need.  When the Federal or Postal worker can no longer perform one or more of the essential elements of one’s positional duties with the Federal agency or the U.S. Postal Service, then preparing an effective Federal Disability Retirement application to OPM is like getting out that spare tire.

The problem is, as most people have lost the skill to use the ‘other’ implements hidden beside the spare tire — like the jack and the lug wrench — so the proverbial roadside assistance may be required.  As for spare change and spare time?  Pockets are a requirement for the former, and future fashion will determine the necessity of an antiquated design, as will inflation and online banking for the need of coins or paper money at all; and as for the latter, we are told that we have more of that than ever before; just not enough to spare for others.

OPM Disability Retirement: Elevation of the Federal Consumer Product Compliance Directorate (FCPCD) to a Cabinet-level status

It first came to light in August, 1974, just prior to Nixon’s resignation from Office.  A young reporter by the name of Dan Druthers asked the President:  “Have you considered the exponential factor of time wasted in consumer affairs concerning crushed toilet paper rolls during transport and delivery?  What has your Administration done about it?  The American People demand an answer!”  The White House Press Corps was aghast.  No other journalist had had the temerity to heretofore question the Presidency with such forcefulness.  The President, of course, was stumped, and shot back, “Mr. Druthers, what do you think you are running for?”  To which Mr. Druthers shot equally back, “Well, I’m not sure.  What are you running from, Mr. President?”

The rest is history, as they say.  From there, that journalist of slight anonymity and notoriety went on to become the anchor of Prime Time T.V.; the President resigned (what many people fail to understand is that Watergate had little to do with moral turpitude, and much to do with messy toiletry); the 18-minute gap in the secret White House Tapes, people suspected, had to do with deleted expletives concerning Toiletgate; and as for the greater issue of crushed toilet paper rolls — well, it took a few more years hence before the political fallout would take its toll.

First, there were whispers of grumblings, of esoteric nuances which could only be fully understood in Senate closed door hearings where titular heads of states whispered in royal functions.  How many people spend time in straightening out a roll of toilet paper, such that it rolls smoothly on a roller?  If, as a conservative estimate, 30 seconds are spent for each crushed roll of toilet paper, multiplied by the total number of people inhabiting the United States, how much of an economic impact would that have on an annual basis?  How much time would be saved if such crushing of toiletries could be prevented, reverberated a thousandfold — nay, ten thousand fold — by mere and simple preventative measures?

The question itself failed to take hold upon the American imagination, until some years later, at a Town Hall Meeting, a woman asked a Congressional Candidate a similar query, in a rather accusatory tone of voice:  “Do you not care at all?”  That got the goat of the candidate, as they say in proverbial parlance.  There were subsequent cries for immediate passage of legislation.  Republicans wanted a budgetary offset for any monies expended for the creation of a new agency, the Federal Consumer Product Compliance Directorate (FCPCD). Some questioned the need for the new agency, and whether it couldn’t just be handled by the EPA; but such queries were quickly quelled when the Senate Majority Leader declared:  “The issue itself is too important to ignore.”

In the end, the FCPCD was created by Executive Order.  Some years later, because of the very importance attached to such preventative measures — “experts” referred to the greater impact upon global warming, and some at the NSC declared that it was a matter of “national security” — the FCPCD was elevated to a Cabinet Level Department post haste, in order to ensure that the President was daily informed as to the importance of the issue and so the American People would not be ignored. The staff at the FCPCD grew from 2 in 1984 (comprised of the Executive Director and the secretary), to over 5,000 today and currently growing (you know, inspectors, analysts, policy experts, etc.).

Meanwhile, those Federal and Postal workers who had filed for Federal Disability Retirement benefits with the U.S. Office of Personnel Management, continue to wait for their Federal Disability Retirement applications to be decided upon.  The fact that OPM is understaffed and overworked has not been brought to light, yet.  Of course, OPM does not have the ear of the President, and the issue was never queried by the likes of a crack reporter back in the days when reporting was actually occurring.

FERS & CSRS Disability Retirement: Of consideration and comity

The singular identifiable factor that destroys is the very reflection which elevates; for, it is power which undermines the source of comity.  With it is accompanied the shedding of a need for appearances; that which genuinely festers beneath the surface can bubble up into the tyrant which we all can become, and of that which we suppress and repress throughout our miserable lives.

Why does “winning the lottery”, in whatever proverbial form that can take, destroy lives, divide marriages and deconstruct lifelong friendships?  How often does a promotion crumble the fragile structures of co-working symbiotic relationships within an organization?   When has empowerments resulted in the disseminated good of the organic whole?

An appearance of comity within a societal structure can endure for a time, given conventions which protect, preserve and punish; but the tendency of consideration will crumble when the normative constraints collide with freedom and forgetting; and, in modernity, where self-expression trumps the towering temperament of talking tantrums, any semblance of putting forth an appearance of comity and consideration can quickly evaporate.

For Federal employees and U.S. Postal workers who often ask the question, When should I inform the agency (or the Postal Service)? — the general answer given is:  Only when there is a compelling reason to do so.  For, when preparing, formulating and filing for OPM Disability Retirement benefits, whether the Federal or Postal employee is under FERS, CSRS or CSRS Offset, the urgency of a need to inform should be proportionately weighed against the likelihood of the disintegration of any prior structure of consideration and comity shown in the past.

Federal agencies and the U.S. Postal Service are bureaucratic structures of power centers; while the symbiosis of a working relationship with the Federal agency or the U.S. Postal Service may have served well both the worker and the organization in past terms, once it becomes known to the Federal Agency or the U.S. Postal Service that the Federal or Postal worker is about to file a Federal Disability Retirement application, ultimately to be received by the U.S. Office of Personnel Management, it is likely that the fragile structures of consideration and comity will quickly and decisively deteriorate and deconstruct.
